Abstract: The  construction  of  the  power  systems  of administration is the political function of the constitution.Democracy is its fundation;dividing  and  administrating  the  state  power is  its  nucleus. The  article  emphasizes  the  importance  of the protective role played by the constitution,since the citizen right can not be effectively  protected  and  the  power  of  government  can  not  be  reasonably restricted   without the supervision by constitutional action.
