Advancing whole-process people's democracy through consultative  democracy is not only an important component of comprehensively deepening reform in the new era,but also a crucial measure for further deepening reform comprehensively to advance Chinese modernization on the new journey,embodying the inherent unity of theoretical,historical and practical logic.It embodies the ideological wisdom of the Communist Party of China in integrating Marxist democratic theory with both China's specific realities and its traditional culture of harmony and confluence,thereby demonstrating the contemporary significance of integrating the basic tenets of Marxism with China's realities and its fine traditional culture.It also faithfully reflects the Party's efforts to advance people's democracy into a whole-process model amid the steady development of socialist consultative  democracy,which is embedded in the historical evolution of the people from "shaping state power" to "participating in state governance".The practical logic of consultative  democracy indicates that it helps uphold the people-centered vision,expand democratic coverage,break policy barriers and lower operational costs,thereby strengthening the legitimacy,extensiveness,effectiveness and cost-efficiency of whole-process people's democracy in social governance.At the new starting point of further deepening reform comprehensively across the board,to fully develop consultative  democracy,we should,from a macro strategic perspective,revitalize existing resources,pursue coordinated incremental progress,guide grassroots practice and leverage digital technology,so as to drive the high-quality development of whole-process people's democracy.Such efforts will furnish stronger driving force and sound institutional guarantees for Chinese modernization,and rally widespread wisdom and strength for the great rejuvenation of the Chinese nation.

Historical confidence is another major theoretical innovation put forward by the Party Central Committee with Comrade Xi Jinping at its core concerning national,ethnic and Party confidence after the proposal of the "Four Self-confidences",namely confidence in the path,theory,system and culture of socialism with Chinese characteristics.It is an essential spiritual driving force for the Communist Party of China as a mature Marxist political party.The Party's historical confidence lies in profound cultural traditions and realistic foundations.It is rooted in the profound accumulation of China's 5,000-year civilization,embodied in the glorious achievements forged through the Party's century-long struggle,condensed in the major-country responsibility for advancing human progress,nurtured by the wholehearted support of hundreds of millions of Chinese people,and illuminated by the bright prospect of the great rejuvenation of the Chinese nation,which endows it with rich contemporary connotations and values.Consolidating historical confidence carries forward the spiritual heritage of Chinese civilization and demonstrates the practical power of Marxist truth.On the new journey of fully building a modern socialist country,we must adhere to the overall leadership of the Party,uphold a correct view of Party history and a grand historical vision,preserve the fighting spirit,elevate historical consciousness,and enhance historical self-examination,so as to firmly consolidate the Party's historical confidence.With greater historical consciousness and proactive spirit,we can forge a solid spiritual foundation for advancing the great rejuvenation of the Chinese nation.

Historical institutional theory,with its multi-level analytical framework integrating "macro-structure,middle-level institutions and micro-actor",provides a theoretical perspective for interpreting the evolution,logic and implications of the institutional change in the Communist Party of China's investigation and research.Connected by "critical junctures",the institution of investigation and research of the Communist Party of China can be divided into five historical stages:initiation,formation,expansion,revitalization and innovation,each with distinct stage-specific characteristics in institutional objectives,institutional tools and institutional effects.Once triggered by "critical junctures",problems in the institution of investigation and research enter the institutional field as signals of institutional change.Such signals bring about discontinuous institutional change by reshaping the overall institutional objectives;then,institutional tools and their arrangements take new forms through adaptive adjustment,the institution demonstrates new effects and returns to a balanced development paradigm.The evolution of this institution embodies a compound change logic of "structure-history-action".The structural logic of macro-institutional context variables,the historical logic of path-dependent self-reinforcement,and the behavioral logic of rational choice by institutional subjects are closely superimposed,interwoven and interactive,driving the institutional change of the Communist Party of China's investigation and research with a combined force of spatial,temporal and subjective factors.To further activate this driving force,efforts should be made to remove obstacles to institutional development through upholding fundamental principles and breaking new ground,adhere to the people-centered logic by following the mass line,and regulate the orientation of actors through institutional development,so as to promote the sound evolution and continuous optimization of the institution of investigation and research.

