Presently,NIMBY conflict has become a major problem affecting the urban construction and development in China.The development of socialist consultative democracy provides basic method,value orientation and systematic platform for conflict governance.Lack of consultation is the major problem in governing NIMBY conflicts,which is shown in the aspects of consultation consciousness,consultation ability,and consultation system.Countermeasures,such as promoting consultation idea,widening consultation channels,and enriching ways of consultation,are put forward to govern NIMBY conflicts.

Since the 2007 Xiamen PX incident,China NIMBY conflict has been on an upward trend,to project construction and social operation resulting in extremely adverse effects.At present,academia and industry have attempted to use a variety of administrative,legal,economic and other functional strategies to strengthen prevention and control efforts,but still can not shake off the “horse-against-construction” predicament because of existing countermeasures mostly focus on criticizing the behaviors of the government and enterprises but less attention and guidance to civic literacy and behavior.NIMBY conflict is the result of constantly mature of rights consciousness,and the lack of responsibility,rationality,public awareness and spirit of compromise.It is necessary to cultivate the civility from the aspects of knowledge,technology and value in order to provide support to NIMBY movements.

Poverty-alleviation of development and relief types,these two types of poverty-alleviation,being governmental blood transfusion,cannot be converted to internal demand for rural community development and lack motivations.Through rural-urban migration,the peasants have accumulated money and acquired technology,and they have a strong will to invest in their hometowns,making a resultant force with the government to promote rural community development.In this sense,rural-urban migration is the dynamic mechanism of rural endogenous development and the best way of participatory poverty alleviation.

The trapof rural surplus labor force transfer means that the proportion of agricultural employment will be relatively stable when the transfer of rural labor force reaches a certain stage.The developing countries will advance into the transfer of rural labor force trap,i.e.,when the transfer of rural labor force reaches a certain extent,the transfer will stop,with agricultural employment proportion at a high level.To deal with this problem,scale operation of farmland should be carried out so that the transfer of rural labor force and economic transition could be completed.

Commercial bank liquidity risk is taken more seriously after the financial crisis in 2007.China has actively promoted its new risk regulatory standards since it joined the Basel Committee on banking supervision in March,2009.Liquidity risk stress test is a prospective method for quantitative analysis.It can predict the liquidity risk tolerance of commercial banks under extreme economic scenarios and make targeted business policy adjustments to prevent liquidity risk.Many financial institutions began to pay attention to liquidity risk stress test after the financial crisis;however,compared with international advanced level,China's commercial banks' liquidity risk stress test still exists shortage in factor selection,model construction and data integrity because of its late start.Therefore,it is necessary to make attempts and innovation in factor selection of liquidity risk stress test.

The essence of state governance is to govern the country with state power,and the primary measure of the modernization of state governance system is embodied in the legalization of state power operation.The legalization of state power operation is not only the inevitable logic of thought of rule of law,but also an urgent and realistic demand for the systematic modernization of state power operation.As a systems engineering,the legalization of the state power operation includes the legalization of power configuration,of the process of power operation,of power supervision,and of power support.It not only depends on the institutional mechanism,but also on the legal awareness and political and cultural reforms of the society.Therefore,the value orientation giving equal attention to morality and law,institutional mechanism of governing by law,normalized mechanism of power restriction,and multiple-dimensioned mechanism of power supervision,are essential to promote the legalization of state power operation.

From the late of 1920s to the early 1930s,Hu Shi,Luo Longji and other intellectuals launched a movement demanding “human right”and “constitution”.Different from the opinion in the academic circles to regard it as a movement for human right,the authors of this paper hold that it should be more regarded as the intellectuals’ comprehension of a modern state and its construction plan,since human right and constitution are the key factors in constructing a modern state.In this sense,their criticism and reconstruction of nationality have laid a foundation for preparing a modern state.This movement for human right is an important part in realizing China’s consciousness of a national state and identifying self as a citizen of modern state,and is integrated into the construction of China as a modern national state.

The theory of law and economicsholds that institutions are the key point for the resources utilization.Therefore,the game analysis of “Tragedy of the Commons” should not ignore the function institutions play.It is a misguiding that the traditional game theory regards “Tragedy of the Commons” as “Prisoner’s Dilemma”.The game of “Prisoner’s Dilemma” is consequence of special institutions arrangement.In this circumstance,the players can not have cooperation because the information exchange has been strictly prohibited and the institutions have special prefer.On the contrary,the players can share information freely and eventually reach consensus about governing the commons effectively in “Tragedy of the Commons”.Thus,“Guaranty Game”,not “Prisoner’s Dilemma”,is proper model to describe “Tragedy of the Commons”.

The irrational side of public emotion makes it the object of criminal justice alert.However,in view of the two-dimensional attributes of emotion in sociology,the public emotion should have two sides:rationality and irrationality.So it needs to be reexamined that the public emotion should be expelled from the conviction process.In theory,the judgment standard of culpable punishment,the combination of judicial professional and judicial democratization jointly determine the important role of public emotion in the process of conviction.In practice,it should be normalized in system and method,e.g.assessor system and feedback effect should be promoted.

China’s basic stateenvironmental policy has experienced historical transition from “political and policy category” to “constitutional and law category”.Principle of legality should be followed to prevent leadership interferences,extensive use of policy,random decision-making and execution of individual department.Presently the basic state policies included in the law are “protection of environment”,“conservation of resources”,“rational utilization of land” and “practical protection of farmland”.With the policy of “conservation of water and soil” coming to an end,other state environmental policies should play their roles to protect environment.The policy of “environmental protection” has its right reason to be included in the law,and the traditional policy clauses should be abandoned.Theories of institutional guarantee and constitutional entrustment should be applied to national public power to intensify its obligation to protect environment.

Instead of being an experimental art form that is exclusively obsessed with linguistic game,contemporary western metafiction is a dialectic synthesis of cultural criticism,artistic practice and cultural event.To begin with,it is a theoretical construct that stems from contemporary literary theory in the sense that the textual self-reflexivity it exhibits is synonymous with anti-humanism and anti-essentialism that were popular in the humanities in contemporary western world.Meanwhile,as an artistic practice,it is ever fleeing the narrow confines of theoretical discourse.By foregrounding the internal paradox of literature,metafiction creates a hermeneutic space that lies between autonomy and heteronomy.But as the art practice enters into the historical process,metafiction,which is a hallmark of contemporary avant-garde,stands in an ambiguous relationship with the mass culture industry,the result of which could be a weakening of its supposedly subversive potentials.Only through a dialectic understanding of metafiction could we circumvent the simplistic emphasis of current studies on the dimension of formal experiment.

Chiyou holds an important position in China’s ancient myths.However,Chiyou’s narrative modes have changed many times since the appearance of The Classic of Mountains and Seas.A dual image of “Disordering God” and “Mars” was created in The Historical Records and it has lasted for more than one thousand years.In the late Qing Dynasty and the beginning of the Republic of China,with the introducing of the concept of nation,Chiyou was regarded as the symbol of frontier ethnic people,especially the Miao people.Since 1990s,Chiyou,not only has been regarded as the symbol of identity of the Miao people,but also as one of the three Chinese ancestors with Yellow Emperor and Yan Emperor to strengthen the national sense.Now,Chiyou has become a cultural brand,arousing interest from many sides.As a heritage,Chiyou has experienced many interpretations and rounds of memory-remodeling.
