Policy Analysis of China's Public Cultural Services Based on the Framework of "Value Chain Policy Tools"

Abstract: With the prominence of the contradiction between public cultural services and the growing material and cultural needs of the people,how to improve public cultural services through policy optimization has become an increasing concern.By constructing the two-dimensional analysis framework of "value chain policy tools",selecting the policy texts of public cultural services at the central level in the past ten years (2009-2019),and using the method of content analysis,this paper attempts to reveal the operation law and preference of public cultural service policy tools in China,and puts forward some suggestions on policy path optimization.The results show that in the use of policy tools,there is an imbalance or deficiency in the internal proportion of public cultural services in China,with a preference for environmental policy tools and a low proportion of demand-based policy tools;in the dimension of the value chain,the policy of public cultural services pays more attention to the responsibility of the government,and the cooperative governance pattern of multiple subjects such as market allocation,social coordination and public participation has not yet been formed.For this reason,we should improve the balance of the use of policy tools,the policy supervision and evaluation mechanism,and build a governance pattern with the government as the leading and multiple subjects such as the society,the market and the public participating together.
