多重突发事件中群体心理安全风险的生成演变与媒介化治理

摘要:多重突发事件的频发及其在深度媒介化环境中的传播,显著加剧了公众心理安全风险,并对传统以物理救援和行政管控为主的社会风险治理模式构成挑战。基于对多重突发事件媒介化传播特征的系统分析可知,群体心理安全风险的生成表现为从物理事件刺激逐步转化为广泛社会心理危机的动态过程,这一过程可归纳为事件冲击、媒介放大、情绪传染、认知偏差四个演化阶段。媒介在群体心理安全风险演化中的深度介入,决定了其在治理结构中必然承担超越传统信息中介的双重角色,既是具有议程设置、舆论监督与共识建构能力的治理主体,又是服务于信息传递、舆情研判与社会动员的治理工具。建立群体心理安全风险的媒介化治理模型,应以公众心理安全作为核心治理目标,通过透明权威的信息供给、可解释的风险沟通与可及的心理服务,增强公众信任与心理韧性。模型强调政府、媒体、平台、专家与公众等多元主体协同共治,推动制度层的政策法规与伦理规范、平台层的人工智能与大数据技术系统、实践层的风险沟通与心理干预三层联动耦合,形成由数据监测、智能研判、精准干预和效果评估构成的四步技术治理闭环,最终实现媒介化治理从事后响应向全过程覆盖的转型。

Abstract:

Frequent multiple-emergency events and their dissemination within deeply mediatized environments substantially aggravate public psychological-security risks and challenge traditional social-risk-governance models dominated by physical rescue and administrative control. Systematic analysis of mediatized-dissemination features for multiple emergencies shows that collective psychological-security-risk generation constitutes a dynamic process where physical event stimuli gradually evolve into broad-based social-psychological crises. This process unfolds across four phases: event impact, media amplification, emotional contagion, and cognitive bias. Deep media involvement in risk evolution grants the media dual roles within governance structures beyond the traditional information-intermediary function: the media operate both as governance subjects with agenda-setting, public-opinion-supervision and consensus-building capacities, and as governance instruments for information transmission, public-opinion assessment and social mobilization. To build mediated-governance models for collective psychological-security risks, public psychological security should be taken as core governance objective. Public trust and psychological resilience shall be strengthened through transparent and authoritative information supply, interpretable risk communication and accessible psychological services. The model emphasizes collaborative governance among government bodies, media outlets, platforms, experts and the general public. It promotes linkage and coupling across three layers: institutional-layer policies, regulations and ethical norms; platform-layer artificial-intelligence and big-data technical systems; and practical-layer risk communication and psychological intervention. It forms a four-step technical-governance closed-loop covering data monitoring, intelligent assessment, precise intervention and effect evaluation, ultimately shifting mediated governance from post-event response toward whole-process coverage.
