    Towards Holistic Intelligent Governance:the Transformation of Primary-level Governance from the Perspective of National Governance

    Problems in primary-level governance can be solved by adjusting its structure,based on the evolution of the relationship between political parties,government and society from the perspective of national governance to build a theoretical analysis framework for overall governance,which gives a new contemporary connotation and practical significance to the modernization of primary-level governance.Holistic governance,with the coordination of political parties,government and society,promotes vertical national integration and horizontal social integration under the guidance of political parties,so as to achieve the balance between potential energy,efficiency and kinetic energy and maintain the "multi-dimensional co-governance" pattern,showing the unique advantages of China's governance.Contemporary digital technology is increasingly penetrating into different levels and dimensions of public governance,and with the potential energy of digital technology,it promotes the efficiency of primary-level governance and then shapes a new path for the modernization of primary-level governance with holistic intelligent governance.The practice of our Party and government to promote the modernization of primary-level governance has gone through several models:from the "single governance" under the political logic of the Party before the reform and opening up,the "integrated governance of the Party and the government" under the logic of the bureaucracy since the reform and opening up,to the "holistic intelligent governance" under the collaborative logic in the new era.Intelligent governance based on the holistic perspective helps to form a high-quality governance model of "Party and government integration" featuring "strong political parties,promising government,and effective society",and with digital technology,it promotes the modernization of primary-level governance.

    Rational Thinking and Practical Management of Teachers' Workload in the Age of Digital Technology

    Teachers' workload is not a product of modern education;it has emerged with the emergence of schools and full-time teachers.Later,it changed with the changes in social environment and teaching technology.Under the trend of digital education,digital technology is profoundly changing the form of teachers' workload.From the perspective of "accelerated critical theory" and path dependence,in the long run,digital technology can reduce teachers' workload and improve work efficiency in the whole teaching process from pre-class preparation to effect evaluation.Although the application of digital technology has promoted the reform and development of education,and also provided more teaching resources and tools for teachers,it cannot completely reduce teachers' workload independently.In this regard,education management departments and schools should strengthen the construction of digital infrastructure,formulate standards and management norms for digital teaching resources,explore long-term mechanisms for workload reduction by digital means,and assist teachers to improve their digital technology capabilities.Teachers should break through path dependence,actively learn and apply new digital technologies while continuously improving their practical and management abilities in digital technology.The three parties should fulfill their main responsibilities and form a joint force to fully leverage the supportive role of digital technology in educational practice.

    Conflict Resolution in Property Management from the Perspective of Community Governance Modernization:Differentiation Model and Internal Logic

    As an important part of the modernization of the national governance system and governance capabilities,community governance lies in the effective implementation of community property management and services.The effectiveness of property management not only directly affects the quality of people's lives,but is also closely related to the stability of grassroots society.From a meso perspective,by sorting out the main conflicts in property management,we can summarize the reasons for the conflicts in property management at different stages of community development and under the relationship of multiple interest entities.Based on the "principal-agent" theory,and by analyzing the two key elements of "the degree of principal-agent" and "the relationship between governance entities",four property management models are divided:market competition type,owner autonomy type,government taking the lead type,and party building leading type.Different property management models have their own characteristics and are suitable for solving different types of property management conflicts.Faced with the new needs and new challenges of community governance in the new era,the resolution of conflicts in property management needs to follow the internal logic of "conflicts identification - type generalization - pattern matching".Based on the conflicts,we can select an appropriate property management model according to specific circumstances,so as to effectively solve various conflicts and realize the modernization of community governance.

    The New Trend and Governance Implications of the Social Relations of the Atomized Farmers:A Social Survey Based on Village Q in Northern Hunan Province

    Based on a social survey in Village Q in northern Hunan,using the "four-dimensional social relations" theory as an analytical framework,we examined the social relations of the atomized farmers (scattered farmers).It is found that the social relations of "blood-marriage-geography - friendship" of the atomized farmers has disintegrated and was reconstructed into "inner-relatives (relatives related to the same clan) - outer-relatives (relatives related to female members of the family) - geography - friendship" social relationship.The blood relation of the family clan of the atomized farmers,including the five upper and lower generations with the present generation as the start in Chinese tradition,has disintegrated,and marriage relation was stronger than blood relation;blood relation and marriage relation are integrated with each other,and the concepts such as inner-relatives identification and outer-relatives identification are derived.The social relations of the atomized farmers still have differential order characteristics:the inner-relatives relation within two generations is in the core layer of their social relations;the geographical relation is at the outermost layer;the outer-relative relation and the friendship relation are in the middle and there is little difference between the two.In response to the new trend of the social relations of the atomized farmers,we should make full use of their highly shared concepts of inner-relatives identification,enhance their willingness and endogenous motivation to actively participate in rural governance,and help build a modern rural governance system that combines "autonomy,rule of virtue,and rule of law".

