    An in-depth study of Chinese modernization should involve making an objective value judgment on it.We should not only demonstrate its unique nature through factual comparison between China and the West,but also make a value judgment on whether this path of modernization is "good" or not.The "goodness" of Chinese modernization refers not only to its benefits for the Chinese nation and China,but also to its positive significance for world history and the destiny of humanity.Therefore,from the perspective of a "grand-historical view",and based on the "temporal coordinate" and "spatial coordinate" of world history,we should adhere to the methodological principle of "originating from the ends of world history" rather than merely "conforming to the ends of world history".Proceeding from the overall interests of humanity and taking "world history" as the benchmark for evaluating Chinese modernization will further highlight the inherent objective truth of the Chinese path to modernization.

    The establishment of a new policy of balancing the occupation and replenishment of arable land,centered on the principle of comprehensive occupation and replenishment and stipulating that "the farmland occupied for other purposes must be offset equally with the newly opened-up farmland",represents a crucial reform measure to uphold the red line of farmland protection.A precise understanding of the internal logic of this policy and clear implementation pathways are essential to ensure its effective application,with the limitations of the existing system in achieving productivity balance of farmland serving as the logical foundation.These limitations are manifested in four key aspects:the internal conversion within agricultural land becoming the primary cause of farmland reduction,the depletion of suitable reserve land resources increasing ecological risks from reckless reclamation,unclear responsibility allocation for replenishing farmland in non-agricultural construction projects,and inadequate supervision over cross-regional land occupation and replenishment.The policy objectives accordingly focus on optimizing agricultural land allocation to create spatial conditions for agricultural modernization,ensuring sustainable use of replenished farmland to achieve a win-win outcome for both farmland protection and ecological conservation,and clarifying responsibility subjects based on regional balance and categorized management.To advance this policy,it is imperative to leverage all stakeholders in strengthening the social foundation of farmland protection,enhance inter-departmental collaboration,promote comprehensive land consolidation as a key approach to optimize regional land use patterns,and make innovation in supporting policies for effective implementation.

    In China,the incomes of grain growers face multiple challenges,including singular and unstable revenue sources,declining proportion in total earnings,uneven economic development in major grain-producing areas,and an inadequate mechanism for compensating major grain-producing areas between producing and marketing regions.To address these issues,governments at all levels should optimize macro-control policies for grain production,strengthen regulation of grain circulation markets and prices,and enhance agricultural insurance and subsidies to reduce risks and ensure basic income protection for grain growers.Furthermore,efforts should focus on developing secondary processing of grain,implementing regional development strategies,improving agricultural credit and financial services,and strengthening farmer cooperatives to boost confidence and increase income of grain growers.Additionally,vertical economic compensation policies within major grain-producing areas should be refined,with strengthened policy support and improved agricultural insurance systems.The development of training programs for "new farmers" will cultivate professional growers,providing policy and talent support for grain production growth.Finally,improving the inter-provincial mechanism for compensating major grain-producing areas,advancing both compensation and linkage mechanisms,and establishing a sound legal guarantee system will promote positive interaction between income of grain growers and compensation for major grain-producing areas.

    Relocation initiatives for poverty alleviation in ethnic regions have fundamentally transformed both the physical spaces and socioeconomic structures of resettlement communities.This restructuring process has generated new patterns of social conflict characterized by a sequential logic of "spatial transformation—livelihood transition—cultural adaptation—conflict resolution".Current dispute resolution mechanisms face three principal challenges:inadequate coordination among stakeholders,diminished efficacy of traditional mediation approaches,and poor integration of digital preventive measures.To address these issues,we propose an integrated governance framework that accounts for the unique ethnic,geographical,transitional,and post-poverty characteristics of these communities.This framework incorporates a comprehensive "prevention-mediation-rehabilitation-cohesion" pathway to enhance collaborative governance and resolution efficiency.Furthermore,it facilitates the institutional integration of traditional ethnic mediation practices to strengthen cultural identity and behavioral norms.Through implementing unified intelligent platforms that enable closed-loop management of online-offline dispute resolution processes,the proposed approach significantly improves the system,responsiveness,and sustainability of conflict governance in resettlement communities.

