Comprehensively deepening reform in the new era represents both a continuation and development of the reform effort initiated during the periods of reform,opening-up,and socialist modernization,as well as a strategic blueprint for opening new horizons for reform under contemporary conditions.Examined from the perspective of Marxist humanism,this comprehensive deepening of reform embodies a fourfold logic.The logical starting point lies in the comprehensive response to"human needs",encompassing basic material security,spiritual and cultural nourishment,and social interaction,thereby manifesting the humanistic foundation of reform.The logical subject focuses on "real human beings",reflecting that reform has always been conceived with a people-centered approach,advanced by the people,and tested by the people's sense of gain,thereby establishing the people's historical subject status in reform.The logical purpose is directed toward "promoting the all-round development of human beings",achieved through the liberation and development of productive forces,the vigorous advancement of education,the promotion of scientific and technological progress,and the deepening of social system reform,thereby laying the material foundation,providing educational support,injecting technological impetus,and strengthening institutional guarantees for human development.The logical key lies in "changing the world" through comprehensively deepening reform,emphasizing that,through the integration of carrying forward the reform spirit,engaging in reform practice,and anchoring the goal of human modernization,people and society advance together through transformative practice.Deepening the humanistic interpretation of the value orientation and practical pathways of comprehensively deepening reform not only helps expand the theoretical connotations and research horizons of Marxist humanism in contemporary China but also provides useful theoretical references and practical guidance for continuously advancing reform in depth,solidly promoting common prosperity,and realizing Chinese modernization.

The"second integration" — integrating the basic tenets of Marxism with China's fine traditional culture — is a major theoretical proposition for adapting Marxism to the Chinese context and the needs of the times.Its generative logic unfolds as a dynamic evolutionary process shifting from value resonance to fusion of horizons.The value resonance between the basic tenets of Marxism and China's fine traditional culture lies in their intrinsic spiritual echo regarding ultimate value pursuits and fundamental value orientations.Their complementary relationship delivers two-way empowerment:Marxism furnishes a scientific worldview and methodology for social transformation,while China's fine traditional culture supplies indigenous discourse systems and normative ethical resources rooted in Chinese social practice.From three specific analytical dimensions,the two intellectual systems foster philosophical dialogue between materialist dialectics and the notion of "harmony between humanity and nature" on cosmology and practical outlooks,establish normative correspondence between ideal societal pursuit and indigenous governance wisdom on social and political outlooks,and attain theoretical convergence between collectivist social ethics and personal moral cultivation on moral and personality outlooks,which collectively constitute multi-layered,logically structured value correlation.Essentially,the "second integration" denotes an in-depth hermeneutic process of fusion of horizons.It rejects both superficial conceptual analogy and unilateral ideological replacement.Instead,it advances the creative transformation and innovative development of China's fine traditional culture,achieves organic unity between adapting Marxism to the Chinese context and modernizing China's fine traditional culture,and ultimately fosters a brand-new cultural organism and a new form of human civilization.

Previous studies on the"civilizing role" and "civilizing tendency" of capital have tended to grasp the civilization of capital from the perspective of "things",while paying insufficient attention to the impact on "human beings" in the process of capital's civilizing influence.Analysis reveals that Marx's theory of the civilizing tendency of capital not only accurately captures the external outcomes of capital's civilizing process—namely,material civilization,institutional civilization,and spiritual civilization—but also attends to the civilizing of production,the civilizing of intercourse,and the civilizing of the human spirit within this process,as well as the possibility and actuality of realizing free individualization.Furthermore,by exposing the inherent contradictions within the civilizing tendency of capital,Marx elucidates the limits and trajectory of human development under capitalist conditions.Marx's theory thus not only reveals the historical limitations of the civilization of capital but also embodies profound civilization implications.

