An Analysis of Cross-border Crisis and the Challenges for Administrators

Abstract: Due to globalization and the development of science and technology,modern crises have become more and more cross-border.Compared with traditional crises,they are beyond geographical,functional and time borders,damaging the function of policy-making departments and the key infrastructures,thus the disasters they have caused are more severe and far-reaching.Confronted with this challenge,public administrators,especially government leaders,have to take more effective measures to overcome the crises.
