容错纠错机制在基层的构建:现实困境与路径选择

The Fault-tolerant and Error-correcting Mechanism at the Grass-roots Level:Dilemma and Solution

摘要:构建容错纠错机制是新时代基层干部管理的必然要求。当前基层层面容错纠错机制的构建尚处在探索阶段,在思想认识、制度建设、机制运行、舆论应对等方面存在一定阻滞因素。在基层构建容错纠错机制的关键在于贯彻落实“党管干部”原则,进而通过人事奖惩导向以培育主动担当意识,通过上级主导建制以提高制度建设能力,通过上级直接介入以增强机制运行能力,通过上下层级联动以改善舆论应对能力。

关键词: 容错纠错机制, “党管干部”原则, 干部管理制度, 基层干部

Abstract: The construction of fault-tolerant and error-correcting mechanism is an inevitable requirement of grass-roots cadre management in the new era.Still in the exploratory stage presently,the construction of fault-tolerant and error-correcting mechanism at the grass-roots level is facing certain dilemma in ideological understanding,institutional construction,mechanism operation,response to public opinion and so on.The key to the solution of it is to place carders under Party supervision,to cultivate a sense of active responsibility through the orientation of personnel rewards and punishments,to improve institutional construction through superior leading,to enhance mechanism operation through direct superior intervention,and to improve the ability to deal with public opinion through the linkage between the upper and lower levels.
