Rural revitalization is an important strategy to implement General Secretary Xi Jinping's thought on "agriculture,rural areas and farmers",an important measure to achieve the great goal of common prosperity,and the key to realizing the great rejuvenation of the Chinese nation.Looking back at the policy evolution,the strategy of rural revitalization is the inheritance,deepening and promotion of the great practice of common prosperity of the Party and the government in agricultural and rural areas since the founding of New China.Under the goal of common prosperity,the strategy of rural revitalization is guided by five requirements in practice,and the "five-dimensional" coupling mechanism is coordinated and promoted to make rural prosperity universal,comprehensive,balanced and dynamic.Looking to the future,focusing on rural revitalization,we should improve the rural modern agricultural industrial system in the industrial dimension,construct the rural green sustainable development system in the ecological dimension,give full play to the functions of organization,culture and education in the rural ethic dimension,optimize the rural governance system and governance ability in the governance dimension,and speed up the expansion of channels to increase farmers' income in the affluence dimension.More measures should be taken at the same time to provide Chinese solutions and wisdom for the realization of common prosperity and the world's rural problems.

Based on the cross-sectional data of China's eight ethnic provinces and autonomous regions with large ethnic minority populations in 2020,an evaluation index system of human resources deve-lopment is constructed from the five aspects of population size,economic development,education and training,medical and health,and cultural environment,giving an empirical study on the development level of rural human resources in these provinces and municipals.Through data standardization processing and factor analysis,the load matrix is established,and the single factor evaluation scores of human resources quality,cost,environment and development and the comprehensive evaluation scores are calculated.The results show that the order of the comprehensive level of rural human resources deve-lopment in the eight ethnic provinces and autonomous regions is Inner Mongolia,Guangxi,Qinghai,Xinjiang,Ningxia,Guizhou,Yunnan and Tibet,from high to low.In order to improve the overall deve-lopment level of rural human resources,considering the evaluation results of individual factors in different provinces and municipals,Inner Mongolia should focus on the environmental factors of human resources development and promote the quality development of human resources;Guangxi should give full play to the quantitative advantages of human resources and transform them into quality advantages;Qinghai should speed up the construction of a modern ecological economic system in characteristic rural areas and simultaneously improve the health level of the whole people.Under the premise of speeding up development,Xinjiang should focus on upgrading technological innovation to improve the rural industrial structure;Ningxia should focus on education and training and vigorously enhance the level of governance;Guizhou should speed up high-tech economy and empower the development of rural human resources;Yunnan should further promote private economy and border economy and raise the disposable income level of rural residents;and Tibet should do a good job in the basic work of human resources development and increase investment in education,medical care and infrastructure construction.

Food security bears on the revival and power of our country,and structural food security is an important means to ensure food security.Only by solving the food and clothing problems,especially ensuring food security for our country's 1.4 billion people can we maintain long-term social stability.The current situation of food supply and demand at home and abroad,at different domestic regions,and of food varieties shows that food security in China is in a state of "tight balance".The rapid urba-nization and population aging have brought an obvious trend of healthy and diversified food consumption and an imbalance between supply and demand of food varieties.Due to the limited land resources in the main grain selling areas and the difficulties to increase per unit yield,the main producing regions are facing great pressure to increase production,causing prominent imbalance of food supply in different regions.The closed-loop management of grain production,processing,transportation,storage and sales mainly depends on policy regulation,and the supply chain is not perfect.In addition,the intensified international situation against the trend of globalization,unilateralism and protectionism have made international food supply unstable,bringing great challenge for China's food import.Only by taking initiative to ensure food security and food import,optimizing regional supply and ensuring measures of food supply chain,can we solve the structural food problems in our country.