The breakthrough development of digital technology has elevated people's living standards and restructured the fundamental paradigm of human existence.However,in Western post-industrial societies,when digital technology transcends the boundaries of instrumental rationality and intrudes into private spheres,social structures,and value judgment systems,its emancipate potential is gradually eroded by dominance,giving rise to a series of digital paradoxes that impede the realization of human freedom.Characterized by multi-dimensional intertwining and deep concealment,freedom predicaments in the digital age cover two paired contradictions:the breach of privacy security and the loss of individual autonomy caused by algorithmic discipline,as well as the erosion of social equality by the digital divide and the deprivation of subjective freedom by digital labor alienation.Essentially,these predicaments stem from the transformation of human subjectivity into instrumental tools of human subjectivity and the continuous shrinkage of independent free space under the collusion of technological rationality and capital logic.Therefore,guided by Marx's view of freedom,it is necessary to regulate digital technology application,optimize algorithmic governance,and balance capital-labor relations,thereby restoring the essence of technology serving humanity and ultimately overcoming the multidimensional freedom predicaments.

Normativity serves as a crucial theoretical link connecting Kant's critical philosophy and contemporaryNeo-pragmatism.Within his semantic inferentialist framework,Brandom highly commends Kant's "normative turn" and seeks to reinterpret Kant's notions of judgment,understanding,and practical reason.Nevertheless,such reinterpretation runs fundamentally counter to Kant's ideas in terms of both theoretical reason and practical reason.Rooted in Enlightenment rationality,Kant grounds normativity in transcendental categories and rational autonomy,thereby establishing the universal necessity of cognition and morality.By contrast,Brandom interprets normativity within the space of reasons and socio-pragmatic practices,and attributes the responsibility of judgments and actions to commitments and inferential relations within the linguistic community.Their divergence reflects the inherent tension embodied in the transformation of the understanding of normativity from a transcendental-rationalist framework to a socio-pragmatic perspective.

The deep integration of generative artificial intelligence with human cognition is reshaping the contemporary cognitive ecosystem,initiating a paradigm shift in human-AI cognitive coupling.Currently,generative AI primarily gives rise to three major cognitive offloading risks.The first is the trap of intellectual inertia:AI's substitution for information processing and content generation leads to the deterioration of active thinking and critical reasoning.The second is the paradox of realistic deception:generative models,by virtue of "logically self-consistent fabrications," blur the boundary between the real and the fabricated,thereby eroding the informational foundation of social trust.The third is the dilemma of cognitive manipulation:algorithms surreptitiously shape public agendas and value judgments through mechanisms such as information filtering and ranking,thereby undermining human decision-making autonomy.In response to these risks,a comprehensive countermeasure system should be established.To counteract intellectual inertia,it is necessary to cultivate embodied cognitive fields and strengthen deep-thinking training,thereby reshaping human initiative and critical capacity.To defend against realistic deception,a tripartite approach should be adopted:coordinated regulatory legislation,upgraded technological detection tools,and individual source-verification mechanisms,all aimed at reconstructing a reliable information ecosystem.To deconstruct cognitive manipulation,mechanisms for reflecting on cognitive bias should be developed,transparent algorithm-interaction designs should be promoted,and a "cognitive integrity" assessment framework should be introduced to ensure human agency in value judgment and meaning construction.Ultimately,guiding the human-AI relationship from instrumental dependence toward symbiotic wisdom,achieving a dynamic balance between technological empowerment and cognitive sovereignty,represents the crucial pathway for maintaining a healthy cognitive ecosystem and fostering sustained innovation in human civilization within the digital age.

As a pivotal driving force of the new technological revolution,generative artificial intelligence has gained rapid momentum and reshaped the ecosystem of digital content creation and dissemination.Safe harbor rules,as a well-established institutional design balancing intellectual property protection and innovation incentives,clarify the behavioral boundaries and governance responsibilities of generative AI service providers.Nevertheless,AI-generated content bears structurally heterogeneous infringement risks,so the uniform application of traditional safe harbor rules cannot deliver effective regulatory outcomes.Focusing on the output end of generative AI,this paper categorizes AI-generated content into doppelganger content,accompanying content and native content,and proposes targeted typological reconstruction of safe harbor rules.Doppelganger content refers to outputs with minimal alterations to user input instructions and carries high infringement risks.For such content,generative AI service providers shall adopt purposive expansive interpretation of the applicable conditions of safe harbor rules,and fulfill statutory obligations including potential risk notification and timely content blocking.Accompanying content denotes differentiated expressions derived from input instructions with uncertain infringement risks.A tiered and progressive notice-and-takedown mechanism should be established,with escalated responses targeting repeated infringements.Native content reflects independent creative transformations of input instructions with scattered infringement risks.Service providers need to strictly delineate the application boundary of the red flag standard and uphold the actual knowledge requirement.Meanwhile,they should be encouraged to build positive guidance mechanisms for industrial ecosystem optimization,so as to reserve reasonable development space for the generative AI industry.

