Policy Participation in a Campaign Style:Rational Interaction between Citizens and Government:A Case Study of Anti- incineration Movement in Guangzhou Panyu

Abstract: From rational “control” logic of the traditional administration to rational “response” logic of “tool-value”,and then to rational “cooperation” logic of publicity,the rational change of public administration has increased the citizens’ rationality in policy participation.The citizens’ rational demands are inherently divided into individual rationality,group rationality,and rationality of public benefit.The extent of the citizens’ participation depends on the effective interactions between administration rationality and citizen rationality;different administration rationality,matched with different citizen rationality,will produce different types of policy participation.Analyzing policy participation in a campaign style from the perspective of citizen participation,this paper,taking the anti- incineration movement in Panyu,reveals a process of informal policy participation based on the rational interaction between citizens and government.Through rational perception and guidance,the rational ability of both the citizens and the government is enhanced,and the citizens’ collective action is turned into rational policy engagement,thus mass disturbance is avoided.