"Storing grain in the land" is the core food security strategy formed by the continuous optimization of the development needs of the times,and objectively analyzing its path dependence and defining the corresponding way of implementation are of positive and practical significance for implementing this strategy and ensuring food security of our country.The path dependence of China's goal of "storing grain in the land" is mainly manifested in four aspects:first,food security is the cornerstone of the overall national security,and "storing grain in the land" cannot be separated from the joint efforts of the whole society;second,it should be based on the improvement of the production capacity of existing cultivated land and focus on the quality construction of cultivated land;third,we should focus on global food security,and "storing grain in the land" needs overall planning at home and abroad;and fourth,conservation tillage is the inherent demand of "storing grain in the land",so the innovation of supporting system is of vital importance.For this purpose,this study puts forward the following ways of implementation:the first is to raise the public awareness of cultivated land protection and to form a social atmosphere in which the whole people contribute to "storing grain in the land";the second is to strictly prevent the "non-agricultural use" of cultivated land and ensure the red line of 1.8 billion mu (120 million hectares) of cultivated land;the third is to carry out comprehensive land renovation to promote the overall improvement of the quality of cultivated land in the region;the fourth is to improve the quality protection awareness of actual cultivators and strictly standardize farming behavior;the fifth is to strengthen the relevant system innovation to improve the effectiveness of the cultivated land quality construction project;and the sixth is to increase the research,development and application of conservation tillage technology to maintain a healthy cultivated land ecosystem.

Labor supervision in agriculture has always been regarded as one of the difficult problems for capital to enter the field of agriculture.Different types of scale operators have similarities in employment behavior,that is,at the beginning of establishing production base,a small number of workers with the highest efficiency are selected as long-term employees;in the busy season,the employers will hire short-term seasonal workers as a supplement.The endogenous scale operators make use of their social resources to carry out flexible supervision over the workers in the way of "wages plus favor",and to "divide and rule" the workers by exploring the "team leader",so as to reduce the supervision cost.Exogenous operators who lack local social resources replicate the above mechanism by re-embedding the village society:on the one hand,they establish human contacts with employees and integrate themselves into the local social network to achieve strategic "localization";on the other hand,they look for local "agents" to solve the problems of labor employment and labor supervision.

Grass-roots formalism has become a stubborn disease perplexing rural work.For a long time,rural grass-roots work follows an "event-based" logic.The state exists in a limited form in the grass-roots field,and the grass-roots level has the ability to generate endogenous order,forming a way to minimize conflicts at different levels.In recent years,with the change of the overall situation of the work of "agriculture,rural areas and farmers",grass-roots work has been brought into the category of national unified governance to a greater extent,the institutional space of rural governance activities has been compressed,and rural governance has gradually entered into institutional management.Rural governance is becoming standardized,institutionalized and procedural,which on the one hand eliminates the non-standard phenomenon of out-of-system operation,but also brings the disadvantages of grass-roots formalism.To promote the modernization of rural governance is not to return to the traditional way of governance,but to seek the re-matching of the rural governance system and the needs of rural governance.

When the rural revitalization strategy is fully implemented,various agricultural policies have been implemented in rural areas.However,there is a huge contrast between the policy text system and the actual implementation level,resulting in a paradox of policy implementation.On the one hand,the implementation of various agricultural policies by the grass-roots government is in full swing;on the other hand,farmers and other grass-roots policy participants are calm and even indifferent to the implementation of agricultural policies.Based on the analysis of the "Ambiguity -Conflict" model as the analytical framework,this paper analyzes the process of agricultural policy implementation in Q Town,W County,and discusses the administrative implementation under the hierarchical structure,the political implementation under the political tournament,the experimental implementation under positive inertia and the symbolic implementation under sub-paralysis.It is found that in the top-down implementation path with low fuzziness,the grass-roots government generally completes the policy objectives by establishing a model of typical implementation and fostering elites' alternative implementation because of hierarchical pressure and performance evaluation;while in the highly fuzzy bottom-up implementation path,the grass-roots policy target groups finally deal with negative implementation and mechanical symbolic implementation through various formalism because of the lack of sense of participation and initiative.The paper further explains the root of the paradox of agricultural policy implementation,and on this basis,puts forward the ways to improve grass-roots government agricultural policy implementation,such as resource integration,balance of interests,farmers' participation,pluralistic linkage and so on.