During the Anti-Japanese War, the Chinese Communist Party, proceeding from China's concrete realities, developed a series of discourses on the Spanish Civil War that broke out in 1936.By analyzing and summarizing the experiences and lessons of the Spanish Civil War,the CPC significantly promoted the development of its theory regarding the War of Resistance.This is specifically manifested in the following aspects:Compared with the Spanish People's Front,which was based on a loose coalition of political parties,the CPC's theory of the national united front for the Chinese People's War of Resistance against Japanese Aggression achieved transcendence and innovation;the Spanish people's persistent struggle against fascism and the Defense of Madrid provided important theoretical grounds for the CPC's theory of protracted war;and the Comintern's intervention in the Spanish People's Front served as a reference for the CPC to establish the principle of independence and self-reliance in light of China's specific realities.Historical practice has shown that the CPC's theory on the Chinese People's War of Resistance Against Japanese Aggression is a significant achievement in adapting Marxism to the Chinese context,served as the fundamental guide for leading the Chinese people to complete victory,and proved that the CPC truly is the mainstay of the whole nation in the Chinese People's War of Resistance Against Japanese Aggression.

The construction of the Discourse System of the CPC's Rural Primary-LevelGovernance in the New Era necessitates a systematic elucidation across multiple dimensions,including logical rationale,methodological principles,core content,and value implications.This endeavor embodies the high degree of unity between theoretical innovation and practical exploration.The construction of this system has not only consolidated the discursive foundation of the CPC's rural primary-level governance theory and perpetuated its discursive heritage but also demonstrated the discursive power of rural primary-level governance within the context of Chinese modernization.With respect to core attributes,the system emphasizes the unity of national character,reality,and practicality;regarding discursive forms,it maintains the coherence of guiding,problem-oriented,and interpretive discourses;and concerning functional objectives,it integrates thought presentation,understanding enhancement,and concept dissemination,thereby generating an organic whole supported by discursive themes,cores,objectives,and missions.Ultimately,this system not only provides discursive consensus for enhancing the Party's rural governance capability and practices but also offers robust support for bolstering confidence in Chinese discourse and presents a new paradigm that transcends "Western-centrism".

The state is committed to curbing formalism and reducing burdens in primary-level governance.Indicator mobilization provides a critical analytical lens forunderstanding burden alleviation,empowerment,and cadre motivation at the primary level.Indicators carry inherent governance functions,acting not only as governance instruments and tasks but also as performance metrics.Following the operational logic of indicators,indicator mobilization drives task allocation,responsibility refinement,key task implementation,and goal fulfillment through indicator design,decomposition,implementation,and assessment.Based on assessment outcomes,administrative incentives and constraints are established to regulate personnel mobility and position adjustment,thereby improving the efficiency and quality of primary-level governance.As a key organizational mechanism,indicator mobilization integrates "tiao-kuai" (vertical and horizontal) resources and motivates primary-level staff.Nevertheless,it may risk falling into the "indicator trap",triggering excessive task-driven mobilization and governance suspension,thus failing to effectively respond to real governance demands.Therefore,governance contexts must be fully considered to maintain flexibility in indicator mobilization.Indicator-based minimalist governance should be promoted locally with scientifically designed systems.The initiative of primary-level staff should be enhanced,rigid assessment orientations weakened,and indicator formalism prevented.

Self-supervision of supervisory power constitutes a core issue in the construction of the rule of law for supervision.Following the amendment of the Supervision Law of the People's Republic of China in 2025 and the launch of the "Year of Standardized,Law-Based,and Regularized Construction of Discipline Inspection and Supervision Work",self-supervision of supervisory power has entered a new phase of deepening characterized by the parallel advancement of systematization and rule-of-law alignment.Deeply embedded in the political tradition of the Communist Party of China's "self-revolution",self-supervision of supervisory power takes "loyalty to the Party" as its ethical foundation and "power as responsibility" as its operational logic.It exhibits several distinctive essential characteristics in terms of political endogeneity,functional primacy,comprehensive coverage of objects,and compound organizational structure.The current internal control mechanisms—centered on hierarchical approval,collective deliberation,specialized oversight,and case review—confront multiple structural tensions in practice.These tensions manifest as:dual governance by political and legal logic,the difficulty of bridging organizational rationality and individual accountability,inherent conflicts between same-source supervision and impartiality,and frictions between professional rationality and administrative decision-making.To refine the self-supervision system while adhering to fundamental political principles,it is necessary to pursue a set of integrated pathways:refining the allocation of approval authority,strengthening accountability mechanisms,elevating oversight effectiveness,reinforcing the authority of case review,and bridging internal and external oversight.Through these measures,a balanced integration of procedural norms and political considerations can be achieved,ensuring that supervisory power operates properly within the rule-of-law framework and that the political imperative embodied in the saying "to forge iron,one must be strong" is sustained by institutionalized self-supervision.

