Abstract: As China's supervision system reform continues to deepen,the assistance mechanism between public security organs and supervisory commissions requires further refinement.The Supervision Law amended in 2025 explicitly mandates public security organs to undertake guard duties at detention facilities.This highlights the urgent need to address the current situation where auxiliary police personnel are increasingly involved in such tasks due to police force shortages.Studies have revealed cases where auxiliary police personnel abused their guard duties to commit illegal acts.In response to the legislative developments in The Supervision Law amendment,this paper proposes optimization pathways for the assistance mechanism.First,the cooperative-restraint relationship between supervisory commissions and public security organs should be strengthened through clarifying different types and levels of assistance requirements while defining the legal boundaries of such assistance.Second,specific measures should be implemented to regulate auxiliary police personnel's participation,including establishing specialized mechanisms for their detention guard duties,standardizing supervisory suggestions regarding assistance activities,and improving relevant management systems.These measures will enhance the legalization and standardization of the assistance mechanism,ultimately improving the integration of discipline enforcement with legal procedures.
