    All alienation in industrial society begins with the separation of work and life,which leads to domain differentiation and human fragmentation.With the separation of social governance from the society to constitute a special field,the implementation of social control is omnipresent.This kind of control further accelerates the alienation of human beings and the alienation of the whole society.Alienation has many manifestations in form,and the specific reasons for alienation are various.Among them,the formalization and structure of society,the extensive intervention of technology and the model of human action are not only the performance of alienation but also the cause of alienation.In the process of the formation of the risk society,the alienation of human and the whole society is one of the main reasons.However,when human beings fall into the risk society,there are also signs of domain integration,and first of all,the integration of work and life.In this,we can see the return of human integrity,which is of positive significance to the cooperative action in the risk society.

    Social Insurance and Allied Services-Reported by William Beveridge,conveniently referred to as Beveridge Report,was published in Britain in 1942,in an attempt to overcome underemployment and poverty in British society.Deeply influenced by modern liberalism and Keynesianism,Beveridge Report is the objective requirement of the change of British social structure,trying to promote the realization of a welfare state in Britain.The report has an important impact on the welfare construction of countries and regions in Europe,America,and even Asia,Africa and Latin America.However,the report itself contains causality and circular argument between full employment and welfare supply,so that full employment is only a kind of utopia,and the problems of poverty and ignorance cannot be really solved.To overcome the myth of the Beveridge Report,we need to return to the social nature of a state,and explore the relationship between social insurance,social relief and poverty from the perspective of common prosperity.We should put the strategic goal of achieving full employment and getting rid of poverty under the strategic goal of common prosperity,promote the balanced development of education on the basis of universal education,and thoroughly solve the contradiction between full employment and welfare,and between economic development and poverty.

    Prescribing the fair analysis obligation of data processors in the form of legislation is a basic path to prevent algorithmic risks and promote algorithmic regulation.The setting of fair analysis obligation based on the concept of meta-regulation is not only a kind of procedural regulation,but also a kind of purposive regulation.This obligation requires the information processor to ensure that the analysis process is proper and that the analysis results are fair.Fair analysis obligation is broadly regulated in the legal system of personal information protection in China.According to the automated decision-making process,the fair analysis obligation can be classified into three categories:the obligation of care before analysis,the obligation to control during analysis,and the obligation to review after analysis.The normative orientation of the fair analysis obligation is to prevent algorithmic discrimination and treat individual citizens or data subjects fairly.Data processors that violate such obligations will bear administrative and civil liabilities,and the main way of accountability is to punish the phenomena of "big data price discrimination","information cocoons" and "social sorting".

    With the dual accountability of social ethics and technical ethics,the platforms' "big data price discrimination" is infringing upon the rights and interests of consumers through algorithms,which should be regulated.The Anti-monopoly Law,Consumer Protection Law,Price Law and other traditional laws have conceptual and institutional dilemmas in the regulation of "big data price discrimination".In view of the publicity of big data platforms and the uncertainty of the infringement object of "big data price discrimination",the regulation of it can be learned from the theory of public utilities,adopting supervision in advance.Transparent,reasonable and non-discriminatory pricing and marking obligations should be imposed on qualified platform subjects,and professional platform regulatory bodies should be established to ensure that the above obligations are fulfilled.

    Following the research context of developmental states,this paper takes the development of watermelon industry in L town as an example,and analyzes the logic and mechanism of the evolution of local developmental government behavior.In view of the deficiency that the existing research regards the local developmental government as the rational person who pursues maximum benefit,this paper puts forward a structural explanation perspective of the developmental government behavior.The study finds that before the agricultural taxes and fees were abolished,the government was actively involved in the development of watermelon industry.The government,village collective and farmers formed a closely related interest community,and the government's developmental behavior was embedded in the rural society.After the abolition of agricultural tax,the rural interest community was disintegrated,the macro policy and institutional environment were changed,and the rural grass-roots organization system was loosened.Consequently,this series of structural elements have contributed to the transformation of the role and behavior of local governments in the development of watermelon industry.At present,the local government is promoting a new industrial development policy with agricultural enterprises as the subject,which has put small farmers in a marginalized position;therefore it is not conducive to an organic connection between dispersed small farmers and modern agriculture.How to provide more secure basic public services for scattered small farmers and re-embed industrial development policies into grass-roots society will be the direction for rural revitalization and industrial development policy evolution in the future.

