Starting in the 1950s,Chinese university journals have their own unique system design,the late 1970s to the late 1980s being an important period of its final formation and gradual solidification.In addition to the same system of examination and approval of general journals and being hosted by supervisors,this system also has a series of unique regulations for university journals.Thanks to them,the university journals are comprehensive and closed,characterized by "one university,one journal",widely recognized by the academic press for a long time.Bound by themselves and willing to be a "window" or a "garden",the university journals are gradually drifting away from the open public platform.The great expansion of the journals caused by an accidental factor in the late 1990s has made the "system disease" obvious.At the beginning of the new century,the management department and the academic press have begun to reflect on the university journal system.The Famous Journal Project of the Ministry of Education has begun a difficult journey of "breaking the cocoon",but the reform of the newspaper system,which has been placed with great hope,has not made substantial progress in colleges and universities.Since 2014,the top-level design of media integration has injected new hope for the university journals to get out of the difficulty of the system,but it is not easy to break the cocoon of the system,and it is even more difficult to break the cocoon of the heart.So,there is still a long way to go before the university journals can realize their transformation from cocoon to nirvana.

With the improvement of the laws and regulations within the Party,the future construction of inner-Party laws and regulations should aim at the scientific nature of the rules and regulations,striving to improve the quality so as to ensure the coordination and systematicness of the inner-Party laws and regulations system.Due to the lack of experience and the short time,the scientific nature of inner-Party laws and regulations needs to be improved.In order to enhance the maneuverability and effectiveness,we should pay attention to the role of these laws and regulations.It is necessary to formulate special technical norms for the formulation of inner-party laws and regulations.At the same time,after the promulgation of the technical specifications,effective implementation of the technical norms should be guaranteed by means of filing and examination.Attention should be paid to the role of the technical norms in the formulation of rules and regulations,and efforts should be made to raise the level of the makers of laws and regulations within the Party.We should build a system of regulatory assistants in line with the practice of inner-Party laws and regulations,so as to ensure that these laws and regulations are effective in an all-round way.

The difference between Marx's concept of modern tragedy and any previous theory of tragedy is that Marx put forward and thought about it from the sense of social contradiction in modern society and its final solution,taking the socialist goal as the inevitable requirement of history.Due to the limitation of historical conditions,this goal cannot be realized in the process of social development,so the concept of modern tragedy is the artistic expression of this conflict.Marx's concept of modern tragedy has profound tragic humanism,which is of great significance for the establishment of ideals and beliefs in contemporary society.The socialist goal in the modern tragic concept of Marxism (called utopia by western scholars) is the core idea of Chinese aesthetic modernity.Because of the particularity of Chinese society and culture,the double helix structure composed of "homesickness Utopia" and "Red Utopia" has become the basic structure of Chinese aesthetic modernity.This emotional structure has released great energy in the process of modernization of Chinese society,in which the dialectical tension has enabled the Chinese people to support their feelings and hearts in the process of suffering and modernization,and to maintain hope in despair.This is a cultural force and emotional pillar that moves forward tenaciously in the face of failure,and also the reason why the theory of literature and art has always had a strong force in the process of China's modernization.

70 years since the founding of New China,our country have seen several rounds of construction of key universities,which have formed the development of higher education withChinese characteristics.Reviewing the course of the construction of key universities in China in the past 70 years,in the aspect of historical inheritance,we have always inherited to "seeking truth from facts" in our ideological line,greatly promoting our work in all areas by drawing upon experience gained from certain key points in our ideal pursuit,and sticking to the principled stand of "selective support".In the aspect of innovative development,the missions undertaken by the construction of key universities are still being expanded,important items are being pushed forward and deepened step by step,and the selection methods are being gradually improved.Based on the present and looking forward to the future,the construction of key universities in China still needs to improve the construction system,prevent the risk of solidification and alienation of construction projects,and strengthen the responsibility of demonstration and guidance in the course of construction.

70 years since the founding of New China,the evolution of the policies for rural teachers has gone through five phases:1) difficult exploration;2) initial development;3) stable promotion;4) precise position;5) comprehensive deepening.China's rural teacher policies provide a positive institutional guarantee for the construction of rural teachers.However,there are still some problems in professional attraction,professional development,and social service functions.In the new period,rural teacher policies should meet the actual needs of the development of rural education.The quality and balanced development of urban and rural teachers can be achieved by promoting the rural teachers' professional attractiveness,forge synergies to promote the development of rural teachers' characteristic profession and stimulating the rural teachers' endogenous impetus to serve rural education.

