    The development of forest park tourism has both positive and negative effects on local economy,society,environment,and ecology.As significant instruments for tourism development and management,tourism carrying capacity analysis and tourism value assessment are important indicators to measure whether tourism economic benefit,social benefit and environmental benefit can maintain harmonious.Under sustainable development framework,it plays a vital role in operation and management of forest park by evaluating the value of forest park and environmental sustainability correctly,and is also a decision-making basis for the tourism resource exploitation and environmental protection in order to promote the sustainable development of forest park tourism.

    Low-carbon economy is the trend of two-oriented society for its economic development and industry adjustment.Under the background of saving-resources and environment-friendly,the tourist industry shall reconstruct its development pattern,with creation of low-carbon technology as the inner core,system creation as the guarantee,and energy-saving,ecology-keeping,environment-protection and lowering emission as the permanent goals.It need to reconstruct the elements and adjust tourism industry structure from ideology,technology,resources and brand.The tourist industry shall restrict its elements,adjust its structure,cultivate new growth points,and improve the whole industry and other industries as well to low carbonization and ecological transition.

    Developing tourism products in the historical and cultural districts can not only find the best fit point for the development and protection,but can also achieve the cultural,economic,and social value in a comprehensive way.Chengzheng Street in Xiangtan city has a long history,rich culture,and integrated preservation.Taking it as a case study,this paper explores the strategies in developing tourism products in the historical and cultural blocks.

    Since 1978,the major economic indicators of China’s tourism industry have increased rapidly,such as domestic tourism receipts,international tourism receipts,domestic travelers,visitor arrivals and visitor arrivals staying overnight.According to ARMA model,the economic crisis in 2008 will not change the long-term growth trend of China’s tourism industry,which will develop rapidly from 2011 to 2015,and the development perspective for the year 2020 may come true in the year 2015.

    The folklore resources are the characteristic and superior tourism resources in Xiangxi.The development of the folklore tourism resources must be distinctive,protective,participatory,cultural,market-oriented,vernacular,primitive and natural.This paper illustrates Xiangxi folklore tourism strategies form five aspects,emphasizing that the folklore resources must be developed and exploited systematically and harmoniously so as to speed up the economic development in Xiangxi.
