The three representative legalism books,Guan Zi,The Book of Shang Yang and Han Feizi have plenty of national credit views.Legalism advocates the establishment of national credit, for it is the foundation in implementing law, thus it is very important in national development and diplomacy. The principle of building national credit is to build trust ahead of law,put law higher than power and make power serve the law, thus legalization enforcement and dissemination of law are the major methods in building up a nation's credit.Legalism has contributed a lot in building the nation, and its view of national credit is still significant in building social credit system and carrying out rule by law in our country today.

Building frontier walls in the Miao regions in Xiangxi in the Ming Dynasty was design to be a military engineering. In fact,it had also shouldered many social functions. These walls had undergone several processes by different hands. The strategies to govern the Miao people had changed obviously, but essentially they came down in a continuous line, which was to offer amnesty and enlistment to the Miao People, with the purpose of defending being secondary. The social functions of the frontier walls also relied on the perfect Tusi and Tuguan system(system of appointing national minority hereditary headmen),so the forts, and the walls as well, all depended on the Tusi and Tuguan system, with the military defenses mainly located in the Tusi manors. The adjustment of the strategies to govern the Miao people in the Ming Dynasty was not because of the rebellious Miao people, but because of the governors’ strategies to govern according to local features and cultural differences.

During the reigns of Emperors Xianfeng and Tongzhi of the Qing Dynasty,a certain number of immigrants from Juye and Yuncheng of Shandong Province moved into Pei-tong areas in the northern part of Jiangsu Province. They reclaimed and cultivated a tract of lakeside wasteland abandoned by people who moved to other places when the land was submerged. They built a new society over this land and even formed paramilitary for self-defense purpose. This claim of wasteland by external immigrants was welcomed and encouraged by the local government. However, conflicts ensued when the former owners of these lands returned from vagabonding. With the escalation of crisis, the local government was in danger of losing control of the situation. This case was brought to and ended only under the intervention of the Imperial Commissioner,Zeng Guofan. This case shows two conspicuous characteristics of the grassroots political life in traditional China:it was quite common for the local government to enter certain kind of cooperation with the rural society, but the solution for great crisis could only come through the intervention from the top of the government.