Ecological needs,which is the human needs for a beautiful ecological environment,refers to anabsorbing state produced by the exchange of material,energy and information with the natural ecological environment in order to maintain human survival and development.It is the unity of human dependence on the natural ecological environment and the ability to choose and enjoy it.From a philosophical point of view,compared with other needs,ecological needs have a prominent duality,that is,the dual nature of material and spirit,fundamentality and sublimability,naturalness and sociality,and reality and necessity.The satisfaction of ecological needs is the internal human motivation to give full play to the essential power,the basic representation of the harmonious co-existence between human and nature,the possible condition for the coexistence of human and society,and the prerequisite for the healthy and stable social system.To meet ecological needs,it is important to deal with the relationships between ecological material needs and the limited resources carrying capacity,between the present generation and the future generation,and among the present generation in the allocation of ecological resources.In the construction of ecological civilization in China,we must adhere to the concept of green development,build an ecological economic system,strengthen the control of environmental pollution,solve prominent ecological environmental problems,guard against ecological environmental risks,promote sustainable and healthy economic and social development,and perfect the system of ecological environment protection.Only in this way can the satisfaction of ecological needs be transformed into reality.

This paper takes 393 potential female entrepreneurs as the objects and empirically studies the pushing effect of family demand and family work resource on female entrepreneurial intention,using SPSS 22.0 and Process 2.16.The results are as follows:family demand and family resource are both positively related to female entrepreneurial intention;family demand and family resource have pushing and pulling effects on female entrepreneurial intention respectively,in which boundary attributes（family flexibility-willingness and permeability）and work-family relationship（conflict and enrichment） are exerting serial mediating effects;in China,the pulling effect of family resource on entrepreneurial intention is greater than the pushing effect of family demand.

In recent years,the scale of the Internet insurance market has developed rapidly,which has become an important driving force for China's premium growth.However,with the growth of the Internet premium,it has not brought about profit growth.The reasons are as follows:(1) the current Internet insurance company's product structure and offline service are flawed;(2) the growth rate of premium is limited;(3) the pricing risk is large,while the single-average premium is low;(4) excessive dependence on the third-party platform makes the premium income and channel under double pressure;5) the investment environment and investment structure are limited,which makes investment income unstable.Therefore,we should increase the proportion of long-term insurance products,improve offline services;change traditional pricing rules,make full use of insurance technology and reasonable pricing;promote the construction of its own network platform to reduce cooperation costs;expand investment channels and strengthen asset-liability matching management.

Family,village and school are the three important educational subjects in rural students' growth,which are interrelated and complement each other to form the main structure of rural education.Rural primary and secondary school students are growing up in this structure and the frequency of bullying in rural schools are related to their changes.The structural change of rural educational subjects includes three aspects,the first is the absence of family education,shown in the form of carelessness of intergenerational upbringing;the second is the absence of village education,shown in the form of no-offence among the villagers;and the third is the absence of school education,which is represented by the"no accident" logic of bureaucracy in school management.These changes in the logic of subject behavior have brought about a barrier to the benign interaction among the three,including the interruption of the connection between the family and the school,the absence of supervision over students and family in the village,and the removal of the school from the rural society.While strengthening legal system and regulation,we should build a new type of educational subject structure to form a pluralistic and multi-subject governance pattern,so as to eliminate the bullying incident in rural campus.

With the replacement of "external risk" by "man-made risk",western developed countries have actively promoted the transformation from traditional risk communication to modern risk communication.Under the double impact of globalization risk and localization risk,the late-developing countries have shown lag risk communication.The surging development of Internet new media in China has catalyzed the "bonding" and "wheeling effect" between the subject of risk communication and the means of Internet new media,and the lag risk communication has evolved into post-lag risk communication.Through the case interaction mechanism of genetically modified food risk debate,it is found that there is a double uncertain effect of "local breakthrough" and "local gap" in "post-lag risk communication".Therefore,through the active prevention concept,the "community" structure,the "multi-speed integration" mechanism,means of "Internet plus" and the "five-in-one" reconstruction of government functions,the accurate management of the adverse consequences of post-lag risk communication can be realized.

