Domestic academic circles generally take the history of western academic development as the background and study governance as a kind of social interaction.Governance from the perspective of Chinese history originated from Chinese social life,and its connotation is mainly to obtain survival materials,that is,order,or governance,can be formed only when there is a harvest.From the hieroglyph of "乂","乂" means governance,and the meaning is "harvesting".However,a richer social power relationship has gradually emerged around the production and distribution of survival materials,and the consolidation and expansion of this power relationship makes it inevitable to build a stricter order.The sense of mystery is an important basis for building order,and it is the intellectual group,who endow the ceremony with mystery and connect Heaven,Emperor,King and people to construct a set of order based on rituals.However,at the end of the Western Zhou Dynasty,after the mystery of sorcerer was destroyed by the secular monarchy,the "monarch-minister order" and the social order constructed therefrom were subverted,leading to the destruction of monarch-minister rituals and the social ethics as well.The world competes with each other on the basis of wisdom and strength,which is shown not only in the royal family,among princes,at the social level,but also in intellectuals.Since then,the vast majority of scholars are proud of the pursuit of peerage and money,so that for more than two thousand years,there has been a "lowly and monarch" situation.The governance mode of "monarch-minister interaction" collapsed with the collapse of the mysticism of rituals.

With the prominence of the contradiction between public cultural services and the growing material and cultural needs of the people,how to improve public cultural services through policy optimization has become an increasing concern.By constructing the two-dimensional analysis framework of "value chain policy tools",selecting the policy texts of public cultural services at the central level in the past ten years (2009-2019),and using the method of content analysis,this paper attempts to reveal the operation law and preference of public cultural service policy tools in China,and puts forward some suggestions on policy path optimization.The results show that in the use of policy tools,there is an imbalance or deficiency in the internal proportion of public cultural services in China,with a preference for environmental policy tools and a low proportion of demand-based policy tools;in the dimension of the value chain,the policy of public cultural services pays more attention to the responsibility of the government,and the cooperative governance pattern of multiple subjects such as market allocation,social coordination and public participation has not yet been formed.For this reason,we should improve the balance of the use of policy tools,the policy supervision and evaluation mechanism,and build a governance pattern with the government as the leading and multiple subjects such as the society,the market and the public participating together.

We focus on the policies of the development and construction of Liaoning free trade zone in different periods,and carry out a low-dimensional theme collection of the phased policy texts of free trade zone construction through LDA big data model,which can identify the hidden theme information,theme intensity and structural characteristics of large-scale documents.On this basis,compared with the central government's requirements for the development of Liaoning free trade zone,we can accurately explore the focus and development gap of local policy implementation,and then identify the deficiencies in the construction and development of free trade zone.It is found that in terms of theme intensity,the similarity between themes is low and the intensity gap is not obvious;in the theme field,policy promulgation focuses more on administrative examination and approval,regulatory innovation,project construction and other areas.However,it is weak in the fields of investment,trade,foreign exchange management,financial services,scientific and technological innovation,talent policy and so on.In the theme structure,the policy themes of administrative examination and approval and performance appraisal aim at the reform of administrative system and mechanism,while the themes of regulatory innovation,government information disclosure and electronic information service reflect the policy supply focus of "service-oriented government".Based on this,it is necessary to strengthen the policy supply in the areas of finance and trade,the construction of the business environment under the rule of law,the introduction oftalents,and enterprise support.

There is an inseparable connection between social science research and public policy.This paper,taking 36 housing policies for transferred rural population and 447 related academic documents since 2000 as its research object,studying the policy literature in a quantitative way，and analyzing the academic literature from the perspective of genealogy,aims to explore the interactive relationship between housing policies for transferred rural population and the academic literature at different stages.The findings of this study include the following:significant thematic changes exist in housing policies for transferred rural population and the relevant academic researches at different stages featuring long-term,complex and nonlinear interaction;and academic research positively affects further policy making decisions.This paper thus identifies the enlightenment model,knowledge industry model,cascading model,and interaction model that indirectly affect policy changes in Chinese social science research.It calls for further research on the impact of practices on policy research and the interaction between the two to promote the development of Chinese knowledge politics.