The evaluation of financial regulatory transparency in China has long existed in various forms but remains in a nascent stage,characterized by a "result-oriented bias" that neglects the process.This approach overlooks the communicative and interactive value inherent in the evaluation process for enhancing transparency,failing to align with the requirements for its construction.Consequently,it is imperative to respect the integrity of the evaluation mechanism,abandon undue reliance on results,return to the practical essence of evaluation activities,and alleviate implementation bottlenecks through a "procedural turn".Addressing specific issues—such as inconsistent regulatory objectives in target transparency,insufficient procedural expertise in knowledge transparency,and limited participation in operational transparency—requires moving beyond a one-sided focus on results.It is essential to integrate the exchange of financial regulatory information into the entire evaluation process,focus on interaction patterns among participants at different stages,and strengthen institutional designs conducive to communication.By enhancing target transparency through prior consultation,improving knowledge transparency via procedural communication,and boosting operational transparency through multi-stakeholder participation,this study proposes a transformation from result-oriented to process-oriented evaluation.This shift aims to establish a structure that attaches equal importance to both result and process,thereby realizing effective governance of financial regulatory transparency.

Evaluation and Governance Strategies of Non-production Functions of Cultivated Land in the Middle and Lower Reaches of the Yangtze River—Based on the "Supply-Accessibility-Demand" Analytical Framework

Since the central government implemented policies to curb "non-agriculturalization" and "non-grain conversion" of cultivated land,China has made remarkable progress in national food security.However,structural contradictions—including inadequate incentives among protection stakeholders and a misalignment between rights and responsibilities driven by low economic returns from cultivated land—have become critical constraints on sustainable cultivated land conservation.Realizing the multiple values of cultivated land is fundamental to resolving these dilemmas.As essential carriers of such values,the non-production functions of cultivated land and their evolutionary mechanisms and optimization pathways urgently require systematic investigation.Focusing on major grain-producing areas in the Middle and Lower Reaches of the Yangtze River,this study introduces the accessibility dimension into an integrated framework and establishes a three-dimensional evaluation index system of supply,demand,and accessibility.Using multi-source data from 2010 to 2020,combined with landscape pattern indices,theInVEST model,and GIS spatial analysis,this paper systematically identifies the spatio-temporal evolution and spatial differentiation patterns of non-production functions of cultivated land.Results indicate that from 2010 to 2020,the spatial distribution of non-production functions evolved from scattered patterns toward "contiguous agglomeration" in low-value zones and "point-like prominence" in high-value zones,with the share of high-value areas increasing by 30.2%.Except for minor fluctuations in ecological regulation functions,supply,demand,and accessibility all exhibited an overall improving trend.Accordingly,differentiated governance strategies are proposed:regions characterized by "high demand–high supply–high accessibility" should enhance industrial integration and benefit-sharing mechanisms;regions of "high demand–high supply–low accessibility" should alleviate circulation constraints through infrastructure upgrading and digital empowerment;regions of "high demand–low supply–high accessibility" should offset supply deficiencies via resource integration and function superposition;and regions of "high demand–low supply–low accessibility" should adopt phased and stepped development.This study provides empirical evidence and decision support for optimizing multifunctional allocation of cultivated land,stimulating endogenous dynamics for cultivated land conservation,and offers a new analytical paradigm for advancing the modernization of cultivated land governance.