The essence of the construction process of community governance technology system is to promote the socialization,specialization and technicalization of community governance,whose key point is to adhere to the concept of "pluralistic co-governance" and encourage pluralistic social actors to create and apply diverse technical means and tools with the aim of achieving effective community governance and services.From the five dimensions of realistic demand,value orientation,practical subject,technical tools and application evaluation,the urban community governance technology in China is faced with the problems of grid function generalization,autocracy of property management,difficulty for social workers to withdraw,lack of negotiation and participation,and so on.The effective use of community governance technology requires the government to change its functions,clarify the functional boundary of the social subject,enhance the community governance ability of the residents committee,and activate the subjectivity of the residents' autonomy.From the perspective of governance modernization,community governance needs a profound change,that is,from "management and control" to "governance" in the concept of government,from "single" to "pluralistic" in the main body of governance,from "decentralized" to "integrated" in various resources,from "generalization" to "precision" in the main function,and from "fuzzy" to "clear" in governance technology.

The heroic spirit has dual public interest attributes.There are two ways of private law relief and public law safeguard to its protection.However,due to the limitation of the both ways,the public law fails to connect the private law effectively,so it is difficult to achieve the best social governance effect.The heroic spirit is highly consistent with culture-guided national obligations,and at the same time,the Law on the Protection of Heroic Martyrs contains the legal interests of public culture,which is helpful to the construction of the legal order of public culture.It is suggested that the Law on the Protection of Heroic Martyrs be perfected when the conditions are ripe,and suitable ways of penalty negotiation in the field of culture be added in order to investigate the appropriate legal responsibility,maintain the legal order of public culture,and promote the integration of the effect of public law and the effect of private law.We should not only achieve the goal of social governance,but also educates the infringer and realize the purpose of preventing the destruction of public order.

The Criminal Procedure Law amended in 2018 stipulated the duty lawyer system as the basic system.This is a major breakthrough and progress in the defense system.The legal protection of litigation rights is one of important indicators reflecting the degree of legalization of criminal proceedings in a country.The participation of duty lawyers in criminal proceedings does not of course have the defendant's litigation status.The duty lawyer should be positioned as a special legal aid lawyer.The duty lawyer system has the intrinsic value of promoting the realization of procedural justice and promoting the efficiency of litigation.It also has the external value of making up for the short-term legal aid system,promoting the reasonable optimization of the pre-trial process and promoting the good operation of the confession and punishment.However,there are still some practical confusions in the duty lawyers.The cracking of these confusion problems is an effective way to improve the duty lawyer system.

According to the "guiding opinions",in order to carry out the list system,we should "do a good job in the main links such as clearing power,reducing power,controlling right,releasing right and so on",and the functions and powers retained after cleaning should be examined item by item,and the legitimacy,rationality and necessity should be examined one by one.However,there are some problems in the compilation of government power list,such as improper judgment of the attribution of "power",excessive expansion of the scope of "power" and deviation of the functional orientation of power list.The legal boundary of the power list includes two aspects:the validity of the formal power basis and the rationality of the power transformation in essence.It is beneficial to realize the rule of the list of powers by means of legality control to ensure the unification of the formal requirements and substantive standards of the list of powers.The benchmark law of the list of powers is the legitimate basis of the source of "power" in the list of powers.The compilation of the list of powers includes two stages:the review of the list of powers and the classification and synthesis of powers.Only after the review of the list of powers can administrative powers be sorted out,classified and collected according to the list of powers.It is suggested that the legitimacy review mechanism of the power list benchmark law should be constructed from the four levels of the examination subject,the examination content,the examination method and the review procedure,so as to indirectly realize the legislative regulation of the government's compilation of the power list.

The prepaid rent discussed in this paper is the full payment of the land rent in the present year.In feudal society,the rent paid in advance was mainly the total rent of that year,and a small number of tenant farmers paid land rent in advance for the season.In the current circulation of land management rights,it is rare to pay part of the rent in advance.While providing income security for the transfer of land management rights,it also increases the financial pressure of the transfer of land management rights to households,which may have a negative impact on the realization of scale operation.The prepaid rent has the advantage in avoiding the risk,and affects each other with the contract object,contract form,rent level and so on,to ensure the smooth completion of the land management right circulation.The contract of land management right transfer cannot be understood only by the general market law.To promote the circulation of land management rights,form large-scale management,cultivate new business subjects,and promote agricultural modernization,we need to pay attention to the negative impact of the current prepaid rent on the circulation of land management rights.Non-recourse mortgages may be one way to solve this problem.