    Aiming at poverty alleviation and development in ethnic minority areas,there are mainly two interpretation modes:the economic and social structure perspective and the cultural perspective.In the process of poverty alleviation and development,some cultural factors in ethnic areas are often regarded as "poverty culture" and become the object of modernity transformation.However,while the ethnic minority areas and their people recognize the value of modernity,they also respond to or even resist the measures taken for the transformation of modernity,which has caused a dilemma in carrying out poverty alleviation and development policy.From the dual perspectives of modernity and locality,the internal connection between modernity and state power,and the integral operation of state power have become the basic tension between the value of modernity and local culture.Entering the stage of al-round rural revitalization,ethnic minority areas should maintain the dual consciousness of modernity and locality,re-recognize and strengthen national cultural values and cultural identity in rural revitalization,and promote the creative transformation and innovative development of excellent culture,so as to accelerate the rural revitalization in ethnic minority areas.

    The Vacancy of Rural Cultural Activity Center and Its Governance—A Case Study Based on Embeddedness Theory

    At present,some local rural cultural activity centers are faced withthe site,building,and function vacancy without real embeddedness into real rural life,which needs urgent governance.From the perspective of embeddedness theory,this paper constructs an interpretation framework of "embedded environment-embedded process-embedded result",and analyzes the evolution process of L village cultural activity center in D county from the initial vacancy to "suspended embedding" and then to "substantial embedding" rural life.The governance logic of the vacancy of rural cultural activity center is found in the embedded environment which is the root of the vacancy;the optimization of embedded process and the improvement of embedded environment which is the governance path;the key factor of supervision which causes the change of embedded process and the embedded environment;and the internal embedded forces which drive rural industry,improve living standards and satisfy local culture and entertainment.The key to the governance of rural cultural activity center lies in the supervision and political pressure to force the grass-roots level to optimize the embedded process,and the multiple measures to strengthen the embeddedness in the dimensions of structure,relationship,cognition and so on.At the same time,it is supplemented by industrial revitalization and promotion of cultural demand to stimulate the internal driving force,and finally achieve substantive embeddedness.

    The modernization of ecological governance in China is a collaborative co-governance of multiple subjects under the leadership of the Party and the government,which not only meets the basic requirements of modern ecological governance,but also highlights the leadership of the Party and the government.With great advantages,it adheres to the socialist direction,provides the institutional guarantee of pluralistic co-governance,adheres to the purpose of the interests of the people,and gathers the forces of all parties of pluralistic co-governance.And with a new national system,it improves the degree of coordination of pluralistic co-governance.At the same time,the modernization of ecological governance in China is also faced with many practical contradictions:the contradiction between the long-term nature of ecological governance task and the continuity of ecological governance mission,between the overall situation of ecological governance concept and governance responsibility,between the lag of ecological governance effectiveness and the timeliness of governance assessment,and between the modernity of ecological governance and the complexity of governance practice.In order to solve these contradictions,we can combine the long-term plan of ecological governance with the short-term plan,the overall vision of ecological governance with the regional goal,the long-term goal of ecological governance with the current reality,and the innovation of ecological governance with scientific governance.Reasonable resolution of these contradictions can not only promote the modernization of ecological governance in China,but also cultivate and improve the modern quality and ecological governance ability of cadres,citizens,enterprises and other subjects.

    Disaster governance is a comprehensive activity for the government,non-governmental organizations and citizens to effectively deal with various disastrous events with the help of science,technology,and comprehensive planning,in order to ensure social harmony and maintain national security.The basic trend of disaster governance reform in the new era is the transformation from single disaster governance to one under the overall national security concept,from a fragmented emergency disaster relief system to a gradually improved disaster governance system.The reform of disastergovernance in the new era is faced with four problems:the lack of popularization and content of disaster governance,the deficiency of the governance subject in coordination and mobilization,the defects in the design and operation of disaster governance system,and the difficulties in the popularization and application of disaster governance technology.Flexible governance is the path choice for the reform in the new era.For this end,it needs to be optimized from four aspects:the promotion and cultivation of disaster governance,the coordination and linkage of disaster governance subjects,the control and guidance of disaster governance system,and the rational application of disaster governance technology.

    As an innovative system of water environment governance with Chinese characteristics,the river chief system is a microcosm of the continuous development and improvement of China's water environment governance system.It promotes the inter-departmental collaborative governance of water environment through the collaborative design and operation of structure,procedure and technology,improving water environment governance from "multi-layered regulation" to "single jurisdiction".The river chief system realizes the effective integration and allocation of water control authority through structural coordination,ensures the flow of water control authority through the improvement of procedural coordination details,and provides "wisdom" for water control authority through technical coordination.However,this coordination model,which is highly dependent on authority and strong in political mobilization,inevitably leads to "heavy structural coordination","light procedural coordination",and "exclusion of technological rationality caused by rule by man" in practice.These problems will make us reflect deeply on the relationship between "clear division of responsibilities and inter-departmental collaborative governance","structural coordination and procedural coordination","technological empowerment and technological binding capacity" and so on.

