The essence of environmental issue is environmental power,whichrefers to the habitat power of self-forming,self-growing,and self-generating and is divided into two dimensions of natural environmental power and social environmental power.The natural environmental power is the soil of social environmental power,and it further constitutes the foundation of state power.Once the environmental power is weakened or lost,the social foundation will be damaged,and so will the state power.In the face of the increasingly worsened environment,deep environmental management is the basic solution.Only by doing this can habitat power be fully recovered,healthy and sustainable development of state power obtained,and solid foundation and ultimate source of power acquired.

Regional environmental management in administrative boundaries now are restricted by bad competition,lack of inner drive force ofenvironmental protection of local governments,absence of relevant interest subjects,and lack of long-run mechanism of regional environmental management,so it is important to coordinate relevant regions to rule by law.The legal basis of the principle of coordinate rule by law includes two aspects,e.g.the core connotation and the basic elements.The core connotations contain the three aspects of livelihood-orientation,orderly restriction of regional power,and the dynamic balance of regional interest.The basic elements cover essential elements and form elements.The former includes the supremacy of law,the coordination of law,reason,and sensibility,overall and responsible government,civil subject,and the shared governance of regional society.The latter includes coordinate legislation,coordinate reinforcement of law,authoritative regional judicial mechanism and multiple regional conciliation mechanism.

The construction of ecological civilization is the core idea for our Party to manage the state.However,due to government’s performance failure,also the advantages of NGO as the new emerging force to promote public participation,to reflect public interest,and to influence decision-making and innovative ecological management,now it is important to clear up the responsibilities of government and NGO respectively.It is advisable that the two should establish a synergistic relationship of leadership and supplement,of cooperation and mutual help,of being equal and supervisory to work together in the construction of ecologically-civilized and beautiful China.

Qinghai-Tibet Plateau is a region with frail natural environment.However,the Tibetan people there have formed a complete set of ecological view in their life and production and they have a harmonious relationship with the nature.The traditional Tibetan ecological view includes kind treatment to the nature,not killing living beings and being compassionate to them,and law of balance to emancipate all living beings.Meanwhile,primitive belief,Tibetan Buddhism,and laws and regulations of the past dynasties all have helped them to promote positive ecological view,thus the traditional Tibetan ecological view is constructed and inherited,including simple ideas,core ideas,and system guarantee.Of course,the systematic structure of traditional Tibetan ecological view now is facing challenge in the new era.

SinceChina’s reform and opening up,social classes,whether they are examined from the perspective of profession or from the perspective of social status,have been flowing frequently.From the perspective of profession,the flow is mainly from the public ownership to the non-public ownership and from the primary industry to the second and third industry.Some professions will shrink and even disappear,while some will expand continuously within certain periods in the future.From the perspective of social status,the flow is mainly within different classes or the same class,or in the form of flow of the entire class.Within certain periods in the future,the flow of the weak and middle classes will become the main trend,and the gap between the mighty class and the weak class will become larger and larger.

The structure and operation mode of the traditional organized crime groups has undergone great changes due to power penetration.The new type of organized crime groups,supported by “rightful power” and “legal enterprises”,is characterized by increasing “legal economy”,decreasing illegal “black economy”,and declining use of organized violence.However,the essence of the organized crime groups remains unchanged.On the contrary,with power penetration,these groups not only damage market and disturb the peace in a larger scale,but are encroaching on the body of state power,turning social security issue into state one.Therefore,academic circles should pay more attention to new empirical research in the field of criminology,taking power and property as the principal lines to deal with these phenomena.

Presently in our country,revenue,payment transfer,and social insurance are the major means of income distribution adjustment.However,new policies and measures can be used in practice.Since fortune production is the precondition to increase income,efforts should be paid to promote the low-income people’s ability to produce fortune.By providing education and training,giving support to employment and pioneering work,guaranteeing equal distribution,restricting public power as well as coordinating social insurance and finance and taxation adjustment,the low-income people may upgrade their fortune productivity and increase their income,and further effectively shorten the gap of income.

Political conformity inChina can find its historical source,therefore it is necessary to explore it in traditional society.It is found that traditional conformity,including that of economy,organization,culture,ideology,legal system,and administration,has realized considerable order.However,this solid,control-type of political order has run into modern dilemma in the late period.The deep reason is that the political conformity in traditional China is of authoritarian nature and stability –oriented,rather than of basic integration and development–oriented,so the dynasty and the society could not achieve substantial integration.That’s why China could not enter the modern world.

