Kerry Brown is a world-renowned expert on China.In January 2019,he talked about his understanding to the culture of the Communist Party of China and the Chinese story.He advocated that the understanding to the culture of the Communist Party of China and the Chinese story and the analysis on Chinese politics and global order should be based on the history of the Communist Party of China and traditional Chinese culture.The strength of the Communist Party of China is rooted in the great process of reform and opening up.A successful Chinese story is a story of the future with a positive vision,a story of a belief group,and a story of moral justice.Only by taking root in Chinese history and culture can we understand and solve the problem of "illusion conflict" between China and the West.

Green development is a new model of development,essentially a model of sustainable development.It is a circular development from the perspective of manifestation,a green development from the perspective of driving force,a proliferative development from the perspective of path,and it is to promote the overall development of human beings in terms of its goal.Green development is continuous and phased in time,permeable and uneven in space,nonlinear and spiraling in direction,value proliferative to coordinate man and land in orientation,and technically inheritable and striding.It aims to solve the problem of all-round development of human beings ultimately,although the choice of policy tools may change its development path.Green development has three dimensions:state,speed and efficiency.It requires sustainable development in state,ecological cycle in speed,and low carbon and high efficiency in efficiency.The current green development in China not only significant regional differences,but also a structural curing trend.More importantly,the role of policy tools such as the establishment of demonstration zones for the construction of ecological civilization in promoting green development has not yet emerged.In the future,China's green development should start from two aspects:efficiency improvement and technological innovation.

Network value is a relatively stable viewpoint,psychological and behavioral pattern formed by cyber citizens based on their own needs in the process of creating and enjoying network value.As a new form of values,the formation of college students' network values has its inevitable mechanism:the digital survival of college students creates the realistic inevitability of the generation of network values;the infiltration of the existing multi-cultural value system into the virtual space provides nourishment for the emergence of network values;and college students' self-awareness and the need for information acquisition,social networking and personality freedom as the main body of the network are the internal driving force for the formation of network values.Proper grasping and applying of this mechanism is the precondition for universities to implement the fundamental goal of "building morality and cultivating people".

The cultivation and practice of core value is reflected in all aspects of life,and most importantly in the behavior of ordinary people.Etiquette,as a customized code of conduct and norm in people's long-term life practice,contains politeness and etiquette.It is an important "medium" for interpersonal interaction and emotional establishment in modern society.Everyone in socialist countries should consciously eliminate behavior paradigms that do not conform to core values,embody honesty and friendliness in personal interaction and equality and freedom in social interaction,so as to finally form a harmonious coexistence of civilization at the national level.Therefore,on the basis of inheriting excellent traditions and absorbing the achievements of modern civilization,the construction of modern etiquette should form three levels of etiquette content: personal etiquette,social etiquette culture and national etiquette,and establish corresponding social mechanism to design,produce and promote modern etiquette system.

To promote the development of the New Economic Geography (NEG) theory,we should not only modify the assumptions according to the logical perfection of the theoretical requirements,but also,more importantly,modify the assumptions according to what occurs in the real spatial economic world.Therefore,this paper breaks through the limitation of one factor mobility hypothesis in the NEG literature and it holds that entrepreneurs and workers can migrate between regions,and workers can also flow freely between industries.Thus,compared with the classically analytically solvable model -the Footloose-Entrepreneur model,we develop a new analytically solvable core-periphery model,which enriches the research conclusions.The innovative viewpoints are summarized as follows:There are three kinds of relationships for the level comparison of break point and sustain point.With the change of freeness of trade,the stable equilibrium of industrial spatial patterns are not always to be the bang-bang equilibrium,and the stable interior asymmetric outcomes also exist,even more,the coexistence of stable interior asymmetric and core-periphery outcomes is possible too,not just only the overlap of stable symmetric outcome and core-periphery outcomes.With the increase of trade freedom and the expenditure share on industrial goods,and the decrease of substitution elasticity between industrial goods,the stable equilibrium will be transformed from symmetric spreading to asymmetric spreading across the two regions.Once the "black hole condition" is satisfied,the local stability would be the interior asymmetric or the core-periphery outcomes,and not just only the core-periphery outcomes.

Based on the panel data of 31 provinces in China over the period of 2000—2016，using DIF-GMM,this paper analyzes the impact of population aging and health investment on economic growth.It is found that health investment (including government and individuals) has a significantly promoting effect on economic growth,while population aging has a significantly negative impact on China's economic growth.Whether it is to increase government or personal health investment,it can effectively weaken the negative economic impact of population aging,but the role of health investment in promoting economic growth will also be weakened with the deepening of population aging.Therefore,we should continue to increase government financial investment in the field of health security,improve the health service system and health security system for the elderly,and encourage and guide individuals to attach importance to health investment in order to achieve a dual balance between economic growth and healthy aging.

The integration of industry and education,the cooperation between colleges and enterprises and the combination of work and study are the soul of vocationaleducation,and also the major concern of national vocational education policy.However,at present,the policy of integration of production and education based on the concept of cost compensation has some practical difficulties in the process of implementation,such as weak pertinence,poor timeliness,and imperfect policy system and so on.The policy dilemma of the integration of industry and education stems from the confusion of the policy set formed by the combination of two-dimensional elements of "policy attention" and "production complexity".While paying attention to the actual demand of industrial upgrading for technological progress,we should promote the optimal coordination and move towards optimization in the running-in period so as to achieve the best effect of the policy.At the same time,we should also correct and standardize the various kinds of policy,making them harmoniously matched so as to promote the integration of industry and education in China's vocational education in breadth,depth and accuracy.

