Considering the negative externality of environmental pollution,the government needs to control it by means of social regulation such as environmental policy.Since 1973,the state and various ministries and commissions have promulgated more than 3,000 environmental policies to comprehensively promote environmental governance and improve the quality of China's environment,excluding those promulgated at the provincial and municipal level.The research methods of co-word and cluster analysis can show the change of policy focus and reflect the logic ofchange of China's environmental policy.It is found that the changes of China's environmental policy have gone through five stages of "initiation","adjustment","strategic development","deepening" and "stability and maturity",which shows that China's environmental pollution control capacity,especially the air pollution control capacity,is increasingly improving.The environmental policies follow an evolution rule in which the ecological protection policy becomes the policy hot spot in a specific time;the environmental impact assessment system and the environmental protection standard system are increasingly improved,which has an important enlightenment to the making and implementation of the future policies of ecological environment.

Currently,China's economic development is facing a severe bottleneck of resource and environmental constraints.It has been an important issue for academic circles and policy makers to achieve sustainable economic development relying on the upgrading of industrial structure.So,from the viewpoint of fiscal decentralization and promotion incentive,this paper tests the influence of environmental regulations on upgrading industrial structure using panel data from 31 provinces,municipalities and autonomous regions from 2000 to 2015 and spatial Dobbin metrological model.The results of this essay are as follows:(1) Separately,environmental regulations can significantly promote the upgrading of regional industrial structure;(2) Under the background of fiscal decentralization,the vertical imbalance of finance and the self-interest behavior of local officials,the environmental governance policies are deficient,which goes against the upgrading of regional industrial structure;(3) Under the promotion incentive mechanism of only considering GDP,the enforcement of environmental regulation will be incomplete,which will restrain the upgrading of regional industrial structure;(4) Regionally,the environmental regulations in the east,central and west China can significantly promote the upgrading of regional industrial structure.Moreover,the regulating effects of financial decentralization and promotion incentive of officials in the east,central and west China also present opposite characteristics.

Consumers' purchase decision is the process of collision between intuition thinking and rational thinking.People will buy domestic products out of national centralism emotion,but they will also rationally involve in a product and then make decisions.Based on the related theories of consumer ethnocentrism and product involvement,this paper gains data by questionnaires.Through statistical analysis,the conclusion is that the influence of the consumer ethnocentrism on the purchase intention of domestic products is significantly positive.However,the influence of different dimensions of ethnocentrism on the purchase intention of domestic products varies.And the degree of product involvement negatively moderates the relationship between consumer ethnocentrism and the purchase intention of domestic products.Suggestions are given at the end:in the process of national brand strategy implementation and enterprise management practice,not only the quality competitive advantage of "Made in China" should be fostered,but also the "reflexiveness" of Chinese consumers should be skillfully used so as to effectively improve the consumer's willingness to purchase domestic products.

Based on "structure-action" analysis framework,dpanel data model,take Ningbo City as an example,this paper studies the homestead exit mechanism to make an empirical.The results show that:(1) from 2000 to 2015,the scale and exit potential of Ningbo homestead increased continuously,and the evolution process of exit potential was characterized by strong negative decoupling model；(2) the transfer of population and labor force and the protection of cultivated land are the main mechanisms to drive the exit of homestead.Although farmers' personal housing construction is limited,the growth of farmers' income has promoted the continuous expansion of homestead scale；(3) the lack of homestead exit mechanism is mainly manifested in the imperfection of the formal system and the inefficiency of the governance system.The research shows that:the design of land property right system in accordance with the land market mechanism,the construction of multi-agent coordinated exit mode and the guidance of spatial planning are the direction to perfect the homestead exit mechanism.

Public service is a hot topic in the whole world.In the period of profound adjustment on China's economic structure,social structure and interest structure,taking public service as protecting the base line of people's livelihood,which is not only an important way to promoting shareable development and social harmony，but also a basic support to responding public needs and civil rights.As an important issue related to national development and social solidarity,public service in contemporary China must be give theoretical provision,demonstrate its occurrence logic,legitimacy and rationality.Therefore,it is necessary to go back to the cultural tradition,institutional environment and realistic situation,comb the generation background of public service issues，interpret the generation logic of public service concepts，construct a conceptual framework oriented to policy issues,thus,reasonably guide public expectations and plan the course of action.

