Abstract: The environmental health risk in modern risk society is highly uncertain and life cycle,which aggravates the destructiveness of environmental health crisis.The current assessment-based environmental health risk governance model focuses on risk prevention,which lacks macro-control of the whole life cycle of environmental health risks,and is difficult to fully guarantee the governance effectiveness.In view of the life cycle and volcanic structure of environmental health risks,the governance model should be adjusted dynamically according to the reality of the risks.In order to realize the dynamic balance between economic development,environmental protection and public health,a dynamic governance model of the whole life cycle of risk should be established based on risk culture,competent risk governance participants and flexible risk communication mechanism.