    The ultimate focus of blame avoidance research lies in analyzing the generalized motivations underlying such behavior,thereby extracting its micro-theoretical foundations.As rationality has become a stable basis for individual action in a disenchanted age,its multiple manifestations provide important clues for identifying these foundations.Current blame avoidance research primarily relies on two micro-theoretical foundations—self-interest and exchange—highlighting the instrumental rationality of blame avoidance behavior,yet this approach deviates from the phenomenon of "compelled blame avoidance".From the perspective of moral obligations within the Party and government system,when officials bear moral responsibility but face accountability that threatens their basic career needs,blame avoidance becomes a compelled choice under strained moral relations.This represents not only an instrumentally rational choice to maintain basic job security but also a consequence of the difficulty in realizing value rationality.By taking self-interest,exchange,and moral obligation as fundamental types and integrating the degrees of self-interest and altruism present in diverse blame avoidance behaviors,we can further identify foundations based on deficient obligation and division of labor.Accordingly,five micro-theoretical foundations of blame avoidance can be derived:self-interest,deficient obligation,exchange,division of labor,and moral obligation.This framework helps reshape stereotypical perceptions of blame avoidance behavior and provides a more comprehensive analytical perspective for blame avoidance research.

    The case acceptance scope of juvenile courts serves as a foundational element of the juvenile adjudication system,determining the extent of judicial intervention in safeguarding minors' rights and interests and directly shaping the breadth and depth of such protection.Legislative developments and judicial practice demonstrate an evident expansion of this scope,though theoretical perspectives on this trend remain divided among negation,affirmation,and compromise viewpoints.Justification for expanding juvenile courts' case acceptance scope rests on three pillars:functional superiority,as these courts excel in professional capacity,procedural design,and trial models;value leadership,guided by comprehensive protection and preventive justice principles that support inclusion of civil and administrative cases;and interpretative openness in legal norms,where terms such as "cases involving minors" in Article 101 of the Law on the Protection of Minors and open-ended wording in Articles 7 and 8 of the Opinions on Juvenile Adjudication allow adaptive responses to evolving social needs while maintaining legal stability.The expansion pathway should adhere to protective,relevant,and saturation principles,prioritizing minors' property disputes,serious misbehaviors,public interest litigation,and categorized administrative cases to clarify juvenile courts' jurisdictional boundaries.

    As China's supervision system reform continues to deepen,the assistance mechanism between public security organs and supervisory commissions requires further refinement.The Supervision Law amended in 2025 explicitly mandates public security organs to undertake guard duties at detention facilities.This highlights the urgent need to address the current situation where auxiliary police personnel are increasingly involved in such tasks due to police force shortages.Studies have revealed cases where auxiliary police personnel abused their guard duties to commit illegal acts.In response to the legislative developments in The Supervision Law amendment,this paper proposes optimization pathways for the assistance mechanism.First,the cooperative-restraint relationship between supervisory commissions and public security organs should be strengthened through clarifying different types and levels of assistance requirements while defining the legal boundaries of such assistance.Second,specific measures should be implemented to regulate auxiliary police personnel's participation,including establishing specialized mechanisms for their detention guard duties,standardizing supervisory suggestions regarding assistance activities,and improving relevant management systems.These measures will enhance the legalization and standardization of the assistance mechanism,ultimately improving the integration of discipline enforcement with legal procedures.

    Modern public administration,grounded in scientific rationality,has developed a technology-centered governance paradigm based on specialized expertise and expert dominance.However,the recent emergence of increasingly complex and controversial technological risk issues reveals that scientific uncertainty remains pervasive.This uncertainty highlights the limitations of scientific rationality,which may undermine or even dissolve the rational foundation of public administration,thereby creating a knowledge dilemma in practices reliant on scientific rationality.In contexts of scientific uncertainty,issues such as administrative officials' ignorance and "organized irresponsibility",along with declining public trust in experts and government,may precipitate a serious legitimacy crisis in public administration.Nevertheless,the recognition of scientific uncertainty also offers new opportunities for reconstructing the rationality of public administration.Critical reflection on scientific rationality has given rise to new scientific paradigms and knowledge production models,such as post-normal science and the democratization of science.Accordingly,public administration under scientific uncertainty should evolve toward a new model of democratic administration based on "knowledge democracy",reconciling scientific rationality with democratic values to achieve rational reconstruction and paradigm transformation.

    As an open innovation model,knowledge crowdsourcing labor plays a crucial role in the development of the platform economy.Within the framework of resource conservation theory,this study examines the impact mechanism of self-management on work performance among knowledge crowdsourcing workers in the platform economy,constructing and validating a dual-path mediation model incorporating self-efficacy and work-family conflict,with psychological resilience introduced as a moderating variable.The findings reveal that self-management significantly positively influences the work performance of knowledge crowdsourcing workers,with this effect partially mediated through both the enhancing path of self-efficacy and the draining path of work-family conflict.Psychological resilience positively moderates the relationship between self-efficacy and work performance,while negatively moderating the impact of work-family conflict on work performance.Furthermore,psychological resilience levels also moderate the indirect effects of self-management on work performance through self-efficacy and work-family conflict.These conclusions remain robust after validation through surveys of traditional manufacturing workers.This reveals the dual pathways through which internal driving mechanisms affect work performance under the "high self-management" context of knowledge crowdsourcing workers.From a tripartite collaborative perspective involving government focusing on institutional supply,platforms emphasizing tool empowerment,and individuals concentrating on behavioral adaptation,this study proposes differentiated recommendations.It not only provides theoretical foundations and practical insights for government departments to formulate worker protection policies,for platform enterprises to optimize labor management,and for individual workers to enhance work efficiency and career development resilience,but also strengthens the micro-level foundation for high-quality development of the platform economy.

