Abstract: Presently in our country,revenue,payment transfer,and social insurance are the major means of income distribution adjustment.However,new policies and measures can be used in practice.Since fortune production is the precondition to increase income,efforts should be paid to promote the low-income people’s ability to produce fortune.By providing education and training,giving support to employment and pioneering work,guaranteeing equal distribution,restricting public power as well as coordinating social insurance and finance and taxation adjustment,the low-income people may upgrade their fortune productivity and increase their income,and further effectively shorten the gap of income.
