The sense of community for the Chinese nation is a major proposition put forward by the CPC Central Committee with General Secretary Xi Jinping as the core,which is based on the summary of positive and negative historical experience and the study of the current domestic and foreign situation.As the basis of national unity and foundation of ethnic harmony,and the soul of spiritual strength in the new era,it has a far-reaching impact on the realization of the modernization of national governance system and governance capacity.From the perspective of jurisprudence and politics,the theoretical basis of the sense of community for the Chinese nation includes the concept of "great unity" in ancient China,the classical exposition of classic Marxist writers on "nation" and the concepts of "Chinese nation" and "community" explained by modern scholars.In the process of casting the sense of community for the Chinese nation,it is necessary to correctly understand and handle three dialectical relations,that is the relationship between the sense of community for the Chinese nation and the leadership by the Communist Party of China,the relationship between it and the two-way interaction in comprehensively promoting the rule of law,and the relationship between it and the implementation of the "unitary system" national structure.The sense of community for the Chinese nation can be realized in two ways:one is the joint construction of the ideological community,the institutional community and the cultural community,and the other is the gradual promotion of the Chinese community,the community with a shared future for mankind,and the community of man and nature.

From focusing on the governance of China to promoting the construction of a community with a shared future for mankind,Xi Jinping thought of socialism with Chinese characteristics in the new era actively makes a new theoretical exposition around the three major political propositions of China in the new era:where to go,how to achieve stability and how to promote a community with a shared future for mankind.Taking the people as the center is the political quintessence and core of Xi Jinping thought of socialism with Chinese characteristics in the new era,and its theoretical value lies in leading the governance of China to transcend the western political concept and practice of "government of the people by the people and for the people".Adhering to Marxist theory as a guide,promoting the creative inheritance and innovative development of excellent Chinese traditional culture,it provides institutional thinking and commensurable ideas for solving common problems of mankind and promoting world peace and development.To grasp this point,we should rely on "Belt and Road Initiative",organically unify Chinese Dream with the dream of the world,build a cultural power neither flattering the West nor retro,and contribute to human civilization.With a broader Marxist vision and a more lasting role as a great power,we should consider and grasp a series of major issues for future development.

In the context of risk society,the risk prevention and control mechanism of biosecurity law aims to balance the internal tension among the research and application of modern biotechnology,the development and utilization of ecological environment,ecological protection and public health security,embodying and following the value concept of biosecurity law.The risk prevention and controlmechanism consists of risk assessment,management and communication,and its effective operation should be based on the risk assessment of scientific judgment and the appropriate use of "cost-benefit" analysis to realize the optimal path choice of risk management,avoiding the one-dimensional path dependence in order to achieve comprehensive risk communication.

Biosecurity is an important part of national security.The outbreak of COVID-19 has increasingly highlighted the importance of biosecurity protection.Compared with the active discussion on the theoretical level,less attention of biosecurity judicial protection is given,so the analysis of it can better respond to biosecurity in the judicial level.With empirical analysis to retrieve laws and regulations and judicial cases,and collate their data,we can find the limitations of biosecurity judicial protection.Firstly,the relevant laws and regulations are weak and the number is limited;secondly,the liability relief form of related judicial cases is single.Therefore,it is necessary to start from the judicial practice to improve the skills of judicial activities,to optimize the surrounding factors of judicial activities,and to coordinate the related fields of judicial practice.In order to maintain biosecurity,it is necessary to provide corresponding legislative supply in view of the existing problems in biosecurity judicial practice,and pay attention to the coordination and connection with administrative regulations and departmental rules while perfecting comprehensive legislation.

Presently,the concept of risk prevention,which is mainly based on damage management,is not comprehensively implemented in the legal regulation paradigm of biosecurity in our country.The fragmented management system has led to information barriers,lack of coordination and cooperation between local governments and departments,and the strong administrative regulation and the deficiency of biosecurity risk prevention system have also failed to ensure biosecurity in the risk society.The objectivity and uncertainty of ecological risk and the practical needs of the shift from environmental management to environmental governance have laid a legitimate foundation for the paradigm change of biosecurity legal regulation from damage management to risk governance.On the specific way,this shift should be carried out from the guidance of risk prevention principle,biosecurity risk cooperative governance,and institutional construction of biosafety risk governance,and so on.

Strategies are continual,stable and institutional.In the ancient dynasties of China,due to the need of effective governance in the vast frontier areas,a rich strategies governing the frontiers areas were carried out.Embodying political wisdom of the ancient politicians and thinkers,these strategies have played an important role in governing the frontier areas of China's ancient dynasties.This paper sorts out and summarizes the strategies of governing the frontier areas of China's ancient dynasties,which mainly include the strategies of building and controlling the frontier government,of reclamation and settlement,of exchanging trade,of integrating culture and education,of strengthening the army,of developing transportation,and so on.At present,the frontier governance in our country is still weak,restricting the modernization of national governance.In order to make up for the weakness,we must strengthen the frontier governance in an all-round way,drawing rich political wisdom from the ancient strategies of governing the frontier areas.

