Abstract: Regional development and poverty-alleviation program in the contiguous extremely poverty-stricken areas is a decisive strategy when China has stepped into a stage of building a well-off society in an all-round way.The goal is to realize a synchronous well-off society keeping pace with national level by 2020.It is a tremendous project in the large cross-administrative areas,because it is difficult to achieve the goal only by means of normal economic growth and normal poverty-alleviation program.The successful implement of the strategy depends on theoretical innovation based on practice,the proper relationship between regional development and poverty-alleviation program,creative social management,and a perfect system to overall assess risks in constructing major projects.