The era has endowed higher education with a new mission and a sense of responsibility for innovation-driven development.Under the background of the new era,the implication of higher education innovation-driven development is manifested in three aspects:focusing on science and technology innovation education,on innovative social culture,and on serving the transformation of principal social contradictions.Its content covers the cultivation of independent innovative ability,of innovative university culture,of innovative teaching staff and of innovative talents,etc.To ensure the realization of the mission of innovation-driven development of higher education in the new era,we should not only rely on the innovation of science and technology to promote the cultivation of higher education's independent innovative ability,but also emphasize the cultural innovation of higher education,guided by the task standard in the new era.At the same time,attention should be paid to the construction of teaching staff lead by innovative drive,cultivating innovative talents in higher education based on the idea of intellectual creation.

It is difficult to establish a development model of higher vocational education in China.The main problems are that the separation between production and education is prominent,enterprises lack the consciousness of subject,and the interest mechanism of integration of production and education has not been formed yet.The "double subjects" of school-enterprise is the fundamental way to promote the reform of higher vocational education model and realize the integration of production and education,which requires the school to take the initiative,the government to promote the implementation,the industry to actively fulfill its responsibilities,and the enterprise to enhance awareness and so on.It is suggested that the implementation of modern apprenticeship should be taken as a breakthrough in the reform of teaching mode,and the combination of scientific research and social service function should be taken as the main point of the reform of school running.Thus,we can jointly promote the realization of the "double subjects" model of schools and enterprises.

Dewey opposed the dogmatic and rigid practice of deviating from experience in the choice of moral behavior,and put forward the concept of "moral imagination",which is the ability to make what is not present into being and to feel "what it is" from "what can be".Moral behavior cannot be separated from imagination,careful thinking,choice and other moral imagination,with the main purpose to understand the significance of immediate action and strive to increase the significance of immediate action,and to make moral behavior a dynamic and creative art.

From the perspective of the existence of subject,object and the relationship between them,the common value is an objective and real existence,which has its philosophical basis,though it is different from the value consensus.From the perspective of the generative theory,the process of economic globalization is the profound realistic basis for the formation of human common value while the common interests of all human beings are the main conditions and solid foundations for its formation.The symbiotic culture is the cultural source for the formation of common values.Having its distinct spiritual qualities,being open,inclusive,co-constructive,sharing,and win-win,the common value is not only objective,really tangible and accessible but also historical,relative,dynamic,and developing.The study of common value has great theoretical and practical significance and should be highly valued.

Freedom of speech can facilitate the formation and sharing of knowledge and truth to open up the wisdom of the people,regulate and restrain political power to ensure the sound democracy,promote and improve the system of mutual trust to reduce the cost of social operation,and cultivate and develop integrity and sound civic personality to achieve positive self-realization.While affirming the value and significance of it,we must also consider the boundaries and limits of freedom of speech.Emphasizing freedom of speech does not mean the withdrawal or absence of the state and the government,but means that the subject of speech has a rational and responsible attitude and ability.We should magnify freedom of speech to the life community formed by harmonious interaction between self and others,and regard the life community we live in as the background and situation of our own speech expression,so as to reach the modern discourse politics without violence.

The publicity of the social organization refers to the good behaviors and ideas of the social organizations in the process of maintaining the interests of the members of the organizations and participating in public governance.Through the investigation of public growth course of H Studio in H City,two mechanisms of public growth of present Chinese grass-roots social organizations,namely political construction and social autonomy,are extracted.In each stage of the germination,growth and maturity of social organizations,political power promotes the publicity of social organizations as the paternalist,the enforcer and supporter,with many faces and multiple governing logics.Social organizations,on the other hand,will adopt multiple autonomous action strategies,such as dependence,cooperation and game,to expand their own publicity.However,the publicity of social organizations,which results from the mutual coupling of political construction and social autonomy,also has its disadvantages,such as the imperfection,duality and finiteness of the publicity of social organizations and the predicament of public reproduction brought by the involution of the development.