    Two predominant discursive expressions,"steganography" and "marking",have emerged in current online communities,each representing an extreme in "restraint" and "expressiveness".This dynamic has given rise to a discursive relationship between "implicit discourse" and "extreme discourse"."Speaking without straightforwardness" has become a significant feature of online folk language,extending from early discussion boards and forums to today's social media zones,gaming communities,and major platforms.Online implicit discourse is almost synonymous with "memes",sharing metaphorical similarities in word formation as well as metonymic connections.The marked cultural characteristics of extreme discourse represent a form of "discursive appropriation",even evolving into online bullying.From the perspective of cyber pragmatics,the illocutionary acts of these polarized discourses are linked to social resonance and meme-driven amplification.Since both implicit and extreme discourse belong to online subcultures and reflect internal differentiation within "heteroglossia" rather than opposition in value positions,it is necessary to view them as an integrated phenomenon in online language games and implement discursive governance and standardization.In an era of increasing social differentiation and individuality,acknowledging "differential consensus" during transformation and change,examining the construction of polarized discourses through relationalism,and discerning whether these discourses represent well-intentioned reminders seeking social consensus or counter-discursive expressions of hidden transcripts are crucial steps for accurately assessing current social attitudes and emotions,forming an essential basis for the sound governance of online discourse.

    As an emerging research focus in the field of life sciences,organoids can simulate the three-dimensional structure and physiological functions of real human organs.They demonstrate remarkable application potential in advancing high-quality development in basic medical research,improving the efficiency of drug development,bridging the "last mile" of precision medicine,and promoting the clinical application of regenerative medicine.However,while organoid research and application widely contribute to medical research and clinical treatment,they also introduce a series of complex ethical risks.The use of organoids as "simulated organs" in clinicaltransplantation may undermine human dignity and value;organoids blur the boundary between the "self" and the "other",posing new challenges to the concept of human subjectivity;and the enhancement and modification of the natural human body driven by capital logic may exacerbate social division and fragmentation.To address the ethical risks associated with organoids,it is necessary to develop a "moral assessment scale" and establish a "hierarchical development framework" for organoids.Additionally,a deliberative mechanism should be created to build a collaborative governance system involving multiple stakeholders.Increasing the moral,economic,and legal costs for those who violate ethical norms will help establish a supervision mechanism to prevent ethical risks in organoid research and application.Only by confronting the ethical risks that have already emerged or are approaching,and actively exploring and implementing reasonable and effective ethical guidelines and regulatory mechanisms,can we avoid the "Collingridge dilemma" and its negative impacts in organoid research and application,thereby steadily promoting the ethical and healthy development of organoids.

    In judicial practice,the dilemma of "consensus impoverishment" in litigation mediation has become prominent,manifesting as coerced "consent",rights-sacrificing "goodwill",and zero-sum "arbitrariness",which severely undermine mediation quality and judicial credibility.The institutional roots lie in how the "integration of mediation and adjudication" fosters power imbalances and distorts the principle of voluntariness under specific policy incentives,while procedural deficiencies—including a lack of standardization and effective "consensus-inducing" mechanisms—lead to inadequate substantive communication and procedural randomness.The "Fengqiao Experience" (a governance model emphasizing social collaboration and conflict resolution at the community level) in the new era provides valuable practical wisdom and institutional insights for litigation mediation through its consensus-building mechanisms,such as multi-stakeholder collaboration,source governance,integration of reason,sentiment and law,public participation,and digital empowerment.To overcome "consensus impoverishment" and enhance the effectiveness of litigation mediation,the consensus mechanisms of the "Fengqiao Experience" should be systematically embedded throughout the entire mediation process.A "progressive embedding path" spanning both court and tribunal levels and covering all stages should be established,with key measures including strengthening collaborative governance and digital empowerment before litigation,standardizing professional mediation and safeguarding voluntariness in the pre-trial phase,clarifying the adjudicative role and exploring the separation of mediation and adjudication during trial,and extending reconciliation and social collaboration post-judgment.These steps will optimize the environment for consensus formation,supported by profound reforms in evaluation mechanisms that de-emphasize overreliance on mediation rates and reinforce quality orientation.This approach ultimately aims to establish a new litigation mediation model centered on high-quality consensus,capable of effectively resolving disputes and better serving grassroots governance.
