Abstract: The decentralized administration mode based on administrative district of local governments has led to weak enforcement of environmental policies and dilemmas in implementation.Seeking effective ways to improve environmental policy enforcement is a powerful weapon to solve environmental pollution problems and win the battle against pollution.As a new type of governance model,cross-domain governance has a strong applicability to improving the enforcement of local government environmental policies.The weak implementation of local government environmental policies is manifested in the following ways:the executive body is caught in conflict and difficult to extricate;the cross-border environment problems are hard to manage;and regional linkage mechanism is difficult to coordinate and the public affairs cross-domain are difficult to cooperate.So,we should encourage multi-party participation,strengthen implementation mechanisms,improve cooperation mechanisms,and cultivate administrative culture to enhance the enforcement of environmental policies to overcome the dilemmas of local government environmental policy implementation.