Blockchain technology,based on liberalization,provides new opportunities for the development of international trade in services.However,the current lack of international legal system to regulate blockchain has hindered the further application of blockchain technology.Although blockchain came into being after GATS,its technical process meets the requirements of data processing services under computers and related services in GATS,making it possible for international law to regulate blockchain.There are mainly three ways to regulate blockchain in international law:first,to apply GATS to digital trade including blockchain;second,to advance the digital trade agenda of the Trade in Services Agreement to facilitate blockchain liberalization;and finally,to sign regional trade agreements containing special chapters regulating digital trade issues.

The defense system of public interest in the field of trade secrets is a defense to protect public interests and an important means to balance social public and private rights.In the judicial practice of our country,the defense system has not been established for a long time.In 2020,the judicature of our country has made a positive attempt on the formulation of the defense system of public interest in the field of tradesecrets.However,there are still three problems：first,the definition of public interest is not clear;second,the object of disclosure is strictly limited;third,the formulation of the exception that does not apply this defense is relatively vague.The defense system of public interest in the field of trade secrets has developed for a long time in Britain,and has accumulated rich practical experience in the specific content,disclosure mode and object of public interest.Our country can draw lessons from UK.When defining the infringement of public interest,we should expand the scope of disclosure to illegal acts on the basis of cracking down on crimes,and appropriately expand the scope of disclosure according to the national conditions.Meanwhile,we should limit the exceptional circumstances of inapplicability of this defense.

The Mandatory Arbitration Settlement Mechanism for International Tax Disputes is applicable to resolve international tax disputes whenever the initiating conditions are met.Compared with the traditional MAP,the result of this mechanism is more efficient,fairer and more enforceable.However,confined by its dependency on MAP,limited transparency,low taxpayer participation,and concerns about tax sovereignty,this system is not being applied on a large scale worldwide.Nevertheless,with the continuous improvement of the mechanism and the world development trend,it will play an increasingly important role in the settlement of international tax disputes.It is therefore necessary for China to introduce this mechanism to our legal system so as to grasp the initiative in international tax disputes and protect our legitimate rights and interests.The prerequisites for the application of the mechanism include:MAP,with relevant terms regulated,is set as the pre-procedure for compulsory arbitration;the scope of application of the mandatory arbitration procedure is specified;the means of arbitration awards is elaborated;the validity and enforcement of arbitration awards clarified;and more rights of the taxpayers to participate in the arbitration procedures are guaranteed.

The socialist system with Chinese characteristics has demonstrated its great advantages.Turning the advantages of the system into governance effectiveness is a major task and the core in realizing the modernization of national governance with Chinese characteristics.Against thebackdrop of crises,the advantages of system of socialist with Chinese characteristics are fully reflected in the nationwide practices of people-centeredness,party committee leadership,government responsibility,social coordination,and public participation.Based on the support and guarantee of democracy,the rule of law,and technology and so on with the top-level decision-making,cohesive execution and multi-level guaranteed supervision mechanism,the institutional advantages have been effectively transformed and integrated into governance effectiveness.In the prevention and control of the Covid-19 pandemic,the top-level decision-making mechanism means the consensus on prevention goals,overall deployment,and resource adjustment;the cohesive execution mechanism means responsive work systems,systematic prevention measures,practical enforcement,innovative technical support,and vast social participation;multi-level guaranteed supervision mechanism means application of normative laws and regulations,binding accountability mechanisms,and extensive social supervision.Exploring the mechanism which transforms institutional advantages into governance effectiveness against public health emergencies can provide an analysis framework for advancing the modernization of national governance against crises.

