The distinction between moral and immoral values is made from within a particular morality,whereas the distinction between moral and non-moral values is made from a theoretical perspective beyond all particular moral perspectives.The trouble with indirect approaches toward the specific nature of moral values,such as linguistic,psychological,and sociological approach,finds itself in circularity,i.e.they all presuppose that people have already known what morality is.And the trouble with the direct Kantian approach,the intermingling of meta-ethics and normative ethics,is that it results in an idealized concept rather than a working concept which is inadequate to the varied and pluralistic reality of moral values.For moral values,universality is weaker than generality,but stronger than consistency.The principle of universality is far from universally valid.Moral values are not necessarily overriding but possibly have a relatively weak position in people’s value system.Moral valuation should go along a value continuum instead of a dichotomy of right and wrong and of good and bad.The criteria for moral choices in concrete contexts are not absolute but to some extent relative.

Stages of History is an important part in the theories of History.In the Philosophy of History Before Marxism,there are many kinds of theories about Stages of History,which compartmentalized the process of history by idealistic or political criteria.They often developed an abstract mode of stages before applying it to the substantial history.While Marx's theory of stages insisted on economic criterion based on materialistic views of history.Marx's ‘Theory of Three Social Forms' and ‘Theory of Five Social Forms' compensate each other as mature Stages,with a dialectic explanation of the relationship between unity and diversity in history.

The modernization theories belongs to an experienle science but not big miscellaneous;Its historical evowementsdo not mean that it is dated,too;To rethink the historical evolvements of modernization theories reasonablely,we can discover that social modernization is a natural history development process whose last trend is to change the whole world into an organism total with the wnities between differences and varieties;Therefore,the standpoint of culture determinism or simplicity emphasizing ewnomy drive or simply-mode,etc.are all unilateral,and the same time,the social modernization has its total more regulation that it will more and more get away from the influence of social unsciousness prejudice,it will change from the unilateral to alignment,from close to open,from the center of thing to the center of person,its movement track is not only a struight line but a parabola with an upper limit line.

The establishment of human culture depends on its system and therefore,in the discussion of the impact of human society on the source of water and soil,the balance control of its own will be dealt with first,which is decided by its structural features.The existing human culture in its essence is operated by two sets of laws ---the biological laws and social laws.In the operation of the same culture these two sets of laws can either closely linked or disjointed to a extent.While linked closely it displays its great vitality but in confusion it will show its degradation and produce its strong influence on the eco-system of the nature and the source of water and soil concerned as well,hence causing eco-crisis.The paper lays its stress on the double laws of cultural establishment and the mechanism of mutual controlling balance and how to display the supporting function of cultural stable continuity of the natural eco-system.In addition,counter-measure for the solution of eco-crisis is also put on agenda.