The widespread application of artificial intelligence in administrative sectors has aroused public concerns regarding transparency,fairness,and accountability.External law directly addresses algorithmic challenges to administrative operations and seeks to mitigate risks stemming from digital systems through legislative intervention or judicial review.Nevertheless,it fails to effectively monitor and respond to the hybrid integration of algorithms and administrative practice,which often renders accountability futile.Where external oversight of digital administration proves ineffective,exploring internal administrative transformations—particularly the formation and normalization of regulatory structures embedding AI algorithms into public administration—carries profound theoretical and practical implications.Internal administrative law regards AI algorithms not merely as discrete regulatory objects,but analyzes them as integrated administrative structures.It prioritizes cyclical supervision over the design,integration and assessment of digital systems to fulfill the normative requirements of democratic rule of law.Furthermore,it emphasizes coordination between internal and external legal regimes,calls for the gradual development of digital administrative law,and promotes targeted reform and innovation of administrative law.

Paragraph 3 of Article 52 of China's Tax Collection and Administration Law stipulates that there is no time limit for the recovery of tax arrears arising from tax evasion,tax resistance and tax fraud.While this provision effectively empowers tax authorities to recover overdue taxes and prevent the loss of state tax revenue,its major drawback is that the unrestricted power of tax arrears recovery ignores the stability of legal relations in tax collection and administration and the protection of taxpayers' reliance interests.From the perspective of normative essence and institutional logic,the tax arrears recovery period prescribed in Article 52 falls within the scope of tax collection period and shall be subject to the rules of limitation of action.To balance state tax interests and taxpayers' legitimate rights and interests,maintain the stability of tax legal relations and effectively constrain the taxation power of tax authorities,the restructuring of the current system governing tax arrears collection period shall comply with the connotations of substantive rule of law such as the principle of proportionality and the principle of legal certainty.In terms of specific rule design,it is necessary to clearly distinguish between the assessment period and collection period in tax collection procedures,define the duration,starting and ending time of tax arrears collection period,as well as the legal consequences upon the expiration of the period.

National cultural parks are innovative constructs based on systematic collation of Chinese culture,representing a new form of national public cultural space.They aim to carry forward China's fine traditional culture,forge a strong sense of community for the Chinese nation,and shape a shared spiritual home for the Chinese nation.As the core constituent of national cultural parks,culture is specifically manifested in the construction of national cultural symbols and the reproduction of cultural spaces.In practice,four key dimensions should be accurately grasped:cultural positioning,cultural foundation,cultural function,and cultural mission.In terms of positioning,culture serves as the spiritual foundation,distinctive characterization,and value yardstick of national cultural parks,fundamentally determining their core values.In terms of foundation,the organic unity of the spiritual roots of China's fine traditional culture,the red genes of CPC revolutionary culture,and the contemporary implications of advanced socialist culture jointly builds a solid cultural foundation for national cultural parks.In terms of function,national cultural parks extend cultural genes through cultural inheritance,promote public-oriented sharing of cultural resources through cultural services,and construct a systematic cultural meaning system via cultural narratives,so as to facilitate the transformation of cultural values.In terms of mission,they explore new pathways for the protection,inheritance,and utilization of cultural relics and cultural resources in the new era,and strengthen their functions in cultural heritage conservation,cultural identity cultivation,value dissemination,and innovation-driven development.

