    Issues of ethnic religion and folk religion are the weak points in academic research and religious work as well.So far,few discussions are made in the governance of them.The traditional single governance mode should give place to multi-variant modes,making clear their social position,belief position,cultural position and research position,properly governing them and making innovation in theory and practice of religious governance.It is believed that the governance ofethnic religion and folk religion should be based on a “national-social-market-folk” framework,so that a collaborated modern religious governance system could be established.

    From the perspectives of purpose,object and scope,policing services can be divided into two broad categories:public policing and private policing,functioning differently in the social control system.In the modern society,private policing has become supplementary and coordinative to public policing.In the West,there exist two basic forms of private policing:outsourced security services and affiliated security departments.The market-oriented private policing supply,running parallel with the public policing supplied by the government,marks the trend of social transfer of policing in the western countries and regions that can be referred to in China’s policing reform.

    Governance of injury accidents of public goods is an important means to maintain public security and public interest.The effective governance should be started from many aspects.We should not only take connotation definition,cause of incident,damage effect and countermeasures as study object,but should also study the dynamic evolution,the path and adjustment ofpsychological conduction,the fluctuation regularity of public demand,injury evaluation system,and governance path.Comprehensive logic analysis frame should be summarized and constructed so that the inner mechanism of injury accidents could be clarified to provide theoretical support for the governance of injury accidents of public goods.

    During the new period of social transformation,social contradictions in the rural areas are obvious with the acceleration of social structural transformation.In some ethnic and mountainous areas where economic base is relatively poor and the speed of development is slow,the traditional pattern of social governance is no longer suitable for social needs,thus it is urgent to give reforms to social governance.To realize the goal,the rural social governance system and pattern should be innovated,the government organizations,social organizations and market organizations should be synthetically combined,the subject consciousness of village self-governance should be strengthened,and the society should be stabilized and developed safely and harmoniously.The practice of “happy village” in Zigui,a county in Wuling Mountainous Areas,has formed an effective pattern of rural social governance.This pattern is of great significance and guiding function in the rural social governance in Wuling Mountainous Areas,thus it deserves our deep analysis,summary,and perfection after field investigation.

    Presently,NIMBY conflict has become a major problem affecting the urban construction and development in China.The development of socialist consultative democracy provides basic method,value orientation and systematic platform for conflict governance.Lack of consultation is the major problem in governing NIMBY conflicts,which is shown in the aspects of consultation consciousness,consultation ability,and consultation system.Countermeasures,such as promoting consultation idea,widening consultation channels,and enriching ways of consultation,are put forward to govern NIMBY conflicts.

    Since the 2007 Xiamen PX incident,China NIMBY conflict has been on an upward trend,to project construction and social operation resulting in extremely adverse effects.At present,academia and industry have attempted to use a variety of administrative,legal,economic and other functional strategies to strengthen prevention and control efforts,but still can not shake off the “horse-against-construction” predicament because of existing countermeasures mostly focus on criticizing the behaviors of the government and enterprises but less attention and guidance to civic literacy and behavior.NIMBY conflict is the result of constantly mature of rights consciousness,and the lack of responsibility,rationality,public awareness and spirit of compromise.It is necessary to cultivate the civility from the aspects of knowledge,technology and value in order to provide support to NIMBY movements.

    In recent years,religious minorities together against the government’s emergency,for political or economic reasons,have been increasing.It cause antagonism,destructive,harm is also increased.Prevention and treatment of this kind of incident,need analysis events form factors.Among them may be due to their maladjustment caused by social transformation,or their offended religious believes,as well as the inner divergence of the religion and the provocation from the hostile forces.Therefore,solutions need to plan early.Prior to solve more than solve what happened.It’s need to the government pay more attention to the events at the grass-roots level,to enhance their governance ability,and to set up effective preventive measures and disposition procedures.Only by doing these,it can emergencies be effectively prevented and properly disposed.

    From rational “control” logic of the traditional administration to rational “response” logic of “tool-value”,and then to rational “cooperation” logic of publicity,the rational change of public administration has increased the citizens’ rationality in policy participation.The citizens’ rational demands are inherently divided into individual rationality,group rationality,and rationality of public benefit.The extent of the citizens’ participation depends on the effective interactions between administration rationality and citizen rationality;different administration rationality,matched with different citizen rationality,will produce different types of policy participation.Analyzing policy participation in a campaign style from the perspective of citizen participation,this paper,taking the anti- incineration movement in Panyu,reveals a process of informal policy participation based on the rational interaction between citizens and government.Through rational perception and guidance,the rational ability of both the citizens and the government is enhanced,and the citizens’ collective action is turned into rational policy engagement,thus mass disturbance is avoided.

    Holistic governance paradigm is in agreement with the realistic need of the current reform of Chinese rural governance.Through reference to and application of holistic governance,it is able to help promote holistic innovation and reform of rural governance and governance mechanism,and also help promoting holistic transformation of rural governance way and the construction of service-oriented grass-root government.Furthermore,the holistic governance also provides feasible governance means for innovating rural social transformation risk governance mode,overcoming fragmentation phenomenon in rural social transformation risk governance,and improving risk governance ability.

    Modernization of local governance is essential in promoting the modernization of national governance,and it is a win-win process both for local government andsocial empowerment.The closed system of local government has its advantage in mobilizing resources to accomplish large undertakings;however,it also has to face two situations:one is that the policy agenda setting under the closed system is determined by the appeal of public events and the degree of their influence,as well as local government’s resources and space;the other is that the local governance of public events is characterized by inactivating system and dependent response.The essence of local governance of is a process of authorization and marketization of local public power,during which public resources or public interests are collocated fairly and justly.To modernize local governance,it is essential that powers be separated institutionally,and the closed system be turned into an open one.A new type of normal governance should be built considering top design,running rules,and participation tendency.

