In the 21st century, we need an environment for many cultures to exist peacefully together, comple -menting each other, perfecting each other and each being in its proper place. In the course of cul tural e xchange and confluence, there wil l unavoidably be collisions and conflicts between dif ferent coutures. How to lead to mul ticul tural development amid di fferences? The tradi tional Chinese concept of  harmony upon dif ferencesmay provide a positive solution to this problem. This c oncept, when applied to the mat ter of culture, means that  dif ferences in cul tures should be acknowledged, respected and maintained, for  differences are the fundamental premise for any cul tural development .  Di fferences, ho wever, do not mean non- related or isolated existence. They must be readjusted by  harmony. Only in this way can a harmonious and cons truc t ive relationship be bui lt up between different cultures and can individual cul tures gain new progress.

Husserl views the collapse of reason and philosophy crisis as the root of modern science crisis in Europe, and applies the method of phenomenological Epoché (detachment) to building up the so-called scientific philosophy;thereby he provides the philosophical cure for natural science on the basis of “life-world” which is established with pure reason. However,in this theory the revelations coexist with the drawbacks. To overcome the drawbacks,he should replace the intuition of “viewing” with the practical thinking mode and replace the method of phenomenology with the method of history and logic.

In the recent 20 years, moral degeneration has been a hot topic for argument. We hold that it is not appropriate to say that moral degeneration is the order of the day.For instance,in the field of political morality, there has been much progress. However,it is also true that public morality is getting ever worse, without the light of which,we cannot explain the current wide-spread corrupted phenomena.Today, the urgent job is not to describe and appraise the situation of moral crisis, but to find out the origin of civilization abnormality and moral corruption and seek an effective moral remedy. And it is in this point that the previous ethics, owing to its own thoretical black hole or blind spot, failed to give a solution, and the moral construction which advocated traditional virtues ended in faliure, which accelerated the situation of immorality. Therefore,to patch up the “black hole” and get out of the “blind spot”,and seek a reasonable way for the construction of public morality is the impending task of present-day ethics.

As a special social regulation, the essential purpose of moral reward&punishment is to promote social moral liberty. And liberty is essencially the organic unification between social moral order and the intrinsic moral charater of individuals. Thus, the intrinsic essence of moral reward&punishment is certainly revealed through two functions:1.social function, such as the function of preventing moral disobedience,of maintaining moral authority,of advocating moral integrity,of guiding moral oriemtation, and of ensuring social justice.2.individual function, such as the function of securing moral actions,of pushing forward moral recognition,of fostering moral sentiment,of upholding moral belief and of molding moral character.

To deepen the resarch on Soviet evolution,we should do two more jobs apart from further digging and sorting out relevant historical data.Firstly,we should establish a scientific guiding thought.Secondly,we should find out correct research method. In doing these two jobs,we should pay attention to the following aspects:1.Materialist method is the general principle to be observed in research;2.adheve to the method of historical analysis and persvere in Marxist world outlook in the judgment of value;3.differentiate main contradiction and secondary contradiction, stressing the objective analysis of the main causes and seeking the root of the evolution;and 4. do a comparative study with reference to other socialist countries.
