Abstract: Contract theory is the basis of link to play two-way exercise of power and responsibilities,the contractual liability generated by Contract theory is the logic of the premise of accountability of civil,and civic accountability is an effective way to maintain the contract tension between citizens and governments.Therefore,contract theory can be used as the theoretical basis of civic accountability.Civic accountability has especial value except others.To develop and improve civic accountability in our country,the key is to create an organization of citizens climate to participate in administrative accountability，to speed up construction the citizen participation in democratic political system，to improve the institutional arrangements for citizen participation in accountability，and to strengthen the citizen participation in accountability of policy support and so on.