    How to Improve the Performance of Public Digital Culture Service Collaborative Governance?—Based on the Perspective of Resource Asymmetry Dependence and Control Rights Sharing

    Based on the theory of resource dependence and the theory of control rights,this paper takes the "culture has an appointment" project of Jiaxing City's public digital cultural service platform as the research object,and analyzes the deep logic of multi-collaborative governance under the Internet scenario through a case study.The study finds that the asymmetric dependence of resources in multi-collaboration leads to the loss of public value,and only realizes "the socialization of public service supply and production".The sharing of control rights reduces asymmetric dependence,realizes "the socialization of supply responsibility",promotes the exertion of multi-subject advantage resources,improves the quality of collaborative relations,and enhances collaboration performance.The sharing of control rights stems from the emergence of a window of political opportunity,and the innovative application of the Internet platform provides technical support for it.Therefore,the government should provide institutional space for multi-collaboration,make good use of Internet governance tools to build a collaborative network ecosystem,and non-governmental entities must actively assume social responsibilities,etc.,to achieve the improvement of collaborative governance performance.

    Informationization is the core force to promote the government to change the way of governance.The informationization of government affairs in China has experienced the development of e-government,digital government,data governance and digital governance.At present,digital governance is the core mode for our government to promote social governance.Based on the development context and basic connotation of digital governance,the current digital governance mainly covers three core tasks and development logic,namely,"Internet + government affairs","big datagovernance" and "big data decision-making".Combined with the practice of "one network communication office" and "one network unified management" in Shanghai,"Internet + government affairs" can be divided into two aspects:"Internet + government affairs service" and "Internet + urban governance".Among these core tasks,"Internet + government affairs" emphasizes service orientation,pluralistic cooperation,data processing and platform sharing,"big data decision-making" pays attention to the scientific value and decision-making basis of the integrated data,and the link between the two is "big data governance",respectively driving different big data governance models.Although there are still many problems in big data governance in China,digitization has been widely used in various fields such as urban governance and public services.In the future,digital governance will gradually transform to "smart governance".

    The socialist system with Chinese characteristics has demonstrated its great advantages.Turning the advantages of the system into governance effectiveness is a major task and the core in realizing the modernization of national governance with Chinese characteristics.Against thebackdrop of crises,the advantages of system of socialist with Chinese characteristics are fully reflected in the nationwide practices of people-centeredness,party committee leadership,government responsibility,social coordination,and public participation.Based on the support and guarantee of democracy,the rule of law,and technology and so on with the top-level decision-making,cohesive execution and multi-level guaranteed supervision mechanism,the institutional advantages have been effectively transformed and integrated into governance effectiveness.In the prevention and control of the Covid-19 pandemic,the top-level decision-making mechanism means the consensus on prevention goals,overall deployment,and resource adjustment;the cohesive execution mechanism means responsive work systems,systematic prevention measures,practical enforcement,innovative technical support,and vast social participation;multi-level guaranteed supervision mechanism means application of normative laws and regulations,binding accountability mechanisms,and extensive social supervision.Exploring the mechanism which transforms institutional advantages into governance effectiveness against public health emergencies can provide an analysis framework for advancing the modernization of national governance against crises.

    The political risks of environmental conflict refer to the social conflicts caused by environmental problems leading to challenges to the mainstream national ideology,doubts of the legitimacy of the government,possibilities or factors of social disorder,political instability,and/or turbulence in a certain region or even the whole country.The origination,accumulation,transformation and outbreak of the risks evolve from environmental risks,environmental conflicts,political risks to political incidents in the end.This paper reveals the acceleration effect of risk perception differences,risk superposition linkages and risk governance failures on the amplification and transformation of risks.Based on the evolutionary process of the political risks of environmental conflict,a multi-stage and multi-dimensional risk prevention system is established involving psychological,technical,and governance system dimensions.

    Why artificial intelligence applications can be embedded in public governance and how to give full play to the value of artificial intelligence applications in public governance is an important topic in academic circles.Using the method of content analysis to systematically sort out the domestic research literature in the past 15 years,it is found that the application of artificial intelligence is reconstructing the problem field of public governance and gradually becoming a tool to improve the performance of public governance and achieve the goal of good governance,constituting the internal mechanism of the application of artificial intelligenceembedded in public governance.At the present stage,the application of artificial intelligence in public governance focuses on the supply of basic public services,urban emergency and environmental governance.However,the application of artificial intelligence still faces risks such as security,infringement,deconstruction order,impact on the rule of law system and morality and ethics.The international experience of formulating national strategic policies,establishing monitoring systems and accelerating integration into public services provides a reference for the in-depth development and risk correspondence of artificial intelligence applications in public governance in China.Based on the reality of public governance in China,the future direction of artificial intelligence application is intelligent administrative examination and approval,responsibility-sharing mechanism,public policy formulation,public ethics design and the construction of new government think tanks.
