Abstract: Since the 1990’s,Japanese economy has been in downturn.Japanese government has been tortured by many such problems as follows:bad debt,unemployed rate as high as 5%,sightless public investment,serious deflation and economic depression.The fundamental reason behind it is relatively low productivity,Meanwhile,some other main reasons also contribute to Japanese economic depression such as enterprises lack management imagination,international environment has changed,and post-development benefit is gone.There are following main countermeasures against such a situation:giving emphasis to female labors,attracting immigrants and foreign investment and activating small and medium enterprises.
