Abstract: Digital-intelligent technologies are profoundly reshaping the ecology of online public opinion.While significantly enhancing communication efficiency,they systematically generate new types of public opinion risks characterized by massive scale,technological sophistication,and unprecedented complexity.Risks arising from ontological deficiencies and technological interventions—such as algorithmic black boxes and the misuse of deep fake technology—directly undermine the foundation of information authenticity.The industrialization of disinformation production,value alienation,and cross-border content penetration create information content risks that pose direct threats to ideological security.The erosion of public discourse by platform capital logic and the monopolization of opinion through layered technological empowerment form communication mechanism risks,which amplify harm and accelerate risk propagation.Furthermore,online polarization—exemplified by "mediated anger"—and addictive entertainment deconstruct collective cognition,fostering irrational discourse and triggering socio-psychological risks of cognitive degradation.In the digital-intelligence era,the emergence and interaction of public opinion risks follow a closed-loop logic comprising five interconnected phases:technology-driven initiation,content alienation,dissemination amplification,psychological entrenchment,and technological iteration.This process,deeply embedded within a framework of technological affordances,creates a self-reinforcing cycle of risk escalation.Therefore,it is imperative to establish a collaborative governance system integrating value guidance,legal regulation,technological response,and agent reconstruction.This system should anchor new defenses for ideological security,construct a new framework for pluralistic collaborative governance,implement new mechanisms for risk response,and build a new matrix of mainstream communication forces.Only through such integrated efforts can we strengthen cyber security barriers and advance the modernization of national governance.
