Abstract: Both market-based measures and administration-based measures can be used to distribute the environment capacious resources,The nature of market economy is economy ruled by law.The distribution of the environment capacious resources by market-based measures (sub-division) should be done on the basis that the parties concerned are equal to express their intentions and reflect the value of law which gives precedence to efficiency and take account of justice.We should cultivate a free,competitive and orderly market of emission right by both comprehending the purpose,nature and premise of the trading of emission light completely and grasping the object and operating proceduces of it exactly.
