摘要：科技创新体制、知识产权公共政策等与我国技术创新体系的构建和完善、技术创新能力的提高之间具有十分密切的联系。为促进我国技术创新，适应技术创新的开展，我国需要完善科技创新体制，尤其是建立激发企业创新热情的科技管理体制，及构建和完善知识产权公共政策。

Abstract: Scientific innovation system and IPR public polices are closely correlated to the development and perfection of technological innovation system and the enhancement of the technological abilities.In order to promote the technological innovation and adapt to the development of technological innovation,we need to perfect its system;in particular we should set up the scientific and technological management system which can inspire the passion for business development.Moreover,we need to set up and improve the public policy for IPR.
