From Poverty Eradication to Common Prosperity:80 Years of Beveridge Report

Abstract: Social Insurance and Allied Services-Reported by William Beveridge,conveniently referred to as Beveridge Report,was published in Britain in 1942,in an attempt to overcome underemployment and poverty in British society.Deeply influenced by modern liberalism and Keynesianism,Beveridge Report is the objective requirement of the change of British social structure,trying to promote the realization of a welfare state in Britain.The report has an important impact on the welfare construction of countries and regions in Europe,America,and even Asia,Africa and Latin America.However,the report itself contains causality and circular argument between full employment and welfare supply,so that full employment is only a kind of utopia,and the problems of poverty and ignorance cannot be really solved.To overcome the myth of the Beveridge Report,we need to return to the social nature of a state,and explore the relationship between social insurance,social relief and poverty from the perspective of common prosperity.We should put the strategic goal of achieving full employment and getting rid of poverty under the strategic goal of common prosperity,promote the balanced development of education on the basis of universal education,and thoroughly solve the contradiction between full employment and welfare,and between economic development and poverty.
