"Compound Separation":The Institutional Dilemma of Grassroots Governance Standardization

Abstract: Modernization of national governance is the main goal of the current governance system,and standardization is an important attempt.While bringing governance results,the "dual" nature of grassroots standardization also creates formalism.Tracing the standardized governance reform in G Town,this paper,with an established analytical framework of hierarchical structure,special situation and three-dimensional balance of civil society,finds that a process of substitution,"counter-construction" and separation,in which political mobilization replaces professional thinking,organizational action "counter-structures" implementation strategy,and governance standards are separated from the real situation.Based on this,a theoretical explanation of "compound separation" is put forward,that the regulatory pillar,normative pillar and cultural-cognitive pillar are the basis of the institutional pillar,while the destruction of the logical balance of different systems leads to the separation of different institutional pillars,and further to the variation of organizational behavior.The unity of institutional logic should rely on the process of two-way interaction between system integration and social integration.Therefore,in the face of the current difficulties in the implementation of grass-roots standardization,it is necessary to improve the professional knowledge and ability in system integration and create a bottom-up organizational mechanism in social integration.
