Abstract: Strengthening the construction of an international discourse system is a strategic task proposed by the Central Committee of the Communist Party of China based on the "overall balance between domestic and international situations" facing China today.In the new era,building a more comprehensive and effective international discourse system has become an objective necessity for enhancing the country's cultural soft power,responding to crises and global changes,and promoting the progress of human civilization.Although significant achievements have been made in the development of China's international discourse,challenges remain,including a lack of innovation in content,limited capacity for cross-cultural communication,and insufficient international outreach.These shortcomings not only fail to match China's growing economic strength but also hinder its ability to make greater contributions to global development.To address this situation,it is essential to focus on the core issues of "what to communicate","how to communicate","who is to communicate," and "through what channels to communicate".Efforts should be continuously directed toward enriching discourse content,refining modes of expression,cultivating diverse communicative actors,and expanding dissemination channels.By doing so,China can optimize its international discourse system and significantly enhance the effectiveness of its global communication.