Shen Congwen stands as a resolutely confident cultural figure in the history of modern Chinese literature.In the early 20th century,amid a prevailing current calling for the wholesale rejection of traditional culture,he steadfastly devoted himself to the poetic portrayal of rural China.His masterpieceBorder Town exemplifies this cultural confidence through three interrelated dimensions:content,form,and value.In terms of content,his cultural confidence manifests in the construction of a poetic western Hunan,embodied in his high praise for the region's natural landscapes and folk customs.In terms of form,it is expressed through the genre of the poetic novel,characterized by impressionistic lyricism,understated plot development,and enduring aesthetic resonance.In terms of value,it is demonstrated by Shen Congwen's unwavering commitment to poetic aesthetics,reflecting his confidence in the intrinsic value of literature and in his own creative powers.The "western Hunan world" that Shen Congwen constructs in Border Town represents neither an enthusiastic embrace of Western modernity nor a simplistic return to traditional China,but rather a poetic quest for rural China or borderland civilization.In this work,Shen Congwen positively affirms the harmony and warmth of rural China while soberly reflecting on its predicaments and future.Through his western Hunan writings,with Border Town as their emblematic culmination,Shen Congwen gives voice to the unique poetry and warmth of rural China,demonstrating a distinctive cultural confidence in the face of the nation's weakness and poverty in modern times.

The mobile lifestyle of digital nomads both complies with and challenges national mobility regimes.Drawing on ethnographic field research,this paper elucidates the tension between compliance and resistance.On the one hand,it analyzes how digital nomads transform state-imposed mobility restrictions into creative border arts to fulfill their lifestyle pursuits.On the other hand,it argues that nation-states also function as border artists.State-led mobility regimes not onlyprescribe qualified mobile actors,entry access,and maximum residence duration within territorial boundaries but also implement targeted mobility governance.Such governance urges mobile subjects to conduct self-management and self-discipline by adhering to normative attributes including self-sufficiency,consumer citizenship,and depoliticized mobility.In this regard,individual adaptive strategies of digital nomads intertwine with state institutional strategies,jointly facilitating the emergence of mobility regimes serving as frictional interfaces.

As digital and intelligent technologies permeate all aspects of social life,machines are undergoing a transition from instrumental entities to quasi-agents that co-shape social order with human beings.In agricultural societies,social solidarity originated from the similarity of blood ties and geographical proximity;in industrial societies,it relied on the functional interdependence brought about by refined division of labor.Both models presuppose that human beings are the sole social agents,and their ethical norms are generated through long-term,stable community interactions and institutional arrangements.Today,the scenario of human-machine symbiosis and integration,driven by the division of labor between humans and machines,has transformed the original integration mechanisms of social solidarity based on a single human subject.Reconstructing social solidarity in the era of digital intelligence requires actively exploring how to treat (intelligent) machines as quasi-agents capable of regulating social relations,bearing values,and participating in the generation of social norms.Furthermore,within this new network of human-machine symbiosis,it is essential to establish the fundamental principle of prioritizing human subjectivity,clarify the boundaries of rights and responsibilities in human-machine collaboration,and lay a solid normative foundation for human-machine interaction.To this end,efforts should be made to ensure the continuous generation of weak order in various social contexts at the micro level,construct a governance ecosystem of actor-network with multi-agent collaborative co-governance at the meso level,and reshape human-centered social consensus at the macro level.

With the deep integration of digital technology and the financial industry,digital finance has emerged as a crucial engine driving rural industrial integration.Based on provincial panel data from 30 Chinese provinces (autonomous regions and municipalities directly under the central government) spanning 2014 to 2023,this study empirically examines the impact of digital finance on rural industrial integration.The findings reveal that:(1) Digital finance significantly promotes rural industrial integration in China,though this promotional effect exhibits regional heterogeneity,specifically manifesting as a stronger effect in regions with medium-level economic development than in both low-level and high-level economic development regions.(2) The mechanism lies in that digital finance drives rural industrial integration by enhancing new quality agricultural productivity.(3) In terms of spatial effects,digital finance exerts a significant positive impact on rural industrial integration in both local and neighboring regions.By uncovering the mechanisms and regional heterogeneity characteristics of digital finance in promoting China's rural industrial integration,this study not only enriches the scholarly literature on digital finance and rural industrial integration but also provides empirical support for policymakers seeking to innovate digital finance policies tailored to the developmental characteristics of new quality agricultural productivity.