    Driven by various social forces,grassroots social governance model in modernChina has undergone drastic changes since the late Qing dynasty,causing the shift of grassroots power subjects in different social systems.Generally speaking,the evolution model of social governance has undergone from local authorities to the mass people of workers and peasants,senators,and people’s deputies.Meanwhile,the shift of power subjects involved also showed a historical image of a drastically changing China in grassroots society.When re-examining the evolution of social governance and the shift of grassroots power,we may have more to reflect.

    Network public events have fourstages of hiding-sprouting,starting-spreading,deepening-changing,and fading-ending,during which the target,theme,public opinion,and subject behavior are different.To deal with network public events using social cooperative governance mechanism,first of all,it is necessary to establish a concept that the social cooperative governance is a self-organizing process.Secondly,it is important to provide such conditions as cooperative consciousness,cooperative target,institutional framework and laws and regulations for social cooperative governance.Finally,it is necessary to build such mechanisms as interest coordination,information cooperation,early-warning public opinion,synergy opportunity distinction and linkage treatment to realizes cooperative governance.

    During the process of leading socialist construction ofChina,Mao Zedong had formed a series of thought of social construction.The basic frame of it included focusing on people’s livelihood constructions to build a social security system,focusing on contraction resolution to maintain social harmony and stability,focusing on grassroots governance to reinforce and innovate social governance.Mao Zedong’s thought of social construction was an important achievement of Marxism in China,and it was also an important continuation of Marxist development view and the theoretical origin of socialist construction with Chinese characteristics.Mao Zedong’s thought of social construction has enlightened us that in social construction and governance,it is essential to attach great importance to people’s livelihood construction,to maintain the basic benefits of most people,to emphasize social contradiction resolution,to maintain social harmony and stability,to adhere to the Mass line,to emphasize the major role of the masses in social constructions,to enhance grassroots governance and launch social constructions in places that are closest to the mass.

    Opportunity Space,Grassroots Governance and Home Owners’ Safeguarding Rights through Litigation

    Safeguarding rights through litigation create the opportunity space for home owners in some dimensions:the home owners’ action is endowed with “legitimacy” by “legality”,providing opportunities for the venting of home owners’ discontent and increasing “law quantity” by the media.However,safeguarding rights through litigation limit the opportunity space for home owners in other dimensions,for it is hard for home owners to win the key litigations,to generate mobilizing effect,to enhance collective identity,and to generate leverage effect for home owners to bargain with government.Above all,in the current political opportunity structure and legal opportunity structure,litigations create the opportunity space for home owners in more symbolic dimensions while they fail to create the opportunity space in more substantive dimensions.Meanwhile,safeguarding rights through litigation relieve the grassroots government’s pressure of safeguarding stability and can deal with home owners’ safeguarding rights institutionally,which creates opportunity structure for the urban grassroots governance.

    Rumor is a kind of false information.In the anger-venting incidents,the lack of authoritative information is the basis for occurrence and spread of rumor.Irritation and strangeness of rumor satisfy the spiritual need of the receivers,and rumor distorts the truth,causes sensation,and stimulates the occurrence of mass thinking and irrational behaviors,promoting the mass incidents to take place.In order to prevent the occurrence of mass incidents,information should be open,supply channels for interest-voicing should be increased,voicing efficiency should be enhanced,political identity should be heightened,and most importantly,rumor should be governed by law.

    SinceChina’s reform and opening up,social classes,whether they are examined from the perspective of profession or from the perspective of social status,have been flowing frequently.From the perspective of profession,the flow is mainly from the public ownership to the non-public ownership and from the primary industry to the second and third industry.Some professions will shrink and even disappear,while some will expand continuously within certain periods in the future.From the perspective of social status,the flow is mainly within different classes or the same class,or in the form of flow of the entire class.Within certain periods in the future,the flow of the weak and middle classes will become the main trend,and the gap between the mighty class and the weak class will become larger and larger.

    The structure and operation mode of the traditional organized crime groups has undergone great changes due to power penetration.The new type of organized crime groups,supported by “rightful power” and “legal enterprises”,is characterized by increasing “legal economy”,decreasing illegal “black economy”,and declining use of organized violence.However,the essence of the organized crime groups remains unchanged.On the contrary,with power penetration,these groups not only damage market and disturb the peace in a larger scale,but are encroaching on the body of state power,turning social security issue into state one.Therefore,academic circles should pay more attention to new empirical research in the field of criminology,taking power and property as the principal lines to deal with these phenomena.

    Presently in our country,revenue,payment transfer,and social insurance are the major means of income distribution adjustment.However,new policies and measures can be used in practice.Since fortune production is the precondition to increase income,efforts should be paid to promote the low-income people’s ability to produce fortune.By providing education and training,giving support to employment and pioneering work,guaranteeing equal distribution,restricting public power as well as coordinating social insurance and finance and taxation adjustment,the low-income people may upgrade their fortune productivity and increase their income,and further effectively shorten the gap of income.

    The frequently happened phenomenon of internet canard has brought severe damage to the nation,society and personal interests.To regulate internet canard with criminal law,we should bear the constitutional right in mind to guarantee freedom of speech and avoid hitting the will of the public to express their inner voice.When facing with different internet canards,the criminal law should have different criminal regulation limits in order to implement the principle of suiting punishment to crime.The falsity of the nature of internet card and the authenticity of the degeneration of internet card require us to confirm whether the doer has a criminal negligence of realizing the information he has spread.Besides,the diversity of the expression of internet canard requires us to study whether the information the doer spreads is an internet canard.Only by this can the principle of unity of subjectivity and objectivity be ensured.
