摘要/Abstract

摘要：“两型社会”建设与政府组织规模优化存在着内在逻辑关联。通过考察湘潭市政府组织规模的现状，在深入剖析其影响因素的基础上，提出在“两型社会”背景下湘潭市府组织规模优化的四条对策和建议：重塑政府职能，规范人员配置，强化财政约束，构建区域行政。

Abstract: There is a close and logical relationship between building a two-oriented society with optimizing the scale of government organization.By investigating the status of the government organizational scale of Xiangtan city and the influencing factor，this paper puts forward four suggestions for optimizing government organizational scale of Xiangtan city which is against the backdrop of the two oriented society so as to offer enlightenment for other local governments.The four suggestions are as followings:reconstructing the government function,standardizing the personnel configuration,strengthening the fiscal constraints and constructing regional administration.