The theory of policy implementation has gone into the study of the third generation.However,it is still common that western theories are used to analyze the practice in China.Now a breach of socialist deliberative democracy is found to apply western theories to Chinese practice.It can improve the research method,enlarge research unit,and reveal the essence of policy implementation,and promote local government’s capacity in decision-making,training implementation object,developing scientific way of implementation,and form effective supervision over implementation.Of course,socialist deliberative democracy still needs to be perfected in such aspects as the system itself,the process of optimization,the form,and the training of democratic culture.With the improvements in these aspects,socialist deliberative democracy will surely do contribution to the upgrading of local government’s capacity of policy implementation.

Since 1990s,Chinese scholars have gradually explored the formation,change,characteristics and future development of Chinese people’s view on Japan.The views on Japan are classified into that of major statesmen in contemporary China,of Chinese Communist Party,of domestic media and intellectual circles,and of the general public.Explorations are also made into the media and cultural factors affecting Chinese people’s view on Japan,the necessity of mutual understanding,and new thoughts about Japan.It is concluded that in the future,cooperation from different departments is needed so as to achieve interdisciplinary conformation,and attention should be paid to innovations in study methods and study content.

As a new type of property,digital heritage has characteristics significantly different from other properties.Possessing the attributes of matter,property,and heritage,digital heritage requires the realization of inheritance.However,digital inheritance now is facing with the dual dilemma of law and reality.On the legal level,there are deficiencies in the property law to give definable affirmation to digital heritage;and in reality,the relationship between multiple rights and obligations relating to inheritance subject is complicated,and the various scopes of protection relating to inheritance object are hard to define,and the conflicts of interest in different trades are also hard to coordinate.So,revising inheritance law,or issuing judicial interpretation,or issuing cases as guideline should be the specific ways to realize digital inheritance.

Learning and imitation exist widely in social lives,and they form the basic driving force of behavior and cultural transmission.Social learning is thenecessity of social education,and almost all direct trial-and-error learning may be replaced by observing learning.As a kind of social learning,crime imitation is a normal cultural phenomenon,and crime spreading happens due to different example types and different intensity of learning motivation.Crime learning may be latent;individual gift,cognitive difference,different dimensions in crime-control learning and crime innovation all support the differential theory in crime learning.Since crime learning does exist,enough attention should be paid to crime spreading based on social learning.

There was a significant difference in inheritance effectfor the Mulao People in such domains as school,family,and society.The type,amount,and structure of capital,mastered by actors of cultural inheritance in different domains are different,so the mechanism of interest distribution may be unfair and constrained by the inherent custom in each domain.To break through the dilemma in Mulao cultural inheritance,emphasis should be paid to capital transformation from cultural resources to natural capital,economy capital,social capital,and symbolic capital,constructing a cultural reproduction mechanism which is productive,sustainable,and of public benefit.Importantly,the capital transformation should follow a legal logic which is in accordance with organizational system,social network,and the harmonious development of capital construction.

Marxinterpreted individual social activity as the common foundation of family,civil society and state in Critique of Hegel’s Philosophy of Right,and considered that the unity of the three forms was the basis of individual real life.In political alienation,political state and civil society had separated,making liberation merely in abstract political realm,while slavery and exploitation still retained in civil society.However,the source of political alienation arose from civil society,thus Marx’s focal point of early theory turned to the research of civil society,and the theory of labor alienation was proposed.So Marx’s early exploration was unfolded as “state and law→civil society→alienated labor”,which was reversely corresponding to the logical relations “productivity→ relations of production (economic basis)→superstructure” in historical materialism.

The regulations of American children’s TV began in the 1930s,and it has undergone three historical stages of regulation constructing,regulation loosening,and regulation reconstructing in the course of 80 years.The historical evolution is a kind of competing product between Keynes’s government interventionism and Adam Smith’s free market,between the incomplete U.S.government and the incomplete markets,between public interest and commercial interest.Many of children’s TV regulations look beautiful,but the result is not entirely as desired in the process of execution.Historically,if the commercial system of American TV has not changed,then the pulp and commercial content in children’s TV will not be improved thoroughly.In this regard,the mission of the American children’s TV regulation still has a long way to go.
