电力价格水平规制理论文献述评

摘要/Abstract

摘要：价格规制是经济性规制的重要内容，是电力市场化改革的关键，一直以来都是国内外学者研究的焦点。从传统的投资回报率规制到价格上限、收入上限、标尺竞争等激励性规制，电力价格水平规制理论在电力工业的发展过程中得到了不断完善，并被广泛地应用于世界各国的电力工业，这些理论也指导着我国电价改革的实践。然而，每种理论各有利弊，特别是无法抛开完全信息的假设，对信息不对称问题不能妥善处理，在对相关理论文献述评的基础上提出了今后的研究趋势。

Abstract: Price regulation is an important content of the economic regulation,is the key to the reform of electricity market,and has been the focus of research both home and abroad.From the rate of return regulation to incentive regulation such as price cap,revenue cap and yardstick regulation,the theory of regulating electricity price level has been continuously improved in the process of electric power industry and is widely used in countries all over the world.These theories also guide the practice of China’s electricity price reform.However,each theory has advantages and disadvantages.It especially cannot cast aside the assumption of perfect information,therefore it cannot handle the problem of information asymmetry properly.On the basis of literature review of related theories,we propose the trends of future research.
