Measurement,Decomposition,and Policy Implications of Multidimensional Poverty in Wuling Mountainous Areas

Abstract: The previous study on poverty in Wuling Mountainous Areas was mainly focused on economic poverty,and less attention was paid to the multidimensional poverty of the farmers there.Through measuring and decomposing multidimensional poverty,it is found that the farmers’ multidimensional poverty in Wuling MountainousAreas is obviously higher than that in the rural areas of China.The three dimensions of heath facility,fuel,and housing contribute the highest rates of multidimensional poverty in the area,with Guizhou being the most serious.To shake off the dimensional poverty in Wuling Mountainous Areas,we should firstly create economic growth poles and increase regional economic development;secondly,special funds should be raised in the area to provide aid for those exceptionally poor;and thirdly,vocational training should be given to farmers to promote their quality and change their way of living.