The political risks of environmental conflict refer to the social conflicts caused by environmental problems leading to challenges to the mainstream national ideology,doubts of the legitimacy of the government,possibilities or factors of social disorder,political instability,and/or turbulence in a certain region or even the whole country.The origination,accumulation,transformation and outbreak of the risks evolve from environmental risks,environmental conflicts,political risks to political incidents in the end.This paper reveals the acceleration effect of risk perception differences,risk superposition linkages and risk governance failures on the amplification and transformation of risks.Based on the evolutionary process of the political risks of environmental conflict,a multi-stage and multi-dimensional risk prevention system is established involving psychological,technical,and governance system dimensions.

Why artificial intelligence applications can be embedded in public governance and how to give full play to the value of artificial intelligence applications in public governance is an important topic in academic circles.Using the method of content analysis to systematically sort out the domestic research literature in the past 15 years,it is found that the application of artificial intelligence is reconstructing the problem field of public governance and gradually becoming a tool to improve the performance of public governance and achieve the goal of good governance,constituting the internal mechanism of the application of artificial intelligenceembedded in public governance.At the present stage,the application of artificial intelligence in public governance focuses on the supply of basic public services,urban emergency and environmental governance.However,the application of artificial intelligence still faces risks such as security,infringement,deconstruction order,impact on the rule of law system and morality and ethics.The international experience of formulating national strategic policies,establishing monitoring systems and accelerating integration into public services provides a reference for the in-depth development and risk correspondence of artificial intelligence applications in public governance in China.Based on the reality of public governance in China,the future direction of artificial intelligence application is intelligent administrative examination and approval,responsibility-sharing mechanism,public policy formulation,public ethics design and the construction of new government think tanks.

Guo Xiang regards the ritual of benevolence as the content of individual self-nature,and seeks the metaphysical basis for the rational existence of ritual through the construction of the theory of nature.Believing "to act according to one's nature is to act for oneself",and "to keep one's nature is to be carefree",Guo Xiang explains the educational dimension of rites.Based on the concept of "divine man is the holy king" and "to travel outside is to contemplate the inner mind",Guo expounds the direction of ruling the country by rites,and then establishes a new ethical order in accordance with "nature".His metaphysical thought system takes political philosophy as its conversion and has obvious characteristics of ritual.

The COVID-19 epidemic prevention and control command organization set up all over the country has played an important role in the disclosure of epidemic information.However,this deliberation and coordination body is not the legal subject of government information disclosure obligation in our country.The reason is that the defects of the administrative subject theory lead to many practical difficulties in the government information disclosure obligation subject system.In this regard,based on the economic,social and political reality of our country and the acceptability of the subject of the obligation of government information disclosure,we should consider it from the functional standard on the basis of separation from the theory of administrative subject.Whether or not to enjoy and exercise the power of public administration in accordance with the law should be taken as the reconstruction logic of the subject system of government information disclosure obligation.The functional standard has many advantages:it is no longer divorced from the reality of administrative organization,no longer pays too much attention to the independent personality of administrative law;it is longer limited to national administrative functions and powers,and no longer limits the integration of administrative subject and administrative litigation defendant qualification and so on.When carrying on the concrete reconstruction,we can unify the "quality" of the obligation subject of government information disclosure with the name "reality" of the authority of public administration,clarify the "quantity" of the obligation subject of government information disclosure with the legitimacy of the authority of public administration,and deal with the conflict of the right of acceptance of the obligation subject of government information disclosure with the principle of first acceptance.

The collection standard of "Zashi" in Wenxuan is not out of title or "miscellaneous".Its implicit stylistic connotation is categorized based on the paradigm of the "Nineteen Ancient Poems".This is a different compilation method from Yutaixinyong,Yiwenleiju,and Beitangshuchao which put "zashi" as poem titles or,merely as a means of compilation.It is through the internal logic of the categories and the collection of works in Wenxuan that Xiao Tong shows his consciousness of distinguishing literature styles and his understanding of the development of literature.Thus,the establishment and the influence of the "Nineteen Ancient Poems",as is prioritized in Wenxuan.
