The "double reduction" policy is to ease the burdens of excessive homework and off-campus tutoring for students undergoing compulsory education.Although it has a significant impact on easing students' academic burden,whether it affects students' academic performance has become a wide concern in society and for parents.To investigate whether and how the "double reduction" policy affect students' academic performance,Tukey's multiple comparison test was conducted on the final exam scores of 30 primary schools in Zixing City,Hunan Province from the first semester of 2021 to the first semester of 2022.The research results indicate that the "double reduction" policy has a significant negative impact on the academic performance of the fourth-grade students and a significant positive impact of the fifth-grade students;the impact on the subsidiary courses is significantly higher than that of main courses;and the impact on the academic performance of sixth-grade students is significantly lower than that of other grades.Therefore,under the background of the "double reduction" policy,we should strengthen the guidance of memory related subjects for the fourth-grade students,pay attention to the balance of class hours between different subjects,and give particular emphasis on the stress reduction and burden reduction of the sixth-grade students.

Academic culture is deeply rooted in discipline governance,the two having value integration with each other.Based on the triple attributes of material,rule and value of academic culture,discipline governance is closely related to academic culture,that is,knowledge is the intermediary between material culture and academic individual,and the collective stipulation of rules forms the academic group,and the value meaning of culture constructs the ideal of discipline governance.However,in the current discipline governance,there are still some representations of academic culture failure,such as the utilitarian orientation with the supremacy of material culture,the prescriptive orientation with the supremacy of collective culture,and the idealization orientation with the supremacy of value culture.On the premise of clarifying the common meaning of academic culture and following the inherent law of academic culture,discipline governance needs to respect the material and cultural basis,improve the scientific and pluralistic discipline governance system,balance the conflict of collective culture,establish a discipline governance model of organizational coordination,and reshape the ideal of value culture,so as to build an open and inclusive discipline innovation ecology and then realize the modern development of discipline governance.

Life education for college students is a lasting topic of the times,and it is an important part of mental health education in colleges and universities.From the analysis of perspective of responsibility ethics,the problems in college students' life education in the new era are mainly reflected in the lack of responsibility thinking of educational subjects,the lack of coordination of multiple responsibility subjects,the weak awareness of individual responsibility ethics,and the poor operation system of responsibility ethics and so on.At present,to strengthen the construction of responsibility ethics of college students' life education,we should fully follow the operational logic of life education,which takes cognitive understanding as the premise,internalization of identity as the core,and externalization of practice as the end-result.

It is the basic principle for Chinese universities to achieve goodgovernance to better transform institutional advantages into governance efficiency.The effectiveness of university governance is greatly reduced by the crisis of the legitimacy of system design,the path dependence of system development and the action dilemma caused by the imbalance of structure and function of system practice.In order to restore the university governance ecology and improve the governance efficiency,we should return to the academic organization attribute of the university through the precise orientation of the role of the interest subject and the scientific reconstruction of the cognitive schema.We should practice the historical logic,rational logic and rule of law logic of institutional change by establishing and perfecting an institutional system that conforms to laws and regulations and embodies its own characteristics."Coercive" and "induced" institutional changes should be integrated through top-level design and benefit incentives.