Centering on the 12345 government service hotline,the Immediate Response to Public Complaints mechanism integrates public demands,compresses administrative response hierarchies and strengthens internal supervision and assessment.It has markedly boosted administrative response efficiency,yet reshaped the initiation pattern of administrative power and the structural framework of administrative legal relations in practical operation.Under its demand-oriented operational model featuring platform embedding and process governance,administrative legal relations are plagued by three prominent problems:complicated subject composition,blurred responsibility boundaries and the inward shift of the focus of rule-of-law supervision.Taking the primary interest attribute of public appeals and the structure of participating subjects as classification benchmarks,this paper conducts a typological analysis of legal relations in complaint handling.Such relations can be divided into private-interest and public-interest types,as well as bilateral and multilateral types,on the basis of which the rights and obligations of complainants,platform operators and competent handling authorities in different scenarios can be clarified.The legalization of the mechanism hinges on adopting typological approaches to specify the intensity of administrative response obligations,constrain the scope of administrative liability,and embed the new governance practice into the established administrative legal order.It ultimately realizes sustainable institutional equilibrium between responsive governance and administration by law.

Centered on scenario construction,the spatial reconstruction of production-living-ecological spaces in homestay-clustered villages follows an evolutionary logic featuring the integrated interaction of functional upgrading,relational reconstruction,and value empowerment.Field evidence from homestay-clustered villages in Zhangjiajie corroborates this logic.In terms of production space,value coding facilitates its functional shift from grain-oriented agricultural production to experience-oriented economy,breaking the single profit model of traditional agriculture and fostering diversified value output anchored in rural tourism experience.In terms of living space,interactive performance regenerates residential social relations by transforming private villagers' dwelling spaces into host-guest shared spaces,which dismantles isolated residential patterns and builds a new symbiotic bond between villagers and tourists as well as between villagers and local settlements.In terms of ecological space,meaning internalization elevates ecological elements from passive contextual resources to immersive experiential carriers.Rather than merely serving as environmental backdrops,rural ecological resources have become core carriers bearing localized rural culture and aesthetic consumption.To promote high-quality spatial restructuring of homestay-clustered villages,local authorities should deepen industrial integration through scenario-based industrial scripting,build high-efficiency interactive touchpoints for tourist participation,and strengthen the coupling of ecological endowments and vernacular culture,so as to advance high-quality transformation and sustainable development of rural spatial systems.

Traditional deontology and utilitarianism both prove inadequate in addressing ethical challenges brought by artificial intelligence.Bound by abstract moral imperatives,deontology fails to adapt to real-world circumstances,whereas utilitarianism runs into practical hurdles since happiness and value defy quantitative measurement.Overlooking the interplay between individual motivations and contextual specifics,the two doctrines apply a uniform criterion to rank plural values,leaving them ineffective amid intricate ethical realities.Either theory,if coded into algorithms directly,may produce morally objectionable outcomes.Recent efforts including the three-stage Goodall model and relevant risk management frameworks seek to move beyond conventional theories,yet they still overemphasize objectively quantifiable risks.Neglecting moral subjectivity and impartiality,these approaches are prone to ethical paradoxes.Clearly,resolving ethical dilemmas requires more than rigid principles or numerical calculations;it hinges on the dynamic interaction and structuring of diverse factors within given contexts.This paper therefore puts forward the concept of "structural interaction procedure",arguing that ethical norms evolve into stable resolutions through continuous interaction,competition and iteration of contextual elements.For extreme,low-frequency scenarios like the"trolley problem",the lack of sufficient interaction and social structuring makes it impossible to develop a universal moral algorithm.To formulate ethically sound and workable solutions for complex real-world scenarios,AI ethics needs to focus on dissecting situational variables,incorporating multi-dimensional feedback,and advancing evolutionary learning within interactive frameworks.This framework is not intended to deliver definitive moral answers.Instead,it underscores the practical imperative of valuing contextual interaction and evolutionary dynamics when tackling ethical dilemmas in the artificial intelligence era.
