Abstract: The input of large amount of capital resources to villages in the rural construction provides an opportunity to reshape the village public politics.In practice,the input of a large number of capital resources,especially the independent use of public welfare funds by the village,combined with the establishment of the villagers' council,the board of supervisors and other organizations and the relevant system of deliberative supervisors,can fully express the demand for the supply of villagers'public goods,reflect the subjectivity of the village,and therefore activate villagers'autonomy.At the same time,the village rules and regulations established by the opportunity of resource input clearly define the rights and obligations of the villagers,and have the coercive force on the interests of the villagers,which can effectively overcome farmers' non-cooperation in the supply of public goods outside the remaining affairs of the rule of law.The distributive consultative democracy with the expression of the needs of public goods as the core enhances the enthusiasm of villagers to participate in democratic negotiation,while the practice of village rules and regulations based on interest regulation effectively shapes the civic consciousness and rural public rules with the balance of rights and obligations,and rebuilds the public politics of the village,so as to realize the good governance of the village society.
