摘要：社会资源分配问题是人类永恒的主题。在科学发展观指引下，合理分配具有如下价值内蕴：社会基本经济权利平等分配，个人所享受的权利与责任、义务基本对应相等；价值生产、价值创造与价值分配之间的基本合理。为提高新时期我国政府干预社会分配的合理性、有效性及适度性，政府职责应主要在于：为市场初次分配创造公平制度环境；完善财税体系，灵活运用财税政策。

Abstract: The distribution of social sources is one of the most important problems in the history.According to the Scientific Development Theory,rational distribution means that the social basic rights are equally distributed,with the rights and obligations being basically equal,and that the basic rationality between the value distribution and the value creation should be realized.The government’s responsibilities should focus on these:providing good conditions in institutions,improving fiscal system and taking flexible fiscal measures,for promoting the government functions in the distribution.