People often regard the handicraft intangible cultural heritage as something with fixed meanings and ignore the dynamic process of its own meaning change,which leads to the controversy about the cultural authenticity in the productive protection.Meaning conversion is inevitable in the process of inheritance,protection and development of intangible cultural heritage.By investigating the dynamic process of meaning conversion of woodcut New Year pictures and the phenomenon of "confusion of meaning",this paper probes into meaning reconstruction in productive protection,holding that only by constructing a good cultural and ecological environment,and by reconstructing the whole new meaning shared by the producers,consumers and elite intellectuals,can the true beauty and significance of theintangible cultural heritage be appreciated.

The hybridity of post-war Okinawa culture is not simply an addition of the American culture and Japanese culture on the basis of local culture,but rather a cultural reorganization in the conflicts of multiple cultures,thus forming a new hybrid culture.Meanwhile,during this process the Okinawan nation also experienced the growth and transformation from "confusion" to "expression",and then to "awakening" on the stage of history.The hybridity of post-war Okinawa culture in literature is not only the reproduction of Okinawa's growth and transformation,but the self-identification and ethnic- identification of the Okinawan writers in historical changes.

ZHANG Xinmin. Daily Life and Imperial Politics in Rural Areas:Reflections on the Collation and Research of Qingshuijiang Documents[J]. Journal of Jishou University（Social Sciences）, doi: 10.13438/j.cnki.jdxb.2019.02.015.

The increasing compilation and publication of Qingshuijiang documents indicates that there is a thorough improvement of environment of historical documents in regional studies.Summarizing the value of these historical documents,we may find their five characteristics of being informative,being integrative,being folk,having clear sources,and being ethnic.Fully utilizing Qingshuijing documents,we can reveal the long-sheltered space of civil society,restore the daily life of the people,and understand the details of the changes in society,economy and culture after Miao frontiers were cultivated.And we can also recognize the complex interaction between dynasty state and local society,and respond to western scholars'challenge of colonial narrative discourse.Furthermore,by studying the ups and downs in the regional society,we can see the importance of constructing frontier system,grasp the political strategy of colonization development of imperial empire,and promote the mutual complement between macro and micro views in regional studies.

Hanyu Da Zidian（the Great Chinese Dictionary） is the largest high-level dictionary at present,which has a wide range of influence.Unearthed bamboo and silk scripts are materials that should be fully utilized in compiling any large-scale Chinese dictionaries.According to the comprehensive statistics,there are 432 entries of silk and bamboo script illustrations in the second edition of Hanyu Da Zidian.Through checking,we find that there are 162 entries with interpretation problems,accounting for 37.5% of the total entries.These interpretation errors include 141 scribe errors,4 paraphrases errors,10 segmentation errors and 9 missing word errors in the examples of illustration.In addition,there are other related problems.The first is that the second edition does not correct the interpretation errors of the first edition,and even creates new errors;the second is that the list of main citations does not correctly reflect the situation of the cited bamboo and silk scripts;and the third is that the use of the bamboo and silk scripts is very inadequate.

WANG Yunhua. Eco-agriculture and the Path of Rural Revitalization under the Endogenous and Exogenous Circulatory System：from the Perspective of Ecology and Economy[J]. Journal of Jishou University(Social Sciences Edition), doi: 10.13438/j.cnki.jdxb.2019.02.017.

The rural revitalization strategy proposed in the report of the 19th CPC National Congress is an important measure to solve the imbalance of urban and rural development and the uncoordinated regional development in China.In the multi-path of rural rejuvenation,"eco-agriculture" and "eco-agriculture +" together form an endogenous and exogenous twin circulatory system.The main part of eco-agriculture is the main path,and "eco-agriculture +",that is,the additional industrial chain derived from eco-agriculture,such as product processing,rural tourism,rural education,and rural pension and so on,is the branch.While the "endogenous circulation" of ecological agriculture can fundamentally solve the problem of agricultural supply side and effectively promote the rural three-industry integration (integration of production,processing and service),the "exogenous circulation" of "ecological agriculture +" can construct an effective agricultural market mechanism,a dynamic agricultural micro-body and an economic system with appropriate macro-control in the corresponding region.With these measures,a harmonious coexistence of man and nature and man and society mentioned in Marx's economic circulation theory,can be finally realized.
