Abstract: Whether  or  not  practical  concept  controlling  people   to  transform  actually  nature  and  society  is  decided  by  whether  or  not  the  grounds  to  build  practical  concept  of  people  are  correct  or  have  truth .The  grounds  are just whether  or  not  people’s knowledge  of  nature  and  society  is  correct.The  more  correct  and  true   people’s knowledge  is,the  more  scientific  and  rational  the  practical  concept  built  on  the  grounds  is. But  this  more  important  field  of  people’s social  activities  is  covered  by  habitual  thinking  of  philosophy  with  the  course  of   people’s knowing  activities  and  then  the  describing  practical  cnocept formed  in  the  course  of  people  knowing  social  practical  activities  is equated  to  the  practical  concept  which  actually  controls  people’s social  activites.For  this  reason,it  leads  to  the  fact  that    building  scientific  practical  concept  is  neglected  by  people  in  real  social  life.and  then  people  pay  a  lot  of  unnecessary  cost  in  the  course  of  transforming  nature  and  society.Conscientiously  revealing  the  course  of  building  practical  concept  and  realizing  already  become  a  necessary  requirement  for  the  continual  development  of  contemporary  society.
