Abstract: The essence of state governance is to govern the country with state power,and the primary measure of the modernization of state governance system is embodied in the legalization of state power operation.The legalization of state power operation is not only the inevitable logic of thought of rule of law,but also an urgent and realistic demand for the systematic modernization of state power operation.As a systems engineering,the legalization of the state power operation includes the legalization of power configuration,of the process of power operation,of power supervision,and of power support.It not only depends on the institutional mechanism,but also on the legal awareness and political and cultural reforms of the society.Therefore,the value orientation giving equal attention to morality and law,institutional mechanism of governing by law,normalized mechanism of power restriction,and multiple-dimensioned mechanism of power supervision,are essential to promote the legalization of state power operation.