Since the advent of the New Era,ethnic regions have leveraged their county-level natural resource endowments and distinctive ethnic characteristics to orchestrate a governance transition from "ecological poverty alleviation" to "ecological enrichment for the people".This paradigm shift has gradually forged a viable pathway for county-level ecological prosperity.As a critical approach for these regions to achieve common prosperity and advance Chinese modernization,county-level ecological enrichment embodies an integrative framework comprising the spatial logic of the "economic-geographical system",the action logic of "co-construction,co-governance,and shared benefits",and the goal logic of "realizing common prosperity".In practice,this has crystallized into typified models,including the "Restoration+Enhancement" successive model,the "Ecology+Industry" interactive model,the "Culture+Tourism" integrated model,the "Digital+Industry" empowerment model,and the "Protection+Compensation" linkage model.Moving forward on the new journey,advancing county-level ecological enrichment requires adhering to the unity of autonomy and openness,strategic planning and differentiated implementation,ecological revitalization and people's enrichment,as well as material wealth and cultural enrichment.Consequently,integrated practical pathways should be explored through spatial planning,participant cultivation,mechanism construction,technological empowerment,and institutional guarantee.

Factors Influencing Students' Global Competence and Their Implications:An Analysis Based on the OECD PISA Project

As globalization intensifies,cultivating students' global competence and encouraging adolescents to actively engage in global governance have become central imperatives in the field of global education governance.This study employs a modeling analysis based on the assessment results of the OECD'sProgram for International Student Assessment (PISA) to investigate the key factors shaping adolescents' global competence.The findings reveal significant clustering effects among influencing factors across multiple levels.At the student level,factors such as knowledge,skills,and attitudinal dimensions pertaining to global competence,engagement in reading and science learning,career aspirations,and information technology usage exert significant positive effects on global competence.At the school level,resource provision,teachers' educational attainment,and instructional practices are closely associated with global competence.At the national and regional level,per capita GDP,uncertainty avoidance as measured by Hofstede's cultural dimensions,and individualist versus collectivist cultural orientations significantly influence global competence performance.These findings not only provide empirical support and policy insights for cross-national strategies to foster adolescents' global competence but also offer valuable implications for systematic efforts to cultivate global competence within China's basic education context.First,global issues,cross-cultural communication,and multicultural value education should be further integrated into the curriculum to strengthen adolescents' global awareness and capacity for action.Second,the allocation of educational resources should be optimized,teachers' competencies in global competence education and career guidance should be enhanced,and the synergy between information technology support and international understanding education should be strengthened to foster a diverse,open,and inclusive campus environment,thereby effectively enhancing adolescents' adaptability and competitiveness in a globalized world.Finally,the cultivation of global competence must not overlook the complex influence of deep-seated cultural psychological structures.On the basis of respecting local cultural values,progressive cross-cultural experiences,contextual support,and value clarification education should be employed to guide adolescents in developing a more open,confident,and reflective global vision,achieving a deep integration between cultural rootedness and global mobility.

There is a growing feeling that artificial intelligence (AI) is getting out of control.Many AI experts worldwide stress that great care must be taken on the so-called alignment problem,broadly understood as the challenge of developing AIs whose actions are in line with human values and goals.The story goes that ever more powerful AI systems are escaping human control and might soon operate in a manner that is no longer guided by human purposes.This is what we call the AI-out-of-control discourse which,in this paper,we critically examine and debunk.Drawing on complementary insights from political theory,socio-technical studies and Marxian political economy,we critique the supposed animistic and autonomous nature of AI,and the myth of the uncontrollability of AI.The problem is not that humanity has lost control over AI,but that only a minority of powerful stakeholders are controlling its creation and diffusion, through politically undemocratic processes of decision-making. In these terms,we reframe the alignment problem thesis with an emphasis on citizen engagement and public political participation.We shed light on the existing politics of AI and contemplate alternative political expressions whereby citizens steer AI development or stop it in the first place.

The sustainable development of rural cultural brands requires high-quality cultural IP as a foundation.Digital technologies have now been effectively integrated into the production and dissemination of rural culture,opening up numerous possibilities for creating high-quality rural cultural IP.In the era of digital communication,developing rural cultural IP must focus on three key dimensions:logic,models,and pathways.At the level of logic,the organizational logic of the state provides a "blueprint" and establishes communication matrices for developing rural cultural IP;market logic offers viable profit models for its growth;technological logic supports platform-based operations and cultural creativity;and social logic injects new vitality by mobilizing public will and fostering collaborative production and dissemination.At the level of models,"linkage" serves as a crucial means of expanding the reach of rural cultural IP,"embeddedness" functions as a primary pathway for its synergistic development,and "sharing" constitutes a key strategy for multidimensional interaction and the co-enhancement of value.At the level of pathways,the "digital + cultural IP" paradigm represents an emerging cultural business model.Emphasizing the"village" brand captures the distinctive ethos of rural cultural IP,constructs its structural hierarchy,broadens its connotation,and leverages the halo effect of top-tier cultural IP to enrich rural cultural brand development.The cultural IP development of the "Village Super League" (Cun Chao) effectively integrates the region's rich traditional heritage with its vibrant football culture,transforming rural cultural symbols into tangible cultural value and establishing a new benchmark for developing rural cultural IP in the digital communication era.

