Abstract: With the replacement of "external risk" by "man-made risk",western developed countries have actively promoted the transformation from traditional risk communication to modern risk communication.Under the double impact of globalization risk and localization risk,the late-developing countries have shown lag risk communication.The surging development of Internet new media in China has catalyzed the "bonding" and "wheeling effect" between the subject of risk communication and the means of Internet new media,and the lag risk communication has evolved into post-lag risk communication.Through the case interaction mechanism of genetically modified food risk debate,it is found that there is a double uncertain effect of "local breakthrough" and "local gap" in "post-lag risk communication".Therefore,through the active prevention concept,the "community" structure,the "multi-speed integration" mechanism,means of "Internet plus" and the "five-in-one" reconstruction of government functions,the accurate management of the adverse consequences of post-lag risk communication can be realized.
