摘要:人力资本具有与所有者不可分离性和流动性、能动性、时效性、社会性、竞争性的特征;当前高校人力资本的管理存在管理观念落后、人力资本缺乏有效的激励和约束、教师人力资本价值的贬值等问题;构建人力资本管理的新机制要树立“教师为本,人才第一”的人力资本开发与管理观念,要把培养、吸引、保持、管理等环节结合起,要制定合理的薪酬标准,综合运用多种激励手段,要建立有效的绩效评估系统。

Abstract: Human capital is characterized by fluidity,dynamic role,time-limits,sociality,and competitiveness. However,problems of human capital management such as backward management concept,lack of effective incitement and restriction,and devaluation of human capital of teachers are found to exist in colleges and universities. To construct a new mechanism to manage human capital,we should build up a concept to take teachers as a dominant factor and take talents into first consideration,connect the various sectors of training,alluring,maintaining,and managing,set up reasonable payment standard,and establish an effective evaluation system by utilizing comprehensive inciting means.