The state is the mechanic guide,system innovator,factor allocator and security maintainer of digital rural construction.In accordance with the national logic,it is necessary to scientifically and rationally affirm and strengthen the status and role of the state in digital rural construction,that is,to highlight the concept of digital rural construction designed by the state,the national norms of digital rural construction,the political-led line of digital rural construction,and the system-led way of digital rural construction.The national strategy of preventing and controlling rural poverty,promoting the process of digital power,pursuing social fairness and justice and realizing rural revitalization is the logical value orientation of digital rural construction.To promote the national logic of digital rural construction,we should absorb the participation of social forces,coordinate the pace of urban and rural construction,improve the sense of responsibility of cadres,investigate the responsibility for violations of laws and regulations,and practice the value and effectiveness of the system.

The continuous improvement of the language ability of the people out of poverty is an important factor to preventthem from returning to poverty on a large scale.It gives full play to their own "hematopoietic" function,stimulates their endogenous motivation,achieves an effective link between consolidating and expanding the achievements of poverty alleviation and rural revitalization,and contributes to national unity.The improvement of the language ability of the people out of poverty has a new direction:from "popularizing" Putonghua so as to get rid of absolute poverty to paying attention to improving one's comprehensive language quality so as to promote one's all-round and sustainable development;from improving the ability of Putonghua,to focusing on the cultivation of multilingualism based on Putonghua in order to expand personal development;from eradicating traditional poverty to paying attention to the cultivation of the ability to overcome multidimensional poverty in order to meet the requirements of new social development.The improvement of the language ability of the people out of poverty should be a multi-faceted and multi-dimensional "point" effort,so that the people who are out of poverty will not return to poverty and have the ability to prevent a new type of poverty.

Rural social organization is the basic link to achieve the effective connection between the state and society,which plays a very important role in social governance.Cultural resources and economic resources are the most important variables in the formation process of rural social organizations.Thanks to the power transfer from rural grassroots government,the formation of the two resources activate the once declining but surviving traditional culture.At the same time,as the grass-roots government continues to empower the growing organizations through institutional supply and means of "award instead of subsidy",the increasingly revived cultural resources play a link role in absorbing economic resources.Therefore,although cultural resources and economic resources are the basic variables that affect the gestation of rural social organizations,limited power transfer and policy empowerment are the influence mechanisms behind them.

Most of the previous studies on the dilemma of targeted poverty alleviation focused on the single-dimensional explanations such as institutional organization,policy and cultural ethics,lacking mechanism analysis on the policy deviation from the perspective of grass-roots governance.Through the investigation in T town in the poverty-strickenWuling Mountainous area,it is found that some problems occurred in the practice of targeted poverty alleviation,such as the identification and distribution within the policy framework,the practice of paperwork and formalism,the increasing benefit conflicts in poverty alleviation and the governance difficulties of local governments.This is caused by the joint effects of the weak governance structure and policies,the pressure of assessment,the function substitution of village cadres,and the opportunism of the bottom farmers under the strong incentive.The deviation factors of basic level governance structure, governance subject,governance rules and strategic response of governance objects constitute the multiple digestion of targeted poverty alleviation policy,which leads to the deviation of policy objectives.In the process of relative poverty reduction in the future,we should effectively improve the grass-roots governance ability,eliminate the formalism assessment of poverty relief cadres and reduce the impact of Pan welfare of poverty relief policies.

Since the reform and opening up,the rural collective land system has shown the form of "common share and private use".The farmer collective is not only the right subject,but also includes the relationship subject and the system subject,and the flexible relationship of the three gives the peasant collective a practice-based existence mode.The farmer collective takes root in the land order and draws the political power from it,which promotes the land political process.The process of land politics lies in the practical logic of the collective land system,which embodies the dialectical unity of rights and power,democracy and centralization.While promoting the renewal of land order and the realization of land value,the process of land politics shapes the unity and autonomy of the collective,condenses the political nature of the village,and realizes the integration of rural order.Therefore,in the change of rural land system,it is necessary to properly balance the relationship between collective ownership and farmers' land rights so as to maintain the dynamic basis of rural order reproduction.