The decentralized administration mode based on administrative district of local governments has led to weak enforcement of environmental policies and dilemmas in implementation.Seeking effective ways to improve environmental policy enforcement is a powerful weapon to solve environmental pollution problems and win the battle against pollution.As a new type of governance model,cross-domain governance has a strong applicability to improving the enforcement of local government environmental policies.The weak implementation of local government environmental policies is manifested in the following ways:the executive body is caught in conflict and difficult to extricate;the cross-border environment problems are hard to manage;and regional linkage mechanism is difficult to coordinate and the public affairs cross-domain are difficult to cooperate.So,we should encourage multi-party participation,strengthen implementation mechanisms,improve cooperation mechanisms,and cultivate administrative culture to enhance the enforcement of environmental policies to overcome the dilemmas of local government environmental policy implementation.

Theories on risk society amplification framework,social representation have become the mainstream in the study of social risk perception.However,the influence path of risk perception on behavior choice is still a mystery.This study,based on the above theory and through the data analysis of "2017 Urbanization and New Immigrants Survey",builds a multidimensional model of the path of environmental risk perception on the behavior choice,finding that risk perception has different effects on the use of new media,community environmentalefficacy,social participation and political participation.At the same time,these four variables also affect the public choice of environmental behavior.In the path of the influence of environmental risk perception on behavior choice,the use of new media,the sense of environmental efficacy and political participation have played different mediating effects,enlarging or narrowing the effects respectively.Therefore,through effective integration with new media,the government can enhance the public's political participation,and improve their satisfaction with the environment which can guide the public to judge rationally and act responsibly in the evironment.

Rural ethic construction,as one part of the governance of rural public affairs,is not only affected by the action logic of the state,the local government,the villageParty branch committee,village committee,and the farmers,but is also restricted by the existing "power-interest-norm" network in the rural areas.The former is a hierarchical logic dominated from top to bottom,and the later constitutes the negotiation logic of horizontal equal interaction.The game of the two kinds of logic restricts the final effect of the rural ethic construction.From the current practice,the dominant vertical and hierarchical logic cannot fully fit with the rural horizontal logic,which causes difficulties in rural ethic construction.The decline of public life brought about by the individualization of rural society has further worsened rural ethic construction.In order to promote rural ethic construction,we should take the reconstruction of rural public life and the cultivation of benign social capital as the key content,and adopt the two-way path of combining hierarchical top-down with horizontal equal interaction.

The innovation of local governance in the new era is an important part in promoting the modernization of local governance system and governance capacity.Under the framework of facilitation and viability,this paper studies the mechanism of the ups and downs of local governance innovation.It was concluded that the innovation strategy which aimed at political performance and was not in line with the regional factors distorts innovation system and weakens social viability,leading to a vicious circle and decline of innovation.On the contrary,the people-oriented innovation strategy could produce new rules and new systems,enhance the ability of society to grow on its own,and promote the benign circle and continuous innovation of local governance.The grassroots governance innovation in the future should comply with regional factors and development goals.In doing so,we should build an effective innovation system,improve the viability of society and create benign innovation ecology.

The Different Allocation of Government Attention to the Shaping of Public Policy:Taking China's Fertility Policy as an Example

Starting from the matching relationship between the focus of government attention allocation and the evolution characteristics of public policy,it is identified that under the action of continuous,shifting,fluctuating and supportive government attention,the policy process presents four patterns -policy balance,discontinuity,fragmentation and iteration.At the same time,taking China's fertility policy as an example,this paper studies the matching relationship between the government attention and China's fertility policy.It is found that the switching relationship among the four policy patterns accords with the spiral law from policy discontinuity to re-equilibrium,and the allocation of government attention is easy to evolve into a screening mechanism for policy issues,thus the phenomenon of "signal filtering" and "information exclusion" is produced;the inherent idea and the relatively stable policy framework strengthen the bluntness of the shift of attention,and the policy equilibrium is kept constant;the policy elite is guiding the government's vision,which is not separated from the scope of the initiative,playing a key role in promoting the transformation of policy patterns instead of an indirect role in the formation of policies.The study attempts to clarify the matching relationship between differentiated allocation of government attention and public policy patterns,and themechanism of the dynamic adjustment of government attention resources on policy practice,which is of positive significance to understand the formation and evolution process of public policy patterns.

Citizens' social participation and their corresponding rights and obligations are important components of a democratic system.Under the background of We-media is very developed,the powerful technology and rich information of We-media have produced an "empowerment" effect on their users,that is,it not only expands the scope and breadth of citizen participation,but also promotes the level of citizen participation as well.However,this kind of "technological empowerment" has caused certain negative effects,which are mainly manifested in the contradiction and separation between the qualification of participation rights and the behavior of rights.These contradictions need to be reflected under the framework of the Constitution and law.While recognizing the democratic value of citizens' participation right,we should define and standardize the freedom of speech on the Internet and strengthen the guidance of We-media power,increasing the way of citizens' social participation and realizing the virtuous circle of promotion of citizens' participation right and the purification of network environment.