    The input of large amount of capital resources to villages in the rural construction provides an opportunity to reshape the village public politics.In practice,the input of a large number of capital resources,especially the independent use of public welfare funds by the village,combined with the establishment of the villagers' council,the board of supervisors and other organizations and the relevant system of deliberative supervisors,can fully express the demand for the supply of villagers'public goods,reflect the subjectivity of the village,and therefore activate villagers'autonomy.At the same time,the village rules and regulations established by the opportunity of resource input clearly define the rights and obligations of the villagers,and have the coercive force on the interests of the villagers,which can effectively overcome farmers' non-cooperation in the supply of public goods outside the remaining affairs of the rule of law.The distributive consultative democracy with the expression of the needs of public goods as the core enhances the enthusiasm of villagers to participate in democratic negotiation,while the practice of village rules and regulations based on interest regulation effectively shapes the civic consciousness and rural public rules with the balance of rights and obligations,and rebuilds the public politics of the village,so as to realize the good governance of the village society.

    Artificial intelligence, which leads and drives the development of disruptive technologies in the future world,has ideological attributes such as data hegemony,cultural soft power and value shaping.It is widely used in people's production,life and learning,and will inevitably lead to the decline of political leadership,the weakening of ideological cohesion,the loss of moral direction and the failure of legal regulationin the ideological field.We should be alert to technological fetishism and ideological risks under the control of capital logic,and strengthen the voice of mainstream ideology in the application of intelligent technology.Establishing a regulator for the dynamic balance between intelligent push and public responsibility,building a moral "moat" for artificial intelligence,and reinforcing law networkare inevitable measures to effectively deal with the ideological risks of artificial intelligence,demonstrate technological advantages, and ensure the healthy development of artificial intelligence technology.

    A sound accountability mechanism is not only an important means to eliminate responsibility avoidance at the grass-roots level,but also a key starting point to promote the modernization of the grass-roots governance system and governance capacity.However,the excessive "instrumentalization" of accountability in strengthening the accountability mechanism by local governments has caused grass-roots governments toeither avoid responsibility beforehand or passively avoid responsibility.The imbalance of government power and responsibility in grass-roots governance and the limited rationality of behavioral agents together give rise to the grass-roots responsibility avoidance,while informal relations,information asymmetry and consistency of interests provide a feasible space for it.Grass-roots responsibility avoidance and accountability are not in a one-way "problem-means"relationship.While accountability eliminates grass-roots responsibility avoidance,grass-roots responsibility avoidance can also promote the cognition of the value of the object behavior of accountability,the way of subject effectiveness assessment and the adjustment and optimization of the operating mechanism.It is necessary to optimize the top-level design of the accountability system according to the actual needs of governance,strengthen the internal communication in the implementation of accountability,face up to the limited rational characteristics of the governance subjects at the grass-roots level,and look for the key points of the balance between the two in the process of optimizing the accountability mechanism and evading responsibility avoidance at the grass-roots level.

    At present,"tour factor" has gone beyond "destination factor" and become the primary factor influencing self-driving tourists' preference of rural tourism destinations.Many factors contained in "tour experience" and "tour environment" have strong influence.In the "destination factor" "rural popularity" no longer plays a key role,while new factors such as "regional characteristics" "tourist density" begin to show a significant impact.In addition,new changes have taken place in the influence of various factors contained in "tourism motivation" "information stimulation" and "personal characteristics",and the influencing factors such as "recommendation of relatives and friends" exceed that of traditional media."Emotional needs","partner structure" and other factors also have an important impact on self-driving tourists' choice of rural tourism destinations.In the transition period from targeted poverty alleviation to rural revitalization,many villages in China can seize the development opportunity and time window to create rural tourism destinations that meet the preferences of self-driving tourists.

    Taking Shanghai and Shenzhen A-share listed companies with heavy pollution from 2010 to 2019 as research samples,this paper makes an empirical analysis on the green innovation effect of environmental information disclosure quality,and tests the intermediary role from the perspective of financing constraints and agency costs.The results show that there is a positive correlation between the quality of environmental information disclosure and the level of green innovation in heavily polluting enterprises.From the perspective of influence mechanism,financing constraints and agency costs play an intermediary role in the relationship between the quality of environmental information disclosure and green innovation.Specifically,the improvement of the quality of environmental information disclosure can effectively reduce the negative impact of financing constraints and agency costs on green innovation,thus it promotes green innovation.Further study finds that environmental information disclosure quality in promoting green innovation is only established in state-owned enterprises,large-scale enterprises and the eastern region,which provides empirical evidence to formulate environmental information disclosure policies,promote green innovation and the green transformation of enterprises.

    Rural construction not only depends on national resources,but also on effective homestead system.Based on the homestead system of rural construction,two different reform paths have been formed:opening homestead circulation and strengthening public governance.From the practicein the vast central and western regions,with clear land scale and boundary,the focus of rural construction is the re-layout of village space,involving village planning and effective implementation.Although it faces the dilemma of grass-roots homestead governance,it is applicable for public governance.Taking the opportunity of the reform of homestead system,we have activated county-township-village governance,and formed an effective homestead governance system from three aspects:property right reconstruction,dual co-governance and system regulation.On this basis,the construction of rural grass-roots villages has achieved remarkable results,forming a characteristic rural construction model of "planning first,village community being the subject,and resources going to the countryside",achieving the goal of rural construction at low cost and with high efficiency.

