Abstract: Grass-roots formalism has become a stubborn disease perplexing rural work.For a long time,rural grass-roots work follows an "event-based" logic.The state exists in a limited form in the grass-roots field,and the grass-roots level has the ability to generate endogenous order,forming a way to minimize conflicts at different levels.In recent years,with the change of the overall situation of the work of "agriculture,rural areas and farmers",grass-roots work has been brought into the category of national unified governance to a greater extent,the institutional space of rural governance activities has been compressed,and rural governance has gradually entered into institutional management.Rural governance is becoming standardized,institutionalized and procedural,which on the one hand eliminates the non-standard phenomenon of out-of-system operation,but also brings the disadvantages of grass-roots formalism.To promote the modernization of rural governance is not to return to the traditional way of governance,but to seek the re-matching of the rural governance system and the needs of rural governance.