In the frontier areas,the content,form,reference,function and path of slogans are different from those in the mainland,which constitutes a specific cultural phenomenon and governance tool.Slogans in the frontier areas function to warn frontier-related behavior,publicize national policy and legal system,spread frontier-guarding idea,create an atmosphere of management and control,and declare national sovereignty.At the same time,as a political symbol,they embed the will and influence of the state into the marginal areas,being a special form of state presence and construction in the frontier areas.By carryingout the above governance functions,small slogans can often reflect big problems.From this minor perspective,we can see that China's frontier governance contains the inherent logic of dual governance orientation,diversified governance subject,compound governance path and differential governance policy.

Speeding up the establishment of a world-level discipline evaluation system with Chinese characteristics is an important booster to improve the discipline construction and the quality of personnel training in our country.At a time when the fifth round of discipline evaluation is about to begin,discipline evaluation should give more prominence to its diagnostic function,break through the triple constraints of single evaluation criteria,emphasis on academic orientation and aggravating Matthew effect,and lead the development of characteristic disciplines in colleges and universities,especially local colleges and universities.The quantitative,behaviorist and administrative tendency of discipline evaluation in the construction of teaching staff should be changed so that it could guide the discipline evaluation in the new era to better serve the construction of teaching staff in colleges and universities.We should seek the integration of the tool value of discipline evaluation and the rational value,take care of the subject needs of disciplines at different stages of development,and build a harmonious and symbiotic discipline evaluation ecosystem.We should focus on the fundamental task of educating people through morality,and highlight the mission and responsibility of undergraduate education in discipline evaluation in the new era.With more fine classification,democratic participation,scientific value judgment,and reasonable evaluation criteria in discipline evaluation,we should give full play to the guidance to the discipline development of colleges and universities,especially colleges and universities in the western regions.

The Capital Constructed model (CC model) ignores the influence of factor flows on the industrial spatial distribution.Therefore, this paper develops a new "Capital Constructed model" which model that the process of capital agglomeration is accompanied by industrial labor flowing, moreover, it is the real capital's reward rather than the nominal one that determines theconstruction of capital. Our studies show that：With the increase of trade freeness, the capital discount rate and the expenditureshare on industrial goods, the decrease of substitution elasticity and the capital depreciation rate, the stability of symmetrical structure will be weakened in a way that strengthen the stability of center-periphery structure；The geographical structure of an economy is shaped by the tension between centripetal forces and centrifugal force.If the economies of scale is prominent enough, or the expenditure share on industrial goods is high enough, the market crowding effect will be transformed into an agglomeration force；Different relationships between break point and sustain point indicate that the variations of trade freeness can diversify the dynamic process of industrial spatial evolution in our CC model.

The original intention of government subsidy for enterprises is to promote economic purposes such as technological innovation and industrial transformation.However,few scholars have paid attention to its social effect.According to the political cost theory,after receiving government subsidy,enterprises may face the pressure of rising political costs,so they may make more well-intentioned measures to repay the society.Taking social responsibility as the starting point,this paper,using the sample of Shanghai and Shenzhen A-share listed companies from 2011 to 2018,studies the impact of government subsidy on social responsibility.It is found that government subsidy significantly promotes the implementation of corporate social responsibility.Compared with tax incentives,direct subsidy has a more significant impact on social responsibility.This result is also true after changing the measurement of social responsibility and controlling endogenous problems.Further study shows that social pressures such as political cost play a significant role in regulating the relationship between government subsidy and corporate social responsibility.The stronger the political connection,the higher the media attention;and for the enterprises with state-owned property rights,the impact of government subsidy on social responsibility is more significant.This study not only enriches the existing theories on the social benefits of government subsidy,but also deepens theunderstanding of the internal mechanism of decision-making of corporate social responsibility.

In Lectures on Kant's Political Philosophy,Arendt discusses the "aesthetic subject" and "aesthetic judgment" in Kant's Critique of Judgment.At the level of aesthetic subject,the diversity and communicability of aesthetic subject is the basis of aesthetic judgment.At the level of aesthetic judgment,aesthetic judgment requires universal recognition,which is formed with the help of common sense,without belief,concept or reason,therefore,from the perspective of aesthetic subject and aesthetic judgment,Arendt explores the relationship between aesthetics,universal identity and community construction,which forms the aesthetic turn of Arendt's political philosophy.In the current social context,the development of media technology has undertaken the construction of a new type of community,thus Kant-Arendt's thought of community and aesthetic governance needs to be extended in media science to form the media turn of Kant-Arendt community and aesthetic governance thought,to reshape the current significance of Arendt's political philosophy,and to be used to think about the media governance pattern of a community with a shared future for mankind and pluralism.

The algorithmic decision is increasingly used in the construction of social credit system.However,the objective fairness of credit information and the rights and interests of credit subjects are facing greater challenges.As a new right,the right of algorithm interpretation can meet the dual needs of regulating algorithm decision and protecting the rights and interests of credit subjects,while the ambiguity of the applicable standard and the blurred stages and boundaries have become major obstacles to the right of algorithm interpretation.Therefore,we should provide legal guarantee for the right of algorithm interpretation,clarify its legal orientation and applicable standards,improve the specific design of pre-and post-interpretation of algorithm decision,and establish with a supervision mechanism for the subject of algorithm interpretation.