    Homestead resources in traditional rural areas are extensively utilized,so they are in great need of potential governance.However,on the other hand,the amount of industrial and commercial land in traditional agricultural areas is insufficient,and the supply of new construction land is limited,which cannot meet the needs of rural industrial revitalization and village development.Due to the rapid urbanization in traditional agricultural areas,the demand for urban construction land is strong,but the protection of cultivated land is bound to strictly control the supply of construction land,which forms the dilemma of the extensive utilization of rural homestead resources and the shortage of urban and rural construction land,making homestead management a realistic choice to break through the dilemma.There is a large demand for funds for homestead governance,but the differentiation of villages and farmers leads to different governance demands,causing difficulties to protect farmers' rights and interests.The essence of homestead governance is the allocation of resources,but the property value of traditional rural homestead is weak and the market value is not obvious,so it is difficult to solve the problem of homestead governance in a market-led way.Based on this,we should combine homestead governance with rural construction and improve farmers' welfare,and make full use of the advantage of government overall planning.Led by the government,we should actively guide the farmers to participate in homestead governance.By improving the policy of linking increase and subtraction,we can break through the regional boundaries of homestead transactions and values,provide funds for homestead governance,and promote homestead governance.

    China has embarked on a new modern journey towards common prosperity,it is still essential that the low-income groups stably increase their income.Support to the low-income groups is an important way to promote common prosperity,but the diversity of support models,the persistence of support duration and the intensity of support are a process of complex interest game,which asymmetrically affect the income of the low-income groups.The empirical study shows that the complex interest game induced by the diversity of support models leads to excessive diversity of support models.It reduces the effects scale economy,increases the rent-seeking opportunities,damages the potential income growth,and reduces the income of the low-income groups.Support duration generates adverse selection of support policies as well as moral hazard,stimulating the low-income groups to "wait for" supportand encouraging social "elite capture" to reduce the income of the low-income groups.In addition,support intensity increases the income of low-income groups with low elasticity,and its efficiency needs to be further improved.It is suggested that policies should be formulated to deal with the problems of excessive diversification of support models,inaccuracy support duration and imbalance of support investment,with emphasis on implementing support models such as government payment of new rural cooperative medical care,new rural insurance,industrial assistance,cultivated land protection subsidies and livelihood subsidies,so as effectively promote the smooth implementation of rural vitalization.

    With the methods of literature analysis and rooted coding,this paper analyzes the understanding of "poverty culture" by different subjects.It is found that some studies use the theory of "poverty culture" to explain the cultural representation of economically or educationally underdeveloped areas.This makes "poverty culture",constructed by western discourse,distorted in domestic academic discourse."Poverty culture" is gradually constructed as the collective cultural representation in the poverty-stricken areas,that is,the collective representation of the "poverty culture" is regional,and it is tended to believe that this cultural characteristic is popular in the late-developed areas.On the other hand,the public's understanding of "poverty culture" tends to be individual representation,that is,the individual representation of "poverty culture" is mainly focused on personal characteristics,and it is believed that "poverty culture" is caused by weak individual subjective consciousness or lack of ability.At the same time,the convergence of the cognition of "poverty culture" between the academic circles and the public also shows that the way of value evaluation with the order relationship of development has gradually passed the influence of discourse power,pushing "poverty culture" as a regional cultural representation to the field of public cognition,and making people in the late-developed areas become the reference object of "poverty culture" and difficult to get rid of ideological poverty.Therefore,it is necessary for academic discourse to further clarify and enrich the basic connotation and representation of "poverty culture" on the basis of understanding the cultural traditions of different regions,so as to construct a benign relationship between the coordinated development of economy and culture in the late-developed areas.

    Academic culture is deeply rooted in discipline governance,the two having value integration with each other.Based on the triple attributes of material,rule and value of academic culture,discipline governance is closely related to academic culture,that is,knowledge is the intermediary between material culture and academic individual,and the collective stipulation of rules forms the academic group,and the value meaning of culture constructs the ideal of discipline governance.However,in the current discipline governance,there are still some representations of academic culture failure,such as the utilitarian orientation with the supremacy of material culture,the prescriptive orientation with the supremacy of collective culture,and the idealization orientation with the supremacy of value culture.On the premise of clarifying the common meaning of academic culture and following the inherent law of academic culture,discipline governance needs to respect the material and cultural basis,improve the scientific and pluralistic discipline governance system,balance the conflict of collective culture,establish a discipline governance model of organizational coordination,and reshape the ideal of value culture,so as to build an open and inclusive discipline innovation ecology and then realize the modern development of discipline governance.
