摘要:当前愈演愈烈的“用工荒”现象,是由于就业流向的区域变动性、目标要求的差异性、农民工保障的不确定性等劳动力供给与需求的结构性矛盾所致。要从根本上解决这一问题,必须从消除农民工流动的制度障碍,提高农民工技能,加快企业的转型升级等方面入手。

Abstract: Nowadays,the phenomenon of “labor shortage” grows in intensity;the basic reason is the structural inconsistency of the labor supply and demand such as regional variability of the employment flows,diversity of the objective request and indeterminacy of migrant workers protection.It is needed to eliminate institutional barriers of migrant workers flows,improve the skills of the workers and accelerate the transformation and upgrading of the enterprise in order to solve the difficult problem fundamentally.
