摘要/Abstract

摘要：湖南西部大开发战略是我国西部大开发战略的重要有机组成部分。作者在全面回顾、总地和分析湖南大湘西经济社会发展的历史阶段、伟大成就、经验启示和制约其发展的三大矛盾的基础上,根据国家和湖南十五计划纲要精神和扶贫开发与民族政策,以创新的视角,系统地阐述了新世纪初湖南实施本省西部大开发发展战略的基本思路、主要方向、着实目标和对策措施。

Abstract: The development of Western Hunan consti tutes an important part of the national strategy of the grand exploitat ion of western regions. In this article, the authors make an all-round retrospect of the historical stages,achievements, experience and revelat ion of the past economic and social development of Western Hunan, analyse the three contradictions res tricting its further development, and give a new and systemat ic exposition on the basic thinking,main orientation, practical objectives and concrete measures and approaches of the strategy of the development of Western Hunan from the perspectives of the spirit of the Programme of the State Fifteenth- Five- Year Plan and the stateaid- the - poor and nationalities policies.