In the context of coordinating urban-rural integrated development and comprehensively advancing the rural revitalization strategy,restoring cultural confidence,perpetuating the spirit of public culture,and reconstructing the public cultural space of traditional villages have become urgent priorities for rural cultural revitalization.The granny tea (Apo tea) tradition,a customary practice among elderlywomen in the Shangta region of Qingpu District,Shanghai,embodies the dual characteristics of traditional village culture and intangible cultural heritage.The evolution of its public cultural space is inseparable from national development policies and institutional arrangements,manifesting a transformative logic:from unilateral operation to collaborative cooperation,from female-centered social interaction to diversified and compound social functions,and from single-factor drivers to mutually embedded identification.However,it confronts three major developmental dilemmas:the erosion of public participation,the transformation of traditional life scenarios,and the growing misalignment between cultural supply and demand.Reconstructing public cultural space and revitalizing traditional culture in traditional villages requires not only the state's continued strengthening of public cultural service capacity but also concerted collaboration among participating groups within traditional village public culture.Only by continuously stimulating the endogenous momentum of traditional village public cultural development can we perpetuate the public spiritual value of traditional culture amid the rise of national culture,discover new functions of public cultural space in traditional villages through integrating tradition and modernity,and embrace new forms of virtual public cultural space in traditional villages in the wave of information media.

From haunting Europe to spreading across the globe,the "specter of Marx" has traversed three distinct phases—emergence,disappearance,and re-emergence—exhibiting synchrony with the global expansion of capitalism and manifesting three overarching historical logic of capitalist critique.In the first half of the 19th century,in the "epoch of dislocation" marked by the rapid development of European capitalism,the "specter of Marx" emerged,profoundly exposing the increasingly acute internal contradictions of capitalist society and heralding the proletariat's emergence as an independent political force on the historical stage.At the end of the 20th century,the international communist movement fell into a low ebb.Ideological discourses represented by Fukuyama's "end of history" thesis quickly dominated international public opinion.In a state of "presence-in-absence",the withdrawn "specter of Marx" continued to criticize the legitimacy narrative of the capitalist system.Entering the 21st century,contemporary capitalism has witnessed new changes.Faced with a "world in crisis",the "specter of Marx" has re-emerged,proving that Marx's critical theory remains the sharpest scalpel for dissecting contemporary capitalism.The "specter of Marx" is not an abstract conceptual game but a critical existence deeply rooted in concrete social contradictions.Its manifestation and concealment are closely related to the intensification of capitalist contradictions.However,while highlighting the openness and critical force of the "specter" metaphor,we must also guard against the nihilistic tendency in understanding it.The contemporary inheritance of Marxism should be guided by its methodology and value standpoint,thoroughly analyzing the contradictions and crises in the new era and constantly exploring the realistic possibilities for social progress and human emancipation.

The community autonomy model in theopen-source ecosystem operates through spontaneously formed industry groups.Through various types of open-source organizations,participants voluntarily establish open-source licenses,codes of conduct,and governance rules to ensure the standardized operation of open-source projects.This model is characterized by decentralized governance structures and contributor self-discipline.While this approach facilitates knowledge dissemination and the aggregation of collective intelligence,the absence of a unified management mechanism has gradually exposed potential managerial and legal risks in the open-source landscape.This limitation arises primarily from the community autonomy model's insufficient institutional adaptability when transitioning from non-commercial open-source collaboration to commercial applications.To mitigate these legal risks,a regulatory shift from community autonomy toward formal legal governance is required.The construction of legal rules should be guided by the dual objectives of promoting knowledge diffusion and ensuring multi-stakeholder benefit sharing.Such rules should be developed across three interrelated dimensions—usage rules,regulatory oversight mechanisms,and remedial procedures—to ensure the compliance of open-source projects,minimize legal exposure,and provide effective remedies for potential disputes.
