Since the 18th CPC National Congress,General Secretary Xi Jinping has repeatedly mentioned "remaining true to our original aspiration" and "keeping our mission firmly in mind" in his speeches,replies,congratulatory letters and signed articles,thus forming an important exposition in Xi Jinping's thought.The formation of it has profound historical logic.First,we should think out of the way from the historical periodic rate.Both the feudal dynasties and the peasant uprisings in history failed to break out of the historical periodic law of "prospering suddenly,and dying suddenly".The key was that they could not make great efforts to rule,to respect the end as the beginning,to prevent corruption and absolve extravagance,and to conform to the people's wishes.Second,we should draw experiences and lessons from the development history of socialism.The tortuous course of the world's socialist practice tells us that once Marxist parties give up Marxist belief,socialist belief and communist belief,they are doomed to collapse.Therefore,we must always keep in mind our original mission and strengthen the education of ideals and beliefs.The third is to summarize the path to success from the history of New China.The great success of the People's Republic of China over the past 70 years and more is because it has never forgotten to seek happiness for the people,national renewal and greater harmony for the world.Fourth,we should draw wisdom and experience from the history of reform and opening up.The Party's original aspiration and mission are the fundamental driving force for reform and opening up.The Party's original aspiration and mission define the direction for reform and opening up.Only by adhering to the Party's original aspiration and mission can we win the sincere support of the people.Fifth,we should draw strength and nourishment from the history of the CPC.Remaining true to our original aspiration and keeping our mission firmly in mind is the common political philosophy,value pursuit,and eternal and life-long task of Chinese Communists.

Some of the campus buildings in Xiamen University and Jimei University are called "Jiageng Buildings",named after the patriotic overseas Chinese Chen Jiageng (Tan Kah Kee).Beautiful in appearance and harmonious in nature,each building is given a unique name.Some of the names come from classic works,some from literary quotations,and some are related to historical figures,all elegant and having rich cultural implications.The naming of the buildings has four characteristics.First,it comes from a wide range of sources,with accurate literary quotation and profound meaning；second,it forms an ingenious combination with the function of the building itself；third,it cultivates people through culture,making the building an "education master";and fourth,it makes good use of a person's name to inspire future generations and a place name to express the love to hometown.The names of each building,with deep cultural implication,show Mr. Chen Jiageng's educational concept of "cultivating people in a cultural environment".

Crisis boundary refers to the implicit stipulation of the relationship between interests,rights and power in public crisis,which arises from the interaction and game of groups or organizations in the context of risk society.The diversity and alienation of risks in the process of modernization is an important inducement of interaction and game imbalance between subjects,which leads to the outbreak of focus events and promotes the emergence of policy windows.However, the mess of social order and norms caused by the outbreak of focus events is not illogical,and the confrontation among groups, organizations or structures around interests,rights and power is often expressed with the help of system and public opinion.This leads to the continuous turbulence,differentiation and reconstruction of the boundary,resulting in the disorder in the connotation of the boundary of interests,rights and power.We can build a public crisis model based on interest boundary,right boundary and power boundary.Governance and response should be made according to the boundary dimensions involved in the focus events.The more complex the boundary types involved and the higher the risk level,the more formal response is needed.

The environmental health risk in modern risk society is highly uncertain and life cycle,which aggravates the destructiveness of environmental health crisis.The current assessment-based environmental health risk governance model focuses on risk prevention,which lacks macro-control of the whole life cycle of environmental health risks,and is difficult to fully guarantee the governance effectiveness.In view of the life cycle and volcanic structure of environmental health risks,the governance model should be adjusted dynamically according to the reality of the risks.In order to realize the dynamic balance between economic development,environmental protection and public health,a dynamic governance model of the whole life cycle of risk should be established based on risk culture,competent risk governance participants and flexible risk communication mechanism.

Non-exclusiveness is a core feature of public environmental rights.To adapt to the in-depth development of the theory of environmental rights,we should analyze the essential characteristics of environmental rights from the internal structure,in addition to examining the attributes,content,positioning and other characteristics from an external perspective.Ecological environment has the attribute of public goods,which causes ecological environment governance to be restricted by externality theory and free-rider effect.Because of the public commonality of the ecological environment,the existing environmental rights theories should be transformed in terms of non-exclusiveness and non-competitiveness.The non-exclusiveness of public environmental rights is reflected in the uncertainty of the subject,the non-crowding of the object,the sharing of content and so on.Understanding public environmental rights as the non-exclusive right of the ecology and environment,we may protect public environmental rights from the two perspectives of the non-exclusiveness of the subject and the non-crowding of the object.

In order to analyze the effect of financial sharing services,we established a financial index system for evaluating the enterprise competitiveness based on the market structure,basic resources and new capabilities theory.Our results demonstrate that:In terms of market position,the implementation of financial sharing services has enhanced the effectiveness of enterprise capital management,improving the quality of operating income.However,the operating income growth rate has shown a negative growth,indicating that financial sharing services have a delayed effect on market expansion capabilities.In terms of capital resources,financial sharing services have improved the enterprise's ability to raise funds and solve its debts.The enhanced ability to control risks allows enterprises to gain a competitive advantage in capital resources.In terms of enterprise capabilities,the financial sharing service can reduce costs and increase performance,which better serves enterprise strategies and improves their profitability and innovation.In short,the implementation of financial sharing services has been demonstrated to promote the transformation and upgrade enterprise financial management,which helps enterprises to gain opportunities for future development and enhance their competitiveness.

Most of the previous studies on the dilemma of targeted poverty alleviation focused on the single-dimensional explanations such as institutional organization,policy and cultural ethics,lacking mechanism analysis on the policy deviation from the perspective of grass-roots governance.Through the investigation in T town in the poverty-strickenWuling Mountainous area,it is found that some problems occurred in the practice of targeted poverty alleviation,such as the identification and distribution within the policy framework,the practice of paperwork and formalism,the increasing benefit conflicts in poverty alleviation and the governance difficulties of local governments.This is caused by the joint effects of the weak governance structure and policies,the pressure of assessment,the function substitution of village cadres,and the opportunism of the bottom farmers under the strong incentive.The deviation factors of basic level governance structure, governance subject,governance rules and strategic response of governance objects constitute the multiple digestion of targeted poverty alleviation policy,which leads to the deviation of policy objectives.In the process of relative poverty reduction in the future,we should effectively improve the grass-roots governance ability,eliminate the formalism assessment of poverty relief cadres and reduce the impact of Pan welfare of poverty relief policies.

The left-behind elderly in rural areas are a large and widely distributed vulnerable group,and improving the health and care for them is not only a livelihood issue,but also a developmentone.There are five health care subjects for the left-behind elderly in rural areas:the government,the family,the society,the community and the elderly themselves,but each subject has defects in the actual action,among which family responsibility and spiritual comfort are particular.Other defects are seen in the shortage of health and care system of the government,the insufficient supply of health public services,the lack of motivation of market intervention,the abnormal spontaneous behavior,the absence of the main body of responsibility of the community,the weak health awareness of the left-behind elderly,and the stagnant health investment.To improve health and care for the left- behind elderly in rural areas,the families should take the initiative to bear the burden,the government should act as the organizer and leader,the society should cooperate with all sectors,the communities should activate all organizations,and the left-behind elderly also need to change their ideas.In this way,a "five-in-one" health and care system could be established together.
